MEETING MINUTES
OCTOBER 28, 2413
The Sebastian Parks and Recreation Committee was called to order by the Chairman.
Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs.
Flescher, and Mrs. White, Mr. Sims, Mrs. Nelson, Mr. Paschall and Mrs. Webster were
Absent Excused..
Staff members present were Linda Kinchen, Secretary; Chris McCarthy, Parks
Superintendent, Al Minner City Manager
APPROVAL OF MINUTES
There were no minutes to approve.
OLD BUSINESS - NONE
NEW BUSINESS: NONE
Mr. Tenerowicz questions the concrete in the dugouts in the CIP budget says it may be a
liability to the city. Would like it on the agenda for the next meeting to discuss further
and ask Joanne Webster to invite the new president of Little League.
Mr. Tenerowicz brings up again putting padding on the poles for the Volleyball lights.
AIso says the parking at the football field is out of control. Mr. Minner says the grant for
Tulip paving includes off street parking approximately 30 spaces and should help.
PUBLIC INPUT;
Sunny Capp says the volleyball light timer should be one to push for on and off so people
can use all night long. And not left on if not using the court.
Says the clambake is the 6f', 7«' and 8"' and would like more sand in the court by then.
The monument at Riverview Park has a hole in it near the top and needs to be fixed.
The boardwalk has been cleaned thanks to Joe Flescher.
He went to the new Port St Lucie dog park and says they use pine straw and we should
try some where the dirt areas are. Asked about the no fishing signs at the Stormwater
Park near the parldng area Questions whether the City put them up.
There is an alligator in the Easy Street lake but it is small- no worries at this time.

Say Tammy Nelson's pet will be in the Sebastian River News.
CHAIRMANS MATTERS:
Mr. Tenerowicz asks the City Manager who is responsible for the 512 lights and Mr.
Minner states FPL has already been notified.
Mrs. White says there should be more lights on 512 and Mr, Minner says would have to
be done at budget time.
Mr. Tenerowicz asks about the creative playground water fountain — will be in next week
per Chris
Community center railing is on order
MEMBERS MATTERS:
Mrs. White says people are using the parks all the time.
Mrs. Flescher says George Street looks great same with Garden Club Park but the
benches still need work. Mrs. White says memorial benches can go there to save on the
cost. Also the fountain is shooting straight up — Chris says we are trying new things.
STAFF COMMENTS; Community Center assessment takes into account if a new
building is needed.
Will send a list to the committee for new sidewalks to be installed.
Chris McCarthy has nothing

RECREATION COMMITTEE
MEETING MINUTES
AUGUST 26, 2013
The Sebastian Parks and Recreation Committee was called to order by the Chairman.
Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs.
Webster, Mrs. Flescher, AE, Mr. Paschall, Mrs. White, Mr. Sims, and Mrs. Nelson.
Staff members present were Linda Kinchen, Secretary; Chris McCarthy, Parks
Superintendent
APPROVAL OF MINUTES
Mr. Sims made a motion to approve the minutes from the July 22, 2013 meeting. Second
by Mr. Paschall passed unanimously.
OLD BUSINESS
CIP DISCUSSION:
Mr. Tencrowicz says he spoke to Kathy and she needs more storage and office space. He
feels the building she is in can be expanded to the side and front to give more space.
He says he thinks the volleyball poles need padding. He spoke to the septic people at the
dog park construction and didn't want to put in till slab was poured.
He suggests we get help from the users at the ball field for the electric he says the county
is asking the little league in Vero Beach. He feels the tennis wall is too big and doesn't
want it at Friendship Park.
Mr. Sims says he agrees the community center is too small.
Mr. Tenerowicz says a lot of houses are going up in Sebastian River Landings, Sebastian
Crossings and Ashbury so the funds should increase soon.
NEW BUSINESS:
Swimming at Easy Street — Staff does not recommend due to recent talks with the health
department.
Sunny Capp says canoes and kayaks should not be allowed either — some spots are 8 ft
deep he is against any vehicles in the lakes and also remote control boats should not be
allowed.
Discussion turns to asking council to make a change to the code to allow Schumann
Lake, Stormwater Park or the canals electric motors only — no swimming or boating in
the other bodies of water.

Parks and Recreation committee recommends that vessels with electric motors only can
be used in Schumann, Stormwater Park and the canals made by Mrs. White second by
Mrs. Webster passed unanimously.
The Captain Hiram's triathlon is the weekend of 11- 17 -13.
PUBLIC INPUT;
Craig Cobb Thanks for lights on Volleyball Court — wonders if the east side of the court
could have the grass removed and fresh sand installed.
Sharks have tournament on Monday there. He says cover the net poles not the light
poles. Says a timer like Schumann Park would be good there.
Sunny Capp says Riverview looks good but two loads of sand on the court would be
good. Says the timer should be down by the courts so it can be turned on when used.
CHAIRMANS MATTERS:
Mr. Tenerowicz says he drove to all the parks and they look good.
MEMBERS MATTERS:
Mrs. White says rode the trails at night and the lights are out on 512 — she spoke to Phil
Matson who told her the city if responsible for them. Mr. Tenerowicz to speak to Mr.
Minner about the lights
Mrs. Webster says the men's bathroom door is hard to open. Also the padding on the
backstop fence in front of the dugout is pulling up on Field 4. On Field 1 they need a
blackout screen to block the sun high on the backstop and the bases need to be replaced.
The Warning track needs fixed — key hole to home plate. She is not in favor of charging
the users for the lights.
