MINUTES

Chairperson Graves called the meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.

MOTION by Chairperson Graves and SECOND by Ms. Lucier to approve the June 4,
2013 minutes.

Chairperson Graves reported their participation in the Marine Industries Association July
27th Clean Up was successful.

8. NEW BUSINESS
A. Update Website Policy - MIS Senior Analyst, Barbara Brooke -Reese
Ms. Reese said in response to the request to post their event pictures on the website,
she has found that a release form is needed to post pictures of children. She noted the
pictures become public record and may be used again by other entities. She distributed
the release form that should be used to post pictures and video of children, adults, and
presentation speakers. (See attached)
Ms. Reese said the City will create a YouTube account to post the speaker
presentations. The Planner offered to make a list of the past year's speakers for the
Board to decide which speakers to post to the YouTube account.
Ms. Reese asked for updated content for the Board's website, noting again, when
pictures are handed over to the City they become a public record and could be released
in a public record request.
The Planner asked them to think about what changes they would like on the website.
Ms. Reese suggested putting something on the Indian River Lagoon. rMT
B. Schedule Remaining Two Island Clean Ups' t� Y
Chairperson Graves said she received a renewal contract for the island clean ups and
asked if the Board wanted to commit for another year of clean ups. The Planner offered
to look into whether the City Manager or Chairperson Graves should sign off on the
contract.
Chairperson Graves asked if they should wait to have the other Board members present
before they decide on the two additional clean up dates.
In response to the Planner's suggestion of involving the Youth Guidance children,
Chairperson Graves said there were liability issues in having the children on the boats
as well as transportation hardships as most of the children are from Vero Beach.
Chairperson Graves read the e-mail from Marc Virgilio, Indian River Lagoon Aquatic
Preserve Field Office, regarding the contract to renew the island clean ups. (See
attached)
The Planner pointed out the contract requires the Board to coincide one clean up with
the Florida Coastal Clean Up held in September. She also said City staff and boat
would not be available in November. Scheduling the remaining clean ups will be placed
under old business on the next agenda. Chairperson Graves said she would e-mail Mr.
Virgilio confirming renewal of the contract.

9. MEMBER MATTERS
Mr. Northcott said he would like to have another look at the fertilizer ordinance.
Chairperson Graves said she sent him an e-mail advising that she and other members
have taken up the fertilizer ordinance personally, as the City officials have decided the
state ordinance works for the City right now.
She noted the City budget cannot hire some one to enforce it and maybe there could be
another trained volunteer board to enforce the fertilizer ordinance. She said the
Lagoon's issues reach far and above residents fertilizing lawns and suggested they each
contact all the legislators involved with the Lagoon through e- mails, tweets; and follow
their websites.
In replacing her septic drain field, Chairperson Graves discovered there is no plan to
install sewer in Sebastian for the next ten years. Mr. Northcott said backup drain fields
could be required but they are difficult to install because of the size of the home lots.
The Planner offered to see if the City's occupational license specialist could confirm the
commercial fertilizer applicators have taken the mandated training class before renewing
their City license.
Chairperson Graves noted one website she signed for at the recommendation of State
Representative Debbie Mayfield, was http: / /www.fisenate.gov /Committees /Show /SIRO/
The Planner offered to have a Lagoon page drawn up with the legislators' addresses
and the Senate website for the Board's website.

THIS AGREEMENT made and entered into this 3t- day of Amr , 20 by and between the Florida
Department of Environmental Protection, through the Office of Coastal and Aquatic ]Managed Areas, hereinafter called LAMA. and
the group adopting the spoil island, (' t S E3A S7 t!% hereinafter called the GROUP.

WITNESSETH:
WHEREAS the following general description of the property, including landmarks;
has been identified for purposes of a marine debrisilitter removal program, and
WHEREAS, CAMA, the state managing agency, has been charged with developing the local Adopt -A -Spoil Island program
and is dedicated to developing and implementing Aquatic Preserves -wide incentive programs designed to motivate individual citizens:
local organizations, local governments, and other groups interested in participating in litter prevention program activities, and
WHERE-AS, the GROUP is desirous of adopting a spoil island for the purposes of marine debris /sitter removal,
NOW, THEREFORE, in consideration of the mutual covenants herein contained, the parties agree as follows:
A. CAMA SHALL:
1. Provide local coordination of the program and training.
2. Provide official Adopt -A -Spoil Island program recognition for the adopting group.
3. Have. final approval on all projects on the spoil islands within the Aquatic Preserve.
B. THE GROUP SHALL:
I.. Adopt a minimum of one Spoil Island with a recreational and/or educational designation.
liemove debris/litterat least four (4) times a year with one cleanup to coincide with the Florida
Coastal Cleanup held in September.
3. Conduct all work under safe weather conditions and during safe hours of operation between dawn and dusk.
4. Perform debris/litter removal in ac:cordarice with the environmental and safety requirements provided by CAMA (see
Attachment A, attached hereto and incorporated herein by reference).
5 Bag and haul -off trash. Separate trash and recyclables if possible.
6. Provide adequate adult supervision of minors during cleanups.
7. Appoint an Adopt -A -Spoil Island representative for the GROUP. This person must be an adult.
8. Protect and respect all property and natural resources and observe and obey the laws of Florida, including Chapters 253
and 258, Florida Statutes.
9. Bring a:first aid kit. to each ofthe organized cleanup events.
10. Fill out the Litter Report Form after each cleanup to document the event date, the types of debris removed. from the
island, and any additional activities performed, and mail the completed form to CAMA within 10 days after each
completed- cleanup.
11. Coordinate with CAMA prior to starting any.enhancement.projects beyond litter control (i.e. installation of picnic. tab] es,
fire pits or any free- standing structures; clearing of trails, removal of.exotie vegetatiop, etc.).
12. NOT burn vegetation outside of fire pits instaifed.on spoil islands designated for:Recreational use.

The GROUP covenants and agrees that it will indemnify and hold harmless the State of Florida, CANNA, and their agencies
and all their officers, agents; and employees from any claim, loss; damage, cost, charge, or expense arising out of any act, action:
neglect, or omission by the GROUP during the performance of the agreement, whether direct or indirect_ and whether to any person or
property to which the said parties may be subject, except that neither the GROUP nor any of its members shall be liable under this
provision for damages arising out of injury or damage to persons or property directly caused or resulting from the sole negli Bence of
CAMA. and its member agencies, any maintaining agencies, all their officers, employees, or agents. Nothing herein shall be deemed a
waiver, express or implied; of the State of Florida or CAMA's sovereign immunity under Section 768.28 F.S.
III.
This agreement shall remain in effect for a one -year period. This agreement shall be renewed within thirty (30) days of
expiration to remain in effect, The GROUP may terminate this Agreement for any reason upon thirty (30) days written notice to
COMA. CA1v1A may terminate this Agreement immediately upon written notice to the GROUP.
IN WITNESS WHEREOF, the parties hereto have executed this Agreement on the date written above_ They certify that they
are familiar with the information contained in this agreement and that they possess the authority to execute this agreement.

The state of our river has left many residents of Indian River County feeling helpless. We haven't seen our
water quality this bad in years, and many of you are looking for a way to ensure clean waterways in our
community.
One small way that you can make a big impact is to join us on Saturday, September 21 for our annual
International Coastal Cleanup event. Volunteers all over the globe will target, river, lakes, spoil islands,
lagoon, ocean and other waterways to remove litter and marine debris that pollutes our environment year
round.
We are looking for groups and organizations to sponsor and manage cleanup locations throughout our
county. If you've participated in the past you already know how great of an event this is. If you've never
volunteered during this event but would like more information feel free to contact us.

The International Coastal Cleanup (ICC) is a popular, fun and highly visible event in Indian River County.
Last year, we had hundreds of volunteers, in partnership with dozens of sponsors and other supporters,
made our local cleanup a success.
The purpose of the cleanup is to engage people around the world to remove trash and debris from beaches
and waterways, to identify the sources of the litter, and to change the behaviors that cause pollution.
Together Internationally, nearly 9 million volunteers from 152 countries and locations have cleaned 145
million pounds of trash from our shores, rivers, lakes, lagoon, waterways and ocean's on just one day a
year. Through its international visibility, the ICC has raised public awareness about inappropriate waste
management practices and convinced many organizations and communities to become better stewards of
our environment. Now in its 28th year, the International Coastal Cleanup is the most recognized cleanup
event in the world. This year, the ICC will take place on Saturday, September 21St from 8 am to Noon.
