Requirements: Proper notice must be given prior to starting any phase of work and for all inspections.
IRC Utility Department(Water and Sewer)
Call SBS Inspector(Mark 633-7056) who calls IRC Utility Inspector(Mike Delaney 532-7477. Joe Loudermilk 532-
7478, or Ron Lefebure 532-7476) for utility inspections. Both representatives must be present at all inspections and
for the lift station (public or private)start up. As-built plans must be approved by the IRC Utility Inspector prior
to testing of any utilities.
COS Engineering Department(Grading, Paving.&Drainage)
Call SBS Inspector(Mark Piper at 772-633-7056),who will call the COS Engineering Dept for inspections. Subgrade
must be string lined, test rolled, and approved by SBS Inspector and City before installing rock. Rock must be
string lined by SBS Inspector and City, test rolled and approved before asphalt can be installed. Call 5135
Inspector prior to installing asphalt. Concrete sidewalk and concrete driveway forms must be approved prior to pouring
of the concrete. Drainage items must be inspected by the SBS Inspector and City prior to back filling. Inlet tops must
be pulled prior to back filling. Satisfactory test results are required (FBV, LBR. Densities, as applicable per plans and
specs)prior to providing certification.
FDOT Call SBS Inspector, SBS Inspector(Mark 633-7056)will call the FDOT Inspector(VMS—Tom Cummings
(772)528-1437)before any work in done in the FDOT Right of Way.Concrete sidewalk and concrete driveway forms
must be approved prior to pouring of the concrete.
Plans, specifications, permits, and inspection requirements must be adhered to in order to properly complete this
project.Proper notice must be given prior to starting any phase of work and for all inspections.
1. Developer/Contractor is responsible to get the approved plans for construction.
2. Video of property line must be completed prior to start of any construction. Send copy to this
office.Check LDP for requirement.
3. Pollution control devices must be installed immediately & maintained during the duration of
construction of the project.
4. No off site pumping of water is allowed by hydraulic pump.
5. Burying of mulch is not allowed.
6. Contractor must provide concrete wash down facilities in accordance with FDEP regulations.
7. Compaction requirements must be adhered to per the plans&specs.Testing lab to send all test
reports directly to this office. Test results must be in SBS office prior to inspections.
(Example-Successful compaction results and FBV or LBR for subgrade must be
submitted directly to SBS prior to installing rock.)
8. Developer/Contractor must provide as built survey of all completed construction.
SBS is required by permit to make a final punch list. This punch list will only be made if the above inspections are
made. To complete the project the Engineer of Record must certify the project as being complete and constructed
according to plans ands specs.This can not be done and will not be done without the proper inspection being made. For
City inspections, the three strike rule is if the City finds over three items that need correcting, the city will end their
inspection and tell the Engineer to make another inspection, make another punch list, and have the contractor correct
the items on the new punch list. On the third inspection by the City, the City will charge the Developer for that
inspection and all additional inspections. If you fail to call SBS & the City for an inspection, SBS can not and
will not certify the project as being complete per the County Specifications.
This notice is not all inclusive. You are responsible for all permit conditions and all required documentation
prior to obtaining site release or subdivision Certificate of Completion.

SECTION 01201
PRE-CONSTRUCTION CONFERENCE
PART 1 -- GENERAL
1. REQUIREMENTS INCLUDED
A. Engineer shall schedule and administer the preconstruction conference and
shall perform the following duties:
1. Prepare agenda for meeting.
2. Give notice of meeting three days in advance of meeting date.
3. Make physical arrangements for meeting.
4. Preside at meeting.
5. Record the minutes, which shall include all significant proceedings and
decisions.
6. Reproduce and distribute copies of minutes within fifteen (15) working days
after meeting. Minutes shall be distributed to all participants in the meeting
and to all parties affected by decisions made at the meeting.
2. RELATED REQUIREMENTS
A. Section 01000: Summary of Work.
B. Section 01311: Construction Schedule.
C. Section 01340: Shop Drawings, Product Data and Samples.
D. Section 01720: Project Record Documents.
3. PRECONSTRUCTION CONFERENCE
A. Engineer will schedule meeting with Contractor, Owner and other affected
parties.
B. Location of the preconstruction meeting: The project site or a nearby office to
be selected by Owner/Engineer.
C. Attendance:
1. Owner/Owner's representative.
2. Engineer/Engineer's representative and his professional consultant(s).
3. Contractor/Contractor's superintendent.
4. Local utilities representatives.
5. Local government agencies representative.
