Agenda Item Title: Fisherman's Landing Sebastian (FLS) Museum
Recommendation: Move to approve the Memorandum of Understanding between
the City and the Indian River County Historical Society IRCHS).
Background: The Working Waterfront Museum and Exhibit Center has been a
Council goal since the inception of the Waterfront Collaborative.
Now that the Fish Market and Eatery are operational at Crab E
Bills, concerned museum development individuals have held
periodic talks to recommend curator possibilities for the center.
It is the determination of all involved that the Indian River
County Historical Society (IRCHS) is suitably positioned and,
therefore, should be involved to lend their curator expertise to
the project. On 14 April 14, a request for assistance was sent
to the IRCHS. That request was accepted. IRCHS also agreed
to include FLS Museum development in the IRCHS request for
grant funds from the Tourist Development Council (TDC). This
action was endorsed by the Sebastian Chamber. The attached
Memorandum of Understanding is submitted to establish the
parameters of the relationship between the City and IRCHS. To
date, the City has received $15,500 of charitable contributions
for FLS Museum development

MEMORANDUM OF UNDERSTANDING
TO: Indian River County Historical Society
RE: Sebastian Working Waterfront Museum/Exhibit Center
DATE: 01 May 2014
Please reference my 14 April 2014 MEMO to the Indian River County Historical
Society (IRCHS) requesting the Society's assistance in providing curator services
in developing the exhibit center and museum at Fisherman's Landing Sebastian. I
am appreciative of the Society's response of 14 April 2014 that expresses a
willingness to participate in the process of the museum development. It is in that
context that I offer this Memorandum of Understanding:
1. The City of Sebastian will provide funding for curator services to the
IRCHS to develop the Fisherman's Landing Sebastian Museum.
2. The IRCHS will develop the museum as a cultural heritage institution,
will act as the on -site content specialist, and will be responsible for the
interpretation of heritage material.
3. The IRCHS will use `best effort' financial management skills in
utilizing City provided funding to develop the museum. The IRCHS
will use commonly accepted financial, and records management,
practices in accounting for City provided funds.
4. The City will retain ownership of all items purchased with City
provided funds evidenced with a yearly inventory provided to the City.
It is with a deep sense of gratitude that the IRCHS has agreed to participate in the
development of this important historical site. On behalf of the City, please accept
our sincere thanks for your many contributions.

The City of Sebastian requests the assistance of the Indian River County Historical
Society in providing historic components, and oversight expertise, to complete the
Sebastian Working Waterfront Museum project. The City has received charitable
contributions that are to be used for Museum enhancements and I will be pleased
to consider presenting an agreement to the City Council that would apply these
funds to that purpose.
The City of Sebastian acknowledges and greatly appreciates any assistance from
the IRC Historical Society in the furtherance of this important project. We look
forward to a productive relationship in achieving mutual goals.

Re: TDC Grant Application for funding of Exhibits and Demonstrations at the
Stan Mayfield Working Waterfront Project, Sebastian, Florida
Dear Ruth,
The Sebastian River Area Chamber of Commerce is very pleased to support the funding request from the
Indian River Historical Society for the Sebastian Working Waterfront project. This multi phase project is
very important to the tourism partners in the Sebastian River area and to Indian River County. A
number of entities have contributed substantial investments in preserving and restoring the facilities on
the Sebastian waterfront, including Florida Communities Trust, the City of Sebastian and Florida Inland
Navigational District.
The next phase of the project includes creating the exhibits and displays that will tell the story of the
importance of the commercial fishing industry to the development of the Sebastian River area. When
the Exhibit and Display Center is completed within the Working Waterfront facility it will serve as an
outstanding destination for our visitors and tourists to see, learn and enjoy the important heritage of
the commercial fishing community. Since this project is located on the waterfront it will add to the
inventory of places to go and see when our visitors are walking the waterfront or visiting one of our
eating or lodging establishments on Indian River Drive.
We are eager to see this project completed, and very much appreciate the IRC Historical Society's
commitment to help make this project a success. We fully support the TDC request for funding, and
stand ready to help in any way.

HISTORICAL COMPONENTS
Historical interpretations will be displayed in the Multi- Purpose Room and outside
in the the Lagoon Area. A proposed outline is attached.
Ecological and geographical interpretations will be coordinated with the
environmental and geographical agencies and organizations involved in the Indian
River Lagoon and the Florida "working" waterfronts.

Multi- Purpose Room:
• Three benches providing seating and can be arranged for audience participation.
Lagoon Exhibit Area:
• A smokehouse room for community- oriented events
• A tree house viewing deck with stairs at Banyan tree
• A "treasure chest" enclosing water pipes and other utility items
• A "pet" friendly alcove including a water bowl and bench along sidewalk

The City of Sebastian's "working waterfront" project —
A statewide program under the Florida Community Trust introduced and
sponsored by the late Rep. Stan Mayfield
Part 1 of the first phase has been completed!
Tree house
Parking area
Part 2 - restoration of the fish house, docks, plus a public
walkway being undertaken by the City of Sebastian.
Restoration work is slated in the next few months.
Recently, the City of Sebastian has requested the
Society's assistance in creating the historic
components
for this unique historical attraction.
Both the Sebastian River Area Chamber of
Commerce and the Indian River County
Chamber of Commerce have endorsed this
project and our participation.
The Sebastian community has come forward with $15,000 from the Sebastian
Clambake Committee to fund the video /audio equipment for the stage area
while the Sebastian Senior Center has donated $500 for the podium and
microphone setup.
Currently, the Multi- Purpose Exhibit Room overlooking the "working
waterfront" has only temporary displays.
Funding from the TDC will provide the permanent exhibits, displays, maps,
and artifacts to define Sebastian's historical fishing industry and the Indian
River Lagoon
In order to provide the "historic
infrastructure" that showcases and enhances
the historic resources of Indian River County
as
tourist attractions and destination points...
The Society is requesting $20,000 to.....
Reprint "Our Roads Into History" $5.000
This tour guide [only introduced earlier this year] has proven to be very
popular.
It contains many tourist destination points including the "working watfront ".
It is available at both Chambers, in several hotels and restaurants, in our
exhibit centers, and at local businesses.
Recently, the UDT [Seal Museum] specifically ask for this brochure and the
use of the War Year photos and text for their museum.
