SUMMARY
On August 28, 2012, the City received formal notice that the TMDL Grant application
submitted for partially funding the Presidential Streets Project was denied. However,
staff has identified another grant with SJRWMD that may provide between $150,000 -
$200,000 of funding for the project. The current "all -in" estimate is $600,000 with
$460,000 remaining in the budget. This grant would have the potential to reduce that
cost by purchasing the baffle boxes and other drainage improvements.
The only negative side of applying for the grant is another project delay. The grant
application process will be released in December 2012, with grant selection in Spring
2013. Funding for the project would be available in October 2013, delaying the project
for approximately 12 months and having the business /residents in the area deal with
another rainy season.
Should Council decide not to apply for the grant, staff recommends moving forward with
the bid processes and adjust the project scope upon receipt of the bids.
RECOMMENDATION
Staff seeks Council direction and shall move accordingly.

Thank you for submitting the project entitled "Sebastian Presidential Street TMFL
Reduction" for funding consideration from the FY2013 TMDL Water Quality Restoration
Grant. The Department received several project proposals requesting approximately $14
million in funding for the month of July 2012.
Unfortunately, the Department is not able to fund this project at this time. For future
grant consideration, please submit an updated application to the Department. If you
would like to discuss your project's ranking, please feel free to contact me at (850) 245-
