RECREATION COMMITTEE MEETING MINUTES JANUARY 27, 2014 The Sebastian Parks and Recreation Committee was called to order by the Chairman. Roll Call was taken and the following members were present: Mr. Tenerowicz, Mrs. White, Mr. Sims, Mr. Paschall, Mrs. Webster, Mrs. Nelson, Mrs. Flescher. Staff members present were Linda Kinchen, Secretary; Chris McCarthy, Parks Superintendent, Joseph Griffin, Interim City Manager APPROVAL OF MINUTES NOVMBER 25, 2013 A motion to approve the minutes was made by Mrs. Webster second Mrs. White — passed unanimously OLD BUSINESS — CIP TENNIS/RAQUETBALL WALL Mr. McCarthy suggests that it be installed over by the Boys and Girls Club — Mrs. White asks if there is enough room -- Chris says should be fine — also will look at Schumann. Mrs. White says is there a lot of people who want this and Mr. Tenerowicz says was not used that much before. Mrs. Webster likes the idea as long as the money is budgeted. Says there is not a whole lot for teens to do — This is a good idea. Mrs. Flescher also says good idea. Mrs. Nelson says prefers Schumann — Chris says there are tennis courts by the club as well. Mr. Sims asks where we think it would be more used — Chris says Schumann but they will come to it. Mrs. Webster says behind city hall is best. Mr. Paschall says he embraces the facility if it is not over budget. Mr. Tenerowicz tells Chris to have Randy Hines come back to the next meeting with others if possible. He asks if the property is ours or the Boys and Girls Club — Chris says ours. Trail signs update — Secretary goes over the map location by location for changes or concerns so she can meet with the advertising agency. Need a restroom symbol added. Mrs. White asks if it needs railroad signs — No — Sunny suggests it have a QR Code for smart phones on map. Also, they want to be sure that the handicap playground is noted, as well as picnic tables. A draft map will come back to the committee before printing. NEW BUSINESS; None Chairman goes around the table to see if the committee has anything to bring up under new business (note: this is against procedures and should not have been done) — Agenda items not on the agenda must have unanimous approval to be added. The members should have waited till members matters. PARKS AND RECREATION MINUTES 1/27/14 Page 2 Mrs. White asks about putting in a sidewalk at Barber Street near the train crossing. Mr. Griffin gives a short presentation about the new passenger train proposal. He says he will need to have a meeting with them regarding budgetary items for maintenance since there will be two tracks and will discuss the sidewalk with them at that time. This is being built with all private money and we have noticing to do with it. Should see survey crews in the next couple of months. Mrs. Flescher says George Street Park looks good. Mr. Paschall asks about the skate board park renovation — Chris says it is in next year's budget which begins this October to replace the entire park. He asks if a shade umbrella could be installed over park of it. Mr. Sims asks about the Schumann playground — Chris says should be installed in the next two or three weeks. Mr. Tenerowicz asks if the impact fees can be changed to allow for renovations as well — Mr. Griffin says the committee can suggest that to council. PUBLIC INPUT; Jim Sunnycalb — Bark in the Park in Vero was a success — says we should think about doing one in Sebastian. Would like to see the committee get involved. Committee asks him to have Elka from the Humane society come to the next meeting and then can go to council for permission. Chris says he is currently working with someone for a pet expo Mr. Paschall says we could combine both and make one big event. Mr. Sunnycalb says the fence at Riverview looks good. CHAIRMANS MATTERS: The lights on west bound 512 needs to have FPL trim the trees and would like to see the Interim City Manager follow -up with the county. Mrs. White says we need more lights. Chairman says new railing at the community center is up as well as new basketball rims - the Schumann Park sign is in and the community center sign is being installed. Mrs. White says what county did at the bark park was great and packed that is good to see. PARKS AND RECREATION MINUTES 1127114 Page 3 Says we still need the padding at the volleyball court — Chris asks on posts or lights — He will tallc to the volleyball group. Mrs. Webster asks about shade for ball fields — Chris says is working on it trying to get a bid together. He says the concrete is going in next week Mrs. Flescher says we need to steer toward memorial benches at the Garden Club Park if possible. Mrs. Nelson — Thanks for the picnic benches Mr. Paschall says could we get badges or cards to hand out with the city logo that says city of Sebastian Parks and Recreation Committee. Mr. Sims asks about Barber Street sports complex — Cluis says Mulch is coming STAFF MATTERS: Chris says the concerts in the park are back — projects are under way and he is getting prices for rubber mulch for Riverview Playground. Mr. Tenerowicz asks if the Little League president can come to the next meeting — Mrs. Webster will ask. Next meeting is February 24`h, 2014 at 6PM With no other business to come before the Parks and Recreation Committee, the meeting adjourned at 7:15 PM Approved February 24th, 2014 Regular Meeting.
