MINUTES
NATURAL RESOURCES BOARD
REGULAR MEETING
TUESDAY, OCTOBER 1, 2013
6:00 P.M.
"To improve the quality of life in Sebastian by nurturing
the balanced relationship between our citizens and our environment by
protecting, preserving and promoting our natural resources"
Chairperson Graves called the Natural Resources Board meeting to order at 6:00 p.m.
The Pledge of Allegiance was recited.

MOTION by Chairperson Graves and SECOND by Mr. Kriss to approve the September
2, 2013 minutes.

Chairperson Graves moved up New Business on the agenda.

8. NEW BUSINESS
A. Presentation by Kelly Nosier - Development and utilization of locally grown food
sources and sustainable farmina in our area
Ms. Nosier said she was a fifth generation Floridian who has been holding bi- weekly
community meetings where it has been suggested that a Food Policy Council be formed
in an effort to instigate locally grown food. She noted the Council would be comprised of
many causes such as culture, nutrition, agriculture, etc. She was looking for someone to
organize all of the non - profits to work together in providing food.
Chairperson Graves explained the Natural Resources Board is an advisory Board to the
Sebastian City Council and they would need a specific project to consider. She asked
Mr. Deredita how he thought the Board could interact with Ms. Nosier's campaign.
Mr. Deredita said when they planned Earth Day they could not find a local vendor and by
attending Ms. Nosier's meetings he saw the many different causes involved, and thought
they could be brought to our community for example a community garden. He said he
has also learned of new, fascinating growing technologies.
Ms. Nosier suggested the opening of a new county -wide extension office with historical
lectures, growing projects, and a kitchen. Mr. Deredita noted Ms. Nosier's presentation
is a great start for awareness. Chairperson Graves suggested she put together a plan
for a co -op at one of the City parks. Mr. Kriss invited Ms. Nosier to have a table or
demonstration at Earth Day. Ms. Nosier asked the Board to seek grants. Chairperson
Graves offered to link her projects to the website as she develops her campaign.
7. OLD BUSINESS
A. Review list of previous quest speakers, and choose presentations to be shown
on YouTube link
In response to Chairperson Graves, Mr. Giordan said he e- mailed the Elephant Center
to see if the Board could link their presentation to the website but he hasn't heard back
from them yet. Chairperson Graves asked him to follow up with obtaining their
permission.
Ms. Bosworth reported the picture submitted of their September Clean -Up for the
website contained minors so she was checking to see if the City would need a parental
release before posting it on the website.
9. MEMBER MATTERS
Chairperson Graves said the clean -up was successful, the Board's adopted island was
almost spotless, and they were grateful for Sea Tow's participation with the clean -ups.

Earth Day 2014
October 1, 2013
Chairperson Graves asked if the date has been picked for Earth Day. Ms. Bosworth
said she has been contacted by the Hooked on Fishing instructor and noted the Board
may want to schedule around Relay for Life. Chairperson Graves said they didn't want
have it the same day as the Hibiscus Festival but Relay for Life date depended on
whether the Cancer Society would take the band shell. Ms. Bosworth went over the
scheduled events. (See attached)
Chairperson Graves asked the Board to start thinking about the date and consider which
departments individual Board members will take for Earth Day.
10. STAFF MATTERS
Ms. Bosworth introduced new member, George Millar. Mr. Millar said he moved to
Indian River County in 2008, was a native Floridian and wanted to get involved with the
community.
Chairperson Graves invited Board members to line up speakers for the winter.
12. Being no further business, Chairperson Graves adjourned the meeting at 6:50 p.m.
