MEETING MINUTES
JULY 22. 2013
The Sebastian Parks and Recreation Committee was called to order by the Chairman.
Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs.
Webster, Mrs. Flescher, Mr. Paschall, Mrs. Whit and Mr. Sims were AE, Mrs. Nelson
was absent
Staff members present were Linda Kinchen, Secretary; Al Minner, City Manager, Chris
McCarthy, Parks Superintendent
APPROVAL OF MINUTES
Mrs. Webster made a motion to approve the minutes from the June 24, 2013 meeting.
Second by Mrs. Flescher passed unanimously. Again Mrs. Flescher was voting in Mrs.
White's absence
OLD BUSINESS
CIP DISCUSSION:
Mr. Minner gives a short outlay for members — council says move ahead with Dog Park
and Community Center Sign wait on tennis wall and Community Center needs
assessment
Speed Limit restriction on US #1 — MPO will support the DOT to do a survey but seemed
to be receptive.
Mr. Tenerowicz says he told the Council all we have done but also told them we need to
look for new properties as BSSC is built out Mr. Paschal asks if any land is available near
Friendship Park — Mr. Minner says there is a property on Cross Street and the
conservation area also 30 acres on Tracy as well as Filbert street.
Mr. Tenerowicz says the county fields by the pool not being used. Says funds are coming
in from the west can we co- mingle them — Mr. Minner says only if a community park and
not a pocket park.
Mr. Tenerowicz asks if ewe need to do a survey about Community Center requirements —
Mr. Minner says not required but recommends.
NEW BUSINESS:
Petanque — not in favor per Chris of removing bocci and shuffleboard to allow this.

Mr. Paschal says 2 of the boards on the bocci court need fixed.
This item is tabled until there is more public input..
PUBLIC INPUT:
Jim Sunnycalb — Shows a sign about heat killing kids and dogs suggests a sign be put up
at the dog park and Riverview. Mr. Tenerowicz says it is a good idea. MR. Paschall asks
if at Dog Park they shouldn't need a sign because the pets are not in the car. Should be
put where most beneficial. Mrs. Webster says could put one at Hardee Park.
Mr. Minner says getting too many warning signs now. Mr. Tenerowicz agrees with Mr.
Minner have too many signs but while riding as a volunteer does see a lot of pets in cars.
Mr. Sunnycalb says some boards are missing at the Stormwater Park — Chris to check
Mr. Sunnycalb says we need signs at Easy Street that says not allowed to boat — secretary
says it is in the code that it is allowed as long as it is not motorized boat.
CHAIRMANS MATTERS:
Mr. Tenerowicz says demolition of old restroom has started at Schumann and he visited
most of the parks and they look good.
Mr. Paschal — The bushes at the County Park are started to grow over the bridge.
Mr. Minner says he will advise the County.
Mrs. Flescher — Please take out the broken benches at Garden Club Park — George Street
looks beautiful. Asks where we are with the grant for the tennis request. Chris to handle
Mrs. Webster wants the dug outs cemented if possible.
STAFF COMMENTS: Mr. McCarthy says the benches at the Garden Club Park are
private and would have to get permission to remove them.
Next meeting is August 26, 2013
With no other business to come before the Parks and Recreation Committee, the meeting
adjourned at 6:40 PM.
