Other Officials Present: Indian River County: Supervisor of Elections, Leslie Swan; Absentee Ballot Coordinator, Trisha Verdugo, IT Manager, Gary Gordon and other SOE staff members to assist with Absentee Ballot Opening City of Vero Beach Canvassing Board Members City Clerk, Tammy Vock, City Manager, Jim O'Connor, and City Attorney, Wayne Coment The Sebastian Canvassing Board meeting came to order at 10:10 am in the SOE warehouse. The Pledge of Allegiance was recited. "Criteria for Absentee Ballots 2013" was provided to the Canvassing Board to utilize in making their decision on questionable ballots, as determined by SOE Staff (see attached when received. Trisha Verdugo, Absentee Ballot Coordinator, further explained procedures to be followed and asked the Canvassing Boards to accept or reject ballots based on approved criteria and their decision as to whether or not it meets criteria and stamp them accordingly. She said 687 absentee ballots had been received so far and would be opened today by SOE Staff and counted, but no results would be disclosed until poll closing on November 5, 2013. She provided a list of seventeen absentee ballots to the Canvassing Board from voters for which there was either no signature, signature different than what is on file with the SOE, or signed wrong ballot. Of the seventeen questionable absentee ballots, the Canvassing Board rejected ten and accepted seven (see absentee ballot voter list attaches!). During the count, the Sebastian Canvassing Board made determinations of voter intent on several ballots which were rejected by the tabulating machine due to incorrect location of arrows or marks indicating voter choice, which were accepted for duplication because the voter intent was obvious. There was one overvote (a vote for four candidates) which had to be rejected. Leslie Swan, SOE, broke seal # 0012915 from the transfer box containing documents from the October 301h meeting, to insert the new certification of the Pre - Election Absentee Canvass certified by the Sebastian Canvassing Board and the case was sealed again with seal #0012183 (see attached.
