SUMMARY STATEMENT
Mr. Herman Encke of the Indian River Drive Traffic Watch has proposed a sign to be
installed on Indian River Drive to make the public aware of the fines for speeding there.
The staff has been working with Mr. Encke and have developed a small sign (the size
of the existing speed limit sins with the requested information. A copy is attached.

Chief White has reviewed the proposed sign and has no objections and the Riverfront
Advisory Committee has reviewed the proposal and recommends approval. The cost of
the sign will be paid by the Indian River Drive Traffic Watch.
RECOMMENDED ACTION
Approve the proposed design for the informational sign for traffic fines on Indian River
Drive.

BRINGING 30 MPH SIGNAGE UP TO CODE AND SOME LAW ENFORCEMENT.
FOR 1996 CREDIT IS GIVEN TO SPEEDING FINES SIGNS PROPERLY
POSITIONED. THE REDUCTION IN UNITS EXCEEDING 40 MPH FROM THIS PROJECT IS
SIGNIFICANT.

WE NOW ASK THAT THE WATERFRONT COMMITTEE GIVE THEIR APPROVAL TO OUR
REQUEST FOR A FINES SIGN ON I.R.D.
DRIVE IN THE CLEVELAND ST. AREA.
THE SIZE OF THE SIGN TO COMPLY WITH THE LOCAL CODES.

Dear Herman :
This month, the Indian River County Traffic Engineering Division
conducted another traffic speed survey on Indian River Drive.
As shown below, the results of our January, 1997 survey indicate
that the traffic speeds on Indian River Drive have declined this
year when compared to the previous three years :

Re : SPEED SIGNS
I met recently with Mr . Herman Enck, re garding his request for
speeding fine signs nr. Indian River Dr . within the City Limits .
Mr. Encke has now nr:.,p,, ed a smaller s Lcir., which would be about the
size of the e:".is _nL: '.I) 'MPH s_cns w"_`.'? _he "extension plates" and
with less information on it .
Mr. Encke also adv t.,,e me that he now wants only I sign , to be
located in the area = Fell more & _nd_ =n River Dr . _ He further -
stated that to limit tect:3 of "s:.qn pollution", he would not
be opposed to e: im one 70 MPH sign and cut his prcpcsed sign
1:0 in it' s place .
Given Mr. Encke' s revisions in the si_o and number of signs, I have
re-evaluated my original stand on this issue and as far as I am
concerned, I would nor. be o poed to 1 .; Lngl'e smaller sign in the
area proposed by Mr . ncke .
