SUMMARY
The City is nearly ready to go to bid on the Presidential Streets Project. After the update
at the last Council meeting, the City and IRC Utilities are still working on the utility
conflict, but with the initial information received, it appears there is no utility conflict (this
is not the official determination).
In the interim, the City and Neel /Schaffer located a FDEP — TDML Water Quality
Restoration Grant that would potentially cover 45% of total project costs (currently the
project has a $460,000 DST Fund allocation). The Presidential Street Project is a good
candidate for this grant, because the project: (1) is at least 60% design complete; (2)
permits have been approved; (3) includes stormwater monitoring to determine load
reduction; (4) funds are used to construct BMPs; and, (5) has a 50% local match.
The only negative in applying for the grant is that construction of the project will need to
be delayed until approval of the grant, which is estimated to be September /October
2012. The grant application deadline is July 1, 2012.

TMDL Water Quality Restoration Grant Application

The Florida DEP is currently request for local grant applications for water quality restoration
projects. Projects eligible for this grant application must have the following:
1. Reduce stormwater pollutants from urban area that discharges into impaired water system
2. The project is at least at the 60% design phase
3. All permits have been approved
4. The project includes storm water monitoring to determine the load reduction
5. The project construction will be completed within three years
6. Local agency to provide a minimum 50% of the total cost, of which 25% are provided by
the local government.
7. The fund are used for construction of BMP, monitoring of reduction, public education
and may only occur after the date of contract
The Presidential Street Improvements Proiect which includes; Cleveland, Martin and
Washington matches all of the above requirements to make it an eligible project for this DEP
funding. This project provide for BMP and drainage improvements to reduce storm water
pollutants into the River. For each of the above requirements, the Presidential Streets project has
the following:
1. Cleveland and Washington will install new nutrient baffle boxes with drainage
improvements to reduce stormwater pollutants into the River
2. The Presidential Street design plans are 100% complete, waiting on IRC utilities.
3. Project is approved and permitted by SJRWMD
4. The construction will be completed by next year 2013
5. The project is currently 100% funded with local funds
6. The fundable improvement costs is around $450,000, so 45% is $202,500 (funding)
Based on the above information, staff and consultant will prepare the required DEP application
for Submittal by July 1, 2012. This will require that the project schedule be pushed out to Sept
or Oct 2012 for the DEP grant approval.
