Records for the cemetery from the early years are sketchy at best. Although property was deeded by private owners to the City and to a "Cemetery Association" in separate parcels starting in 1926, the City officially acquired by warranty deed from the Cemetery Association the entire cemetery in 1950. There do not appear to have been "deeds" issued before that time. Council minutes indicate that in 1949 the City Clerk was authorized to purchase 500 deeds to use in anticipation of the City's taking over the cemetery. We do have old journals and maps and handwritten notes which show the block in which the Anderson family own lots. There is no mention of what the Anderson family paid for their lots. Our existing cemetery ordinance states in Section 34-13: "No interment site owner shall allow interments in their interment sites for a remuneration, nor shall any transfer of interest therein be valid except by written consent of the city. No interment sites shall be bought or sold for speculation." I explained to Mr.Anderson that we could not allow him to sell the lots to another party in accordance with the Code of Ordinances, but he could assign their five vacant lots to family members, provide us with a list of those individuals' names and we would give our consent. Barring that, we could buy the lots back from him if he had no use for them. This is where my question comes in. With no way of knowing what he paid, I would not know what value to place on the lots. Our current rate for a full lot for a City resident is $700. In speaking with the City Manager, he suggested I ask you for a comparable value for the year the lots were purchased. My research,confirmed by the City Sexton Kip Kelso shows the following: Unit 1,Blk 18,Lot 26 vacant Unit 1,Blk 18,Lot 27 vacant Unit 1,Blk 18,Lot 28 vacant Unit 1,Blk 18,Lot 29 vacant Unit 1,Blk 18,Lot 30 vacant Unit 1,Blk 18,Lot 31 Two Baby Anderson Girls Interred 1922& 1924 Unit 1,Blk 18,Lot 32 vacant Unit 1,Blk 18,Lot 33,half of 34 Isham J.Anderson Interred Sept. 1977 Unit 1,Blk 18,half of 34,Lot 35 Viola Anderson Interred 1936 Because the first need for interment occurred in 1922,I surmise that the transaction took place in that year. If record keeping occurred in the 20's,burial certificates may be on file with the County Health Department.
