Listed below is a speed verification and a traffic count between Oct.22, 199\-34,,,_,._ ~• taken by the
Indian River County Traffic Coordinating Department.
Posted Speed Limit on lindian River Drive is 30 MPH
1993 Total 24 hour traffic count was 2422 units
1994 Total 24 hour traffic count is 1764 units
Based on a survey of residents and business's on Indian River Drive a maximum 35 MPH(a speed of 5 MPH
over the posted)is suggested and acceptable to the watch group to help control the various hazards involved.
1993 vehicles traveling over 35 MPH was 1197 or 49%of total
1994 vehicles traveling over 35 MPH is 982 or 44%of total
This analysis tends to show that some progress has been made from our past efforts.
The Indian River County Traffic Engineering Department's "85th percentile"figure(which is the speed below
which 85%of all traffic travels)is used by the department for posting purposes and shows for....
1993 42.00 MPH as reported in county commissioners letter of Dec.1 1994
1994 40.00 MPH as reported in county commissioners letter of Dec. 1, 1994
This percentile figure also shows an improvement in 1994 over 1993.
The 40.00 MPH percentile figure for 1994,while an improvement over 1993 is still not an acceptable figure
by the watch group.
There appears to be no answer to why the traffic count of 1764 units for 1994 is so much lower than the count
of 2422 for 1993.

Subject: Speed Study on Indian River Drive
Dear Mr. Encke:
In response to your request Traffic Engineering Staff has
performed a speed study at the above referenced location
Y in
accordance with our agreement to monitor speed conditions on
Indian River Drive.
Presently Indian River Drive is posted 30mph from North US#1
to South US#1 . The results one year after the initial speed study
at the 13400 Block _show a small decrease in the P
average speed of
all vehicles from 36mph in 1993 to 34mph in 1994 . The 85th
percentile speed, the speed that determines the correct posting
speed, went from 42mph in 1993 to 40mph in 1994 . In order to
determine the speed limit on any roadway segment, we use these
factors and others outlined in the Manual on Uniform Traffic
Control Devices .
Attached is the speed monitoring report that includes all data you
requested. This data is not to be fragmented. All factors are
based on the data in its entirety.

Re: December 2, 1993 meeting with Traffic Engineering Division of Public
Works Dept./Indian River County.
Three (3) way stop signs were further discussed and rejected as outlined in
letter dated November 5, 1993 from County Traffic Engineer Robert Zaitooni,
Board of Commissioners.
A traffic speed study was made by the Indian River County Traffic Engineering
Division with the following results:

Information from Sgt. Ewert indicate that tickets most generally will be given
at 35 mph or over but will be at the discretion of the acting officer. (in a 30
mph zone) "Kim" the dispatcher at the I.R.C. Sheriff's Department stated that
tickets can be given at 33 mph but again will be at the enforcement officers dis-
cretion.
In the face of this information, those exceeding 35 mph, thus disobeying the
speed limit, totals 1197 out of 2422 vehicles using Indian River Drive over a
24 hour period on Friday October 22, 1993. The remainder, 1225 vehicles, observed
the speed limit.
