HomeMy WebLinkAboutMinutes & Deeds Synopsis MINUTES AND DEED INFORMATION REGARDING "CITY PARK"AND PROPERTY NORTH AND EAST OF CITY PARK 1925 Various property owners dedicated right-of-way to be used as city streets—some are in the area of the intersection of Main and Dixie and Riverside Drive 1930 Aerial view from Miami Herald shows park area and Dixie Highway(later to become US 1 which ended at Main Street—and to go north would require a left turn onto Main Street—then right onto Central Avenue. The aerial shows Dixie(now US 1), Main Street at its current width, and Riverside Drive (now Indian River Drive)already in place. Council will buy candy and also stand part of the expense of new lights if they could be obtained January 17, 1950 Women's Club of Sebastian asked City's cooperation in restoring shuffleboard courts in City Park; City to pay for material to build two new courts and repair the two old ones February 21, 1950 Motion seconded that Tom Waters be allowed to cut down six trees at edge of City Park that obstruct view of his gas station January 30, 1951 Special meeting Council decided on light fixtures, new wiring and switches for City Hall; ordered Clerk to get bids, low bidder to start work at once David Titus to finish carpentry work and any other work needed Received bids on plastering from David Titus at$1.75 per hour and Mr. Farr at$2.25 per hour 3 March 12, 1951 Instructed Clerk to get bids on caulking and painting outside east and rear sides of City Hall, with work going to low bidder April 9, 1951 Awarded contract for caulking and painting exterior of City Hall to Algot Engstrom as low bidder Inspected bids for work on interior wall of City Hall; Council instructed City Attorney to draw up resolution designating said land as a City Park April 27, 1953 Councilman Sembler said he needed two rubbish cans to hold rubbish left by people having lunch in the City Park January 25, 1954 Requested Mrs. Chesser to get price on wiring City Park; authorized Clerk to buy rough service bulbs March 22, 1954 Authorized Mr. Sweatt to get bids on what is needed to fix lights in City Park April 12, 1954 Councilman Chesser reported that Old Dixie would be resurfaced at same time as Roseland Rd.; also reported that convicts cleaned up City Park and that pipe in City Park was broken; Mrs. Chesser to take care of repair of same June 14, 1954 Instructed Road Committee to find out from Mr. Owens what was to be done with surplus earth from grading alley in rear of City Hall and also the price of opening alley on north side of First St. in rear of Mr. Turlington's station; Committee said excess could be used to fill low spots on north side of First St. Approved Mrs. Chesser's request to purchase 4-unit swing for City Park 4 July 26, 1954 Mrs. Chesser advised City Park needed three more drums for trash, and Mr. Snowden said it needed another table as well; Mr. Snowden and Mr. DeVane each donated a large drum Mrs. Chesser suggested a grill for Park; Mr. Snowden said he would fabricate steel grill if City furnished material October 11, 1954 Signs in place for City Dump, Park, and business section Mrs. Chesser said Boy Scouts were raising and lowering flag in City Park each day and would receive credit for their services October 25, 1954 Mrs. Chesser advised that P.T.A.would be holding party in City Park and that R.J. Instructed Clerk to arrange meeting with Commissioner Graves to discuss valuation of present City Hall Tabled question of building type for new City until later date August 13, 1956 Gave Mrs. Chesser permission to have two tables built for City Park September 13, 1956 Special meeting Withdrew offer to sell City Hall and lot for$10,000 October 16, 1956 Special meeting Instructed Clerk to notify each citizen of October 22 meeting at City Hall regarding location for new City Hall and Fire Station October 22, 1956 Special meeting Meeting, with fifty-one Freeholders present, on Council's authority on new City Hall location Mayor Taylor took standing vote to decide whether City Council should have authority to decide location of new City Hall and Fire Station; forty-five Freeholders were in favor of City Council having authority, and six not in favor November 12, 1956 Mayor Taylor read letter from County Commissioners, who agreed to pay City$10,000 for road right-of- way through City properties; instructed Clerk to have Attorney draw up resolution that right-of-way would be let on City Park, City Hall and lot No. 7 for$10,000 5 President Sembler appointed himself, Councilmen Ellingsen and Chesser as building committee for new City Hall and Fire Station November 26, 1956 Special meeting Council agreed to build new City Hall and Fire Station on Northwest corner of City Park Council hired Don Aulich, who was invited by Council to attend meeting, to draw up plans for both buildings at cost of$100-$120 December 11, 1956 Special meeting Discussed plans for new City Hall and Fire Dept. November 25, 1958 Tom and Ruth Waters deeded property to City of Sebastian in vicinity of"City Park"—believe it was on the north side of Main Street at the intersection with US 1 —no reverter November 9, 1959 Agreed to purchase 200 large and 100 small stocking for annual Christmas party in City Park May 5, 1965 A tract of submerged land in the Indian River in section 6, twp 31 south, range 39 east, described as followed: Internal improvement fund of the State of Florida/City of Sebastian May 8, 1972 Released $350 of Park and Recreation Funds for grill and benches in City Park April 9, 1973 Mr. Flood announced he expected Lions Club to help install posts at Swim Lake and City Park July 8, 1974 Vice Mayor Yates commented on open house of remodeled City Hall; Council agreed with Walter Phelan's recommendation to name park area adjacent to City Hall and the public park area extending along the Indian River after Colonel A.T. Jordan Park; asked City Attorney to draw up resolution for action later in meeting Accepted resolution naming the City Park area "The Colonel A.T. Jordan Park" February 14, 1978 Warranty deed to Sebastian River Area Chamber of Commerce for property on tract on north side of Main Street where the old Chamber Building was later built by the Chamber of Commerce—that deed had a reverter back to the City in the event it was no longer used as a Chamber building—Chamber moved across the street to the old City Hall in City Park in 1997 with the Historical Society—the Historical Society moved to the old 1927 Schoolhouse on Main Street in 2005 and in 2005 when the current lease was approved with the Chamber of Commerce for the old City Hall building the reverter for the property on the north side of Main went into effect and the property returned to the City of Sebastian—that old Chamber building was torn down a couple of years ago June 2, 1980 Boone/Cobb deed to City—north side of Main Street— 1 foot of bottomland January 12, 1981 Councilman Oberbeck reported he was in the process of replacing the deteriorated swings at Candy Cane City(first mention of Candy Cane City— not park) January 26, 1981 Councilman Gass announced the new swings are in place at Candy Cane City, and two light poles should be installed at the ball field 6 April 21, 1982 Passed motion to authorize the Exchange Club to paint the facilities in Candy Cane Park 1983 City Hall moved out of the City Park site to the old 1927 Schoolhouse on Main Street and remained there until 2004—the City Park City Hall became the North County library, then a Teen Center, then the City Utility office, then the Historical Society Museum/Chamber of Commerce lease and now the Chamber of Commerce lease March 18, 1988 Boone/Cobb deed to City— north side of Main Street—this was to become the boat trailer parking lot we use today—we call it the Boone parking lot Going forward there are a series of deeds between Bettina Boudrot and the City of Sebastian for the property east of Indian River Drive to the northeast of City Park 7
