We are conducting a Special Meeting on this topic tomorrow(Wednesday, November 19, 2008) at 6 PM. As you know, concerning the Waterfront Collaborative Grant(the grant that seeks purchase of Hurricane Harbor and Sebastian Entertainment Center) assumptions on funding levels were made based on whether Indian River County would contribute. This morning I met with County Commissioner Wesley Davis and County Administrator Joe Baird and, based on action taken by City Council, the County Commission will consider a match of$500,000. While slightly lower than I originally hoped this is still a significant potential contribution. Commissioner Davis believed that some of our cost estimates were a little high; so, based on this information, I want to inform Council that I will be modifying the grant request and changing my recommendation to Council as follows: Staff recommends that Council submit the "Sebastian Working Waterfront Collaborative"SMWWG application aimed at supporting the Fisherman's Landing application with multi jurisdictional support and allocating up to$378,750(instead of$250,00) from the CRA for a grant match. In detail, the grant should be reduced from $4,025,000 to $3,515,000. This represents a smaller purchase amount and includes a match from the County in the amount of$500,000. Therefore, between the City ($378,750) and the County ($500,000) a 25% match can be generated. Should the City approve such resolution, I will make a request of the County Commission Chairperson for a Special County Commission meeting for Friday, November 21. At that time, the County will entertain a resolution that supports our SMWWG application with matching funds of$500,000 and joint title for the properties between the two governments. Also note, that the increase in our funding is still very close to within the unallocated monies in the FY 09 CRA fund ($371,000), so the increase has no significant financial implications. I do apologize of the ever-changing information, but putting together the multi-jurisdictional effort always creates a little confusion and constant changes in information. I anticipate that this information will not change unless otherwise modified by Council. As always, please feel free to contact me at your convenience if you have questions on this matter.
