CIVIL & STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING ' To: City of Sebastian February 20, 2007 Attn: Al Minner, City Manager 1225 Main Street Sebastian, Florida 32958 ' Re: Request for Qualifications Engineering and Professional Services for: ' City of Sebastian Indian River Drive /Main Street Improvement Project Ladies and Gentleman, II' Schulke, Bittle & Stoddard is pleased to submit the following letter of interest and the attached information and qualifications in response to Request for Qualifications "RFQ" for: City of Sebastian Indian River Drive /Main Street Improvement Project Schulke, Bittle & Stoddard, L.L.C. has provided competent, reliable and professional Civil Engineering Services ' since its inception in September of 2000, and its Principals and staff have many additional years of experience in the field of Civil Engineering, Land development, Structural Engineering, Coastal /Marine Engineering and Stormwater /Utility systems design in Indian River County, and its municipalities including the City of Sebastian. ' Schulke, Bittle & Stoddard, LLC has developed its experience and qualifications through both the public and private sectors: public work includes past /present Continuing Services Contracts with the City of Sebastian Public Works Department and I.R.0 Department of Utility Services. Private work includes numerous commercial and ' residential development projects, many within the City of Sebastian. This vast and diverse experience has required an extensive knowledge of several civil engineering disciplines, including surveying, land planning /site plans, stormwater, utilities, traffic, pavement, roads /highways, coastal /marine, structural design, permitting and contract administration. ' The Schulke, Bittle & Stoddard, LLC design team has a special interest in this project. Four (4) out of five (5) of the key consultants for this project have principals who either work or are residents in the City of ' Sebastian. Therefore, the goals that the City has established for this project have an added importance and interest to the design team. We are local consultants and local residents, which provides our team with a unique perspective for this project. Therefore, we can provide the city the benefit of our understanding of local issues, opinions and affairs. In addition, many of the design team have experienced the actual facilities proposed to be ' improved (boat ramp, Indian River Drive). It makes sense that the people involved in this project should be those who have an understanding and appreciation of the City's assets, its mission, and its goals, which ultimately, is to enhance the quality of life of its residents. Through our initial investigation of this project, including interviews with key city staff and community leaders, Schulke, Bittle & Stoddard, L.L.C. realized the importance of this project as the cornerstone of the Downtown District and CRA. Great importance is cast on not only designing facilities that work well, but creating an area with ' a true sense of place, with an ambiance that reflects the City's character, and a plan that is consistent with the City's stated goals defined in the CRA plan, codes, and the wishes of the public. Therefore, Schulke, Bittle & Stoddard, L.L.C. has had Land Design South join our team as a key consultant for this project, offering services in Landscape Architecture and Transportation Engineering. Established in 1985, Land Design South ' has served both the public and private sector in the State of Florida and contributes years of successful design solutions stemmed from the ability to develop creative ideas that work. They have completed many successful redevelopment projects that preserved and utilized several of the community's valuable character assets and ' natural features. Land Design South's proven record will make them a significant ingredient in this project with careful integration of components to ensure that the ambiance of the Main Street /Indian River project reflects the community's vision and creates a sense of place. ' With this experience and local knowledge, Schulke, Bittle & Stoddard, L.L.C. and its team of consultants have the ability and proficiency to perform and complete the tasks outlined in the "Request for Qualification" including: ' 1717 INDIAN RIVER BLVD., SUITE 201, VERO BEACH, FLORIDA 32960 TEL 772 / 770 -9622 FAx 772 / 770 -9496 EMAIL info @sbsengineers.com ' SITE DEVELOPMENT DESIGN /PERMITTING: Site planning, environmental resource permitting, site development construction plans and specifications for site improvements (land planning, clearing, ' earthwork, grading, paving, stormwater, landscaping, underground utility / piping renovations, etc.) required for site development and site renovations of residential and commercial developments. This has been accomplished with a coordinated effort with our in -house environmental consultant, Bio -Tech Consulting, Inc., and our in -house surveyors, ' Houston, Schulke, Bittle & Stoddard, L.L.C. Our local experience sets us apart from our competitors. Our local experience with numerous land ' development projects has enabled us to develop a positive working relationship and earn the respect of the staff at the City of Sebastian, Indian River County, FDOT, SJRWMD, and other permitting agencies. These relationships will prove invaluable during the implementation of the type of project proposed, which typically requires approval by many departments and agencies. The current close and frequent liaison Schulke, Bittle & Stoddard has with the staff of the City of Sebastian and Indian River County, and other government agencies will result in a measurable difference in frequency of review time, agency response, project turn - around, and ultimately, issuance of permits and commencement of construction. In summary, we believe our familiarity with current land development regulations, civil engineering experience, relationships with departmental and agency staff, appreciation and understanding of the design and approval process, and our principal philosophy that projects should be completed on time and within budget would ' make Schulke, Bittle & Stoddard, L.L.C. a clear choice and benefit to the City of Sebastian for the Indian River Drive /Main Street Improvement Project. Our services offered in Land Planning and Landscape Architecture have served both public and private clients in the State of Florida. Land Design South has seen numerous changes in population growth, and its effect upon land use and management. In the 1980's, the growth of Florida was seemingly endless. Lines were drawn, estab- lishing the limits of growth in the agricultural regions to the west Now, as the population soars, those boundaries are less established. Land is at a premium and less available. The real challenge of planning now becomes meshing the laws dictating the limits of growth with the available land. There are many complex, shared challenges of livability and sustainability. Projects are now consid- ered as part of the entire built landscape of the region. Each development directly impacts both the economic resources as well as the environmental resources of the area. These challenges demand experienced land planners that can combine the expertise of science, design, art and environment. This is the hallmark of Land Design South. Our working knowledge of the approval system, the communities and the laws which govern them drive our integrated fusion strategy for land use approvals. Our staff consists of 40 plus employees, including Landscape Architects, Planners, Designers, ACAD draftsmen, and administrative staff. Our team of professionals is highly capable of managing a wide variety of project complexities by using client teams to solve issues and to consider valuable new possibilities with every project. 2101 Centrepark West Drive, Suite 100 1100 St. Lucie West Blvd., Suffe 202 West Palm Beach, Florida 33409 Port St. Lucie, Florida 34986 www.landdesignsouth.com Ph: 561.478.8501 1 Fax: 561.478.5012 Ph: 772.871.7778 1 Fax: 772.871.9992 e -mail: general @landdesignsouth.com LCC000206 Urban Design Planning Flagler Drive Linear Park and Waterfront Activity Nodes, WPB Portfolio of Projects Atlantic Grove, Delray Beach Courtyards of Lake Worth at College Park One Ocean Drive, Deerfield Beach Bryant Park, Lake Worth Flagler Drive Linear Park and Waterfront Activity Nodes, West Palm Beach Belle Isle, Broward County Courtyards of Delray, Delray Beach Wilton Drive Streetscape, City of Wilton LAND DESIGN SOUTH rban Design Planning is an essential service provided to our clients with expertise at Land Design South. These elements may include social, regional, historical and the built environment. In order to develop a design that meets the needs of the entire community, Land Design South carefully analyzes all potential resources to ensure the preservation of natural systems and integration of public and private living environments. As cities continue to be reborn and revi- talized, Land Design South remains at the fore- front of this progress. Urban areas possess a great amount of culture, identity and energy. The scale of work varies greatly. CIVIL S STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING 1717 Indian River Blvd., Suite 201 Vero Beach, FL 32960 772 - 770 -9622 Past Performance History_ with City of Sebastian Schulke, Bittle & Stoddard, L.L.C. has been in business for slightly more than six (6) years. During this time, we have amassed an impressive resume of projects that have expanded our expertise in the field of civil engineering design, permitting, construction management, as well as other discliplines. Currently, Schulke, Bittle & Stoddard, L.L.C. is under contract with City of Sebastian for Continuing Services. Consultant work for the City of Sebastian includes: Design, permitting, and contract administration of Veteran's Memorial Park Lift Station Preliminary work on Barber Street re- alignment Schulke, Bittle & Stoddard, LLC has executed these projects in a timely, cost effective and aggressive manner in which a tight schedule was required for completion of services. In particular, Schulke, Bittle & Stoddard was asked on one (1) days notice to design and permit the Veteran's Memorial Splash Pool /Lift Station sewer connection within three (3) weeks time. SBS accomplished this goal because of its commitment to unmatched service, its efficient and competent staff, and equally as important, because of the personal ties of its principals to the City, its staff and its experience and relationships with local and state agency personnel. The same ties and experience of our local consultant team members, which included HSBS, Bio -Tech Consulting, and KSM Engineering, enabled them to also meet the challenge head -on and achieve the City's objectives. Schulke, Bittle & Stoddard, L.L.C. has been directly responsible for numerous private projects within the City of Sebastian, both residential and commercial, which entail all aspects of civil engineering, including; civil, design, traffic engineering, landscaping, permitting and construction management, all of which were completed without construction issues or delays. Section 5: Size and Organization Structure / Project Time Frame Control 1 SCHULKE, BITTLE & STODDARD, L.L.C. i, CIVIL 6 STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING 1717 Indian River Blvd., Suite 201 Vero Beach, FL 32960 772 - 770 -9622 Size and Organization Structure /Project Time Frame Control Schulke, Bittle & Stoddard, L.L.C. has realized substantial success working with the private enterprises that drive private development projects. Ultimately, success in a business arena with numerous competitors, demanding developers, real estate attorneys, mortgage companies, and building contractors is defined by a Civil Engineer's ability to meet demanding project schedule time frames and significant budget constraints. It is in this business arena that we have succeeded, and it is this experience and knowledge that Schulke, Bittle & Stoddard, L.L.C. will bring to any project it has the opportunity to work on. At Schulke, Bittle & Stoddard, L.L.C. project schedule time frames and cost control is not just an idea, it is inherent in our work and the foundation of our business philosophy. Our understanding of the project design time line is as follows: Engineer Professional Service Contract Award No later than March 28, 2007 Design Time w/ Public Workshops July /August 2007 Project Bidding September 2007 Project Construction October 2007 Project Completion April /May 2008 Our staff and consultant team members have reviewed this schedule and can commit the resources to ensure this project is completed within the city's anticipated timeframe. Schulke, Bittle & Stoddard, L.L.C. has established professional working relationships with consultants who hold the same high standards in providing services that exceed clients' expectations. The majority of the designated consultants of this project are located under one roof (SBS, HSBS, Bio -Tech) and principals from four out of the five key consultants live and /or work in the city of Sebastian. Our local presence and experience, as well as our knowledge of local regulations and permitting requirements enable our design team to commence work immediately, communicate effectively, meet and address any unexpected circumstances, and ensure timely responses to design, permitting or construction issues. This ability will promote a positive working environment in every aspect of the project's development. In summary, our principal philosophy that projects should be completed on time and within budget would make Schulke, Bittle & Stoddard, L.L.C. a clear choice and benefit to City of Sebastian for the Indian River Drive /Main Street Improvement Project. The following chart shows our size and organization structure for all firms participating in this project. Also included is a table listing several of our most recent projects, and the client's scheduled time frame vs. the actual completed time frame, and the construction value of each project. rrr F* m V `j NINON '^ N O - a cm L O N O U C O O U V m fn c a u N m -O a `o O E d c a H E J W cw N d pd n O 5 ry F to n °6 > m ~J m LL F i mQ:o n Y so n J y n _ O U y t ° y' U n c C + U c 6 x d 1- C i WQQ m O t w° U F i y F m 0 0 m m o oc m LL T LL K K Q' N m s K LL. CIVIL 6 STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING 1717 Indian River Blvd., Suite 201 Vero Beach, FL 32960 111 Understandin g t3' of City of Sebastian Indian ' River Dr. /Main St. Improvement Project Ideas & Conceptual Plan The professionals at Schulke, Bittle & Stoddard have read the "Request for Qualifications ", ' examined the existing conceptual plan, reviewed the City's 2003 CRA document, met with key community leaders and met with the City Manager and several City Department Directors, with permission of the City Manager, Al Minner. With this research, Schulke, Bittle & Stoddard, LLC has gathered a wealth of information and insight as to the goals and objectives of this project. The ' Main Street /Indian River Drive Improvement Project is identified in the CRA as an area in need of revitalization and improved safety elements. Further, all those interviewed indicated, and our design team agreed, that this project is the center of the "Downtown" area and "Riverfront District ". Therefore, it must be redeveloped in a manner that is first, functional, and second, a ' place in the city offering an ambiance and feel that will be uniquely Sebastian, a source of public pride, defining our fishing village heritage, and embracing and encouraging the use of its many assets; in particular, the Indian River Lagoon. We understand that these are needs that must be ' met by the City of Sebastian for the residents of the community. We must create a sense of place and provide an environment in which to enjoy the natural beauty and historical elements of the city's surroundings. ' The City's primary goals were to: 1) Improve usability and safety of the Main Street Boat Ramp 2) Improve ambiance of Main Street /Indian River Drive ' 3) Create a "Sense of Place" for central downtown 4) Protect and enhance the "View of the River" 5) Improve traffic and pedestrian circulation and safety ' In an attempt to understand the City of Sebastian's ideas and conceptual plan for the Indian River Drive /Main Street Improvement Project, Schulke, Bittle & Stoddard, L.L.C., together with it's lead consultants including Land Design South and Bio -Tech, performed the following activities which ' ultimately culminated in the preparation of a new conceptual plan that we feel embraces the City's ideas, plans and needs. I. Interviews A. Interviewed key City employees 1. Al Minner, City Manager 2. Rebecca Grohall, AICP, Growth Management Director 3. Margie Reynolds, City Environmental Planner 4. David Fisher, P.E., City Engineer B. Interviewed other key community leaders and adjacent business owners 1. Beth Mitchell, Executive Director, Chamber of Commerce 2. Lisanne Monier, past city council member and adjacent business owner 3. Ruth Sullivan, past city council member and adjacent business owner II. Review of City Plans /Code Documentation A. Reviewed the City of Sebastian Community Redevelopment Master Plan ( "CRA" Dec 2003) B. Reviewed the current lease between the City of Sebastian and the Sebastian River Area Chamber of Commerce — this document is important because the Chamber Building sits on the project site and any evaluation of this project must include the needs and requirements of this lease. C. Reviewed the applicable zoning / land development regulations for this site: The site is located within the "Commercial Riverfront" and "Commercial Waterfront Residential" zoning districts, which are in the Riverfront Overlay District. The "Old Fishing Village" theme is important to the city, and the design requirements and criteria are clearly written to assure conformance with the City's Old Florida Fishing Village Theme. III. Site Visit A. SBS and Land Design South visited the site to generally view the current conditions, ascertain the existing functional problems with the boat ramp, document via photographs, confirm locations of specimen trees, structures, and confirm the type, location and use of other existing facilities. B. Bio -Tech Consulting visited the site to ascertain the shoreline conditions, upland /wetland limits, and significant vegetative communities (i.e. mangrove shoreline) IV. Reviewed the RFQ A. Reviewed the requested services B. Reviewed the Exhibit `A' conceptual plan V. Prepared a revised conceptual plan Based on a cursory evaluation of the above documents, interviews, and field conditions, SBS and Land Design South prepared an alternative conceptual plan incorporating our understanding of the City's redevelopment ideas and goals. Our alternative conceptual plan, outline evaluation of our plan and the City's plan (exhibit A) included in the RFQ, are enclosed in Section seven (7) of the document. CIVIL & STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING 1717 Indian River Blvd., Suite 201 Vero Beach, FL 32960 772 - 770 -9622 PROJECT APPROACH Schulke, Bittle & Stoddard, L.L.C. recognizes the importance of this project to the ' adjacent property owners and business owners, the Chamber of Commerce and its business members, and most importantly, to the residents of the city. Therefore, a significant commitment to public participation is anticipated. Schulke, Bittle & Stoddard, L.L.C. and its design team of consultants understand that we must communicate with the end user — the residents and adjacent business owners, and incorporate the ideas of these people who will live, work or play in or near the project. This is very important because this project will be ' seen by all as the center of the downtown, and the beginning of what will be a catalyst for the redevelopment of the downtown /riverfront district. Schulke, ' Bittle & Stoddard, L.L.C. believes in a solid understanding of existing conditions, and laws governing land use and development parameters. We will spend a great deal of time gathering the information which will lead to recommendations and ' decisions, including environmental conditions, the history and culture of the site, and the ideas and needs of the end users of the site. ' The success to this approach is built upon our team approach to design development. Staff includes planners, landscape architects, civil engineers, transportation engineers, biologists, surveyors, geotechnical engineers, and ' technical specialists. Skilled staff from each of these disciplines are committed to working with city staff, local and state agency staff, and the residents towards a common goal; to design and construct a successful and functional facility that ' will serve the public, and will create a sense of place and ambiance that is unique to Sebastian's past, present and future. L Nair Section 9: Cost Control Performance SCHULKE, BITTLE & STODDARD, L.L.C. CIVIL 3 STRUCTURAL ENGINEERING • LAND PLANNING • ENVIRONMENTAL PERMITTING 1717 Indian River Blvd., Suite 201 Vero Beach, FL 32960 772 - 770 -9622 Cost Control Performance Schulke, Bittle & Stoddard, L.L.C. controls design fee costs by ensuring the appropriate research and information gathering is completed prior to commencement of any services. We stress the importance of becoming very familiar with a project prior to entering into a contract. This will "flush out' most potential changes to the Scope of Services. Our approach is outlined as follows: 1. Define Requirements / Scope of Services / Responsibilities: - Define City of Sebastian requirements. - Research information available for the site or route for the proposed project improvements. - Gather existing data, including aerials, zoning maps, right -of -way maps, as- builts, etc. Meet with City of Sebastian staff to further define any potential issues. - Define our responsibilities and City of Sebastian responsibilities. - Establish a detailed Scope of Services. - Submit for City of Sebastian approval. 2. Contract Negotiation: - Incorporate and clearly define the requirements, services and responsibilities within the document. - Define an agreeable fee arrangement. 3. Performance: - Designate the Design Team, & clearly designate areas of responsibility for each team member. - Review task budgets with each member. - Review project status, production time and actual productivity vs. expected productivity. Schulke, Bittle & Stoddard, L.L.C. controls construction costs by incorporating the following quality control measures: 1. Design: - Ensure adequate attention is given to public needs, thoughts and ideas. - Meet and discuss the concepts early in the design with public and private agencies. - Ensure all existing data is incorporated in the design plans. - Check adequacy and completeness of the Consultants work. The design, in most instances, is only as good as the survey data and Geotechnical data provided. - Quality check all work during various stages of the design, and encourage the City of Sebastian engineer assigned to this project to further critique the plans. There is no room for pride at the expense of the Public. 2. Realistic Construction Budget: - Prepare an accurate construction cost estimate. Use recent site development pricing from similar projects recently bid. - During the preliminary design stage, the research information gathered will be utilized to its full advantage, allowing us to define a very accurate understanding of the construction proposed, and potentially avoid any issues that may otherwise be overlooked until final design is completed. Consequently, an accurate preliminary cost estimate is prepared that will set a realistic expectation of the construction cost. 3. Design Specifications: - Specify proven components and procedures with a track record of cost effectiveness and reliability. - Consider alternative acceptable methods of construction and request alternate bid items within the contract documents. This may realize significant savings for specialty type items.
