A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, SUPPORTING
THE DESIGNATION OF THE INDIAN RIVER AQUATIC PRESERVE ADDITION
AS OUTSTANDING FLORIDA WATERS; PROVIDING AN EFFECTIVE DATE.
WHEREAS, The Florida Department of Regulation has initiated
rulemaking to consider whether the 1985 addition to the Indian
River Aquatic Preserve should be designated as "Outstanding Florida
Waters" and has solicited comments of the East Central Regional
Planning Council; and
WHEREAS, The part of the Indian River Aquatic Preserve which
existed prior to the 1985 addition, and which is contiguous with the
1985 addition, was designated as "Outstanding Florida Waters" in
1982; and
WHEREAS, the discharge of stormwater and wastewater to the
Indian River has contributed and continues to contribute to the
environmental degredation of water quality within the Indian River
estuary, and dredge/fill operations have resulted and are now re-
sulting in the loss of valuable esturine habitat, and
WHEREAS, Further degradation of water and loss of habitat
may have profound negative impacts on the ecological, commercial,
recreational, and aesthetic resources of the estuary, and
WHEREAS, designation as "Outstanding Florida Waters" provides
the greatest protection affordable to the Indian River Estuary in
the consideration of dredge/fill and discharge permits by ensuring
that proposed projects would not lower water quality below existing
ambient conditions, and
WHEREAS, the Indian River Lagoon System Management Plan calls
for ". . .the highest possible level of protection for the waters of
the Indian River Lagoon system through designation as. . .Outstanding
Florida Waters where appropriate."
NOW, THEREFORE, BE IT RESOLVED that the City of Sebastian
fully supports the designation of the 1985 addition to the Indian
River Aquatic Preserve as "Outstanding Florida Waters," immediately.
