"To improve the quality of life in Sebastian by nurturing the balanced relationship between our citizens and our environment by protecting, preserving and promoting our natural resources" Chairman Robin Graves called the meeting to order at 6:02 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL: Present: Robin Graves — Chair Alan Northcott — Vice Chair Al Alvarez Gil Gordian Ann Lucier George Millar Bob Progulske Absent: Hank Kriss (excused) Also Present: Dorri Bosworth, Planner 4. APPROVAL OF MINUTES: March 4, 2014 Regular Meeting MOTION by Mr. Northcott to approve the March 4, 2014 minutes. The word "mute" was corrected to "moot" on the second page. No roll call or voice vote taken. 5. ANNOUNCEMENTS Chairman Graves said Dr. Larry Landsman had donated seven trash grabbers for the Board to use, to which Ms. Bosworth noted we cannot include his business name on Channel 25 or the website due to City policy. Ms. Graves said we can just thank him personally and don't have to list the business name. She said he is awesome and does a lot for them, and we need to acknowledge those who help us. Ms. Graves asked where the grabbers could be stored, and Ms. Bosworth said she will find a way to mark them. Ms. Graves said maybe we can get donations for garbage bags and plastic gloves, etc. Natural Resources Board Meeting April 1, 2014 Page Two 6. PUBLIC INPUT None. 7. OLD BUSINESS Final Earth Day Preparations Ms. Lucier said we are up to 29 vendors, four of which are food vendors. Ms. Graves said her son is a grill master, and since burgers are not covered, he could bring his Weber grill down and do some burgers and then we can get reimbursed for what we are cooking, so that we have more stuff for people to eat. She asked Ms. Bosworth to check into what they need from the City to do that and Ms. Bosworth answered as long as it is listed on the fire department permit that will work, noting however that vendors typically carry their own liability policy. She said she would check into what might be needed for food preparation and sales under health and sanitation rules. She also said she wondered about the money taken in and where it goes to. Ms. Lucier said the vendors will have plenty to offer. Ms. Graves said if we have enough people that is fine and ultimately it was decided that the vendors already committed to the event would be sufficient. Mr. Millar said he went to look into the fire permit but the office was closed so he will go back the following day. Ms. Graves asked whether she had given him an event map, and Ms. Bosworth said she and Jeanette Williams found last year's map, and she could email it to them. Ms. Bosworth said since the City paid it last year, she can request a check from Finance. Ms. Graves said they will want to know the number of vendors and food vendors, that will determine how many fire extinguishers and with the map, the application and the check, we will be good to go. Mr. Millar also said he got approval from the School District about having a new propane school bus at the event to show green trend of the School District. Discussion followed about where they will park. Ms. Bosworth said typically larger equipment parks closer to US 1. It was determined they will have the band shell ahead of time. Ms. Graves asked if we will have trees, they have not heard from Shady Groves, and Ms. Lucier said she had some trees from a new business, Trees 4 Me. Discussion took place on the possibility of a live broadcast by a local radio station. Ms. Lucier reported that they are getting Earth Day coverage from the Sebastian Chamber, and Ms. Graves said Halo is advertising as the flyer she provided is on their website, and it was noted there is an announcement on the School District website. Ms. Graves reported on other websites and radio stations to whom she had sent press releases. She said a lot of them require you to fill out a specific format but if she is allowed, she attaches the flyer. She said any board member can check those sites and if the information is not there, they can send it again, and can provide a list of those locations. Discussion took place on tables and chairs, donations for bird seed, and other materials for bird feeders. Natural Resources Board Meeting April 1, 2014 Page Three Ms. Graves said Hank reminded her and she got an email from the City about working on the oyster beds and she got in touch with a gentleman from Harbor Branch and would help and would forward information to colleagues. She said they would need funding to do this because it is an involved process. She said she had not heard back from anyone yet and at the very least could they get information to put on their table to let people know it will be a future project. Ms. Graves said we could do a sign -up sheet for future volunteers. It was suggested that this might be a good Eagle Scout project, and a couple of local troops could be called to see if there is interest. Ms. Graves said that was a great idea, but we need more information and will follow up to see the best way to move forward. Ms. Lucier asked again how many tables and chairs are needed. Ms. Graves said vendors need to bring their own tables and chairs. It was noted sites are not assigned. It was decided that NRB needs six tables and seven or more chairs. Ms. Graves said Chris McCarthy brings them and the fire extinguishers. Ms. Graves said we are collecting food for the food drive, and asked what we should put it in and who could make a poster. She said maybe we could just put it on a table. Ms. Graves said the recycling is only for Sebastian residents. Mr. Alavarez asked about the location for the food vendors, and Ms. Graves said it is up to them as long as they have electric and what they need they can set up wherever they want to do. Bruce Zingman announced the Relay for Life on May 9th and 10th and in order to have Luminarias they are going to use cans with a glow stick, so they will use the canned goods for relay and then it will go to food pantries. He said May 3rd will be the day of service for shoreline cleanup, and May 10th is the Post Office food drive. Ms. Graves asked if he would find out if the City boat is available on May 3`d, and we can get some donations for gas. She asked him to email her if the post office has a container, and asked who could make a poster. Mr. Gordian said he'd get the kids to make one. 8. NEW BUSINESS - None 9. MEMBER MATTERS Ms. Graves said she was curious as to how much actual City support they have, and what can they look to the secretary and liaison to provide, so they know what is their responsibility and what staff has time for. Ms. Bosworth said although she hates to make excuses, she advised them that both the City Clerk's office and Planning and Zoning staff are both really short handed, and that there is an ad out for a full time environmental specialist like we had in the past so there will be a little bit more staff help for the board. She said currently Jeanette is recording minutes, they may have had more interaction with Ginny and Margie in the past, and apologized for not being able to do a lot of secretarial work or keeping the vendor list up to date, citing again how busy she is in her office. She said the Board has been trying to find where it fits in with the City and they should work with the Environmental Specialist to define themselves a little bit better, that Natural Resources Board Meeting April 1, 2014 Page Four there was a resolution that set them up and wonders if they are being utilized in line with that resolution and their interaction with City Council. Ms. Graves said they grew to depend on Donna Cyr when she was with the City, and wondered was it her actual responsibility or how much was just her interest in their cause. Ms. Bosworth said Donna and Ginny's positions were not filled. She said the Interim City Manager realizes that this is a very tight staff, and they may see positions being filled again. She asked them not to take her lack of being able to assist as her not being interested in what this board does, its just that they've all been very tight and have to figure out day to day what they can get done. Ms. Graves discussed an excel vendor form, and Ms. Bosworth said they had the city computer department try to locate it in Ms. Cyr's files after she left but it could not be located. Ms. Graves said she has the file if someone needs it, and we can use it until after Earth Day and she can go into her email and update who did and didn't come and change any addresses if need be. 10. STAFF MATTERS Update on New Fertilizer Ordinance 0 -14 -02 (0 -14 -02 Legislative Format, List of Supporting Documents) Ms. Bosworth said a new revised fertilizer has been adopted and the list provided to them is documents the City Council use to meet the State requirement for additional scientific evidence it needed to pass more than the model ordinance, and those documents are on file in the Clerks office. Ms. Graves asked what we would need to raise for gas for the boat for cleanups. Mr. Gordian said $30 per boat for the day. Mr. Alavarez said since we are a non - profit, the boat owner could turn in a receipt and consider it a tax write off as a donation. Ms. Bosworth suggested that the people who have gas pumps, like Captain Butchers could donate gas for the island cleanups so there is no cash exchange. She said a letter came from Chairman Graves that unlike other boards, you have legitimate expenses, and if you could come up with an initial estimate of various costs within the next month, the Board could submit a letter to the Budget Committee or Interim City Manager, and we may be able to get you a budget for the next fiscal year. She suggested something for the May meeting. 11. Mission statement: To improve the quality of life in Sebastian by nurturing the beneficial relationship between our citizens and our environment by protecting, preserving and promoting our natural resources. In pursuit of this mission, the natural resources board will provide analysis and advice to the city council on environmental issues with a three - pronged focus on Preservation & Enhancement, Regulatory Programs and Public Assets Management. Preservation and Enhancement guidance will feature: a. efforts for the protection of historic, specimen and protected trees; b. development of initiatives and programs for conservation of sensitive lands and open space, to be pursued both within the city proper and regionally on an intergovernmental basis; c. spearheading public education and awareness events such as the Champion Tree Program, Arbor Day and Earth Day celebrations; and d. a model for monitoring and enhancing the urban forest and protected species within the habitat. Regulatory Programs guidance will feature: a. periodic review of the tree protection and landscape code provisions to formulate recommended amendments; b. proposals for development of additional areas of environmental protection regulations; and c. formulation of policy considerations to be used as guidelines by the Planning and Zoning Commission in considering land development regulations. Public Assets Management guidance will feature: a. proposed planting of trees or landscaping; and b. developing environmental best management practices to be employed by the city. The city council may assign or request additional activities by the board. (Ord.
