2009 ELECTION RESULTS
On November 3, 2009 Sebastian voters re- elected Council
incumbents Andrea Coy and Eugene Wolff and elected
newcomer Don Wright to the City Council for two year terms
to November 2011.
Ms. Coy, Mr. Wolff and Mr. Wright were sworn in at a Special
Meeting on Monday, November 9, 2009 and following the
seating of the new Council, Richard H. Gillmor was elected
Mayor and Jim Hill was elected Vice Mayor. The offices of
Mayor and Vice Mayor are in place for one year to the next
election in November 2010.
In addition to election of three new Council members, City
voters also approved the Economic Development ad valorem
tax exemption.
City Council will begin work on the tax exemption program
by development and adoption of an ordinance to put the
program into effect. The exemption is designed to provide a
benefit to new businesses and expanding existing businesses
which will create a set number of new jobs for the area.
LANDSCAPE IRRIGATION
IMPORTANT NOTICE
St, Johns River Water Management District recently issued a
notice to limit landscape watering to one day per week. The
schedule is as follows:
• Saturday at addresses that end in an odd number or have no
address
• Sunday at addresses that end in an even number
• Tuesday for non - residential landscape irrigation
• No irrigation allowed between 10:00 a.m. and 4:00 p.m.
When daylight savings time returns on March 14, 2010, landscape
irrigation will return to the two -day — a -week schedule.
SEBASTIAN CITY HALL CLOSURES
As we continue to reduce operational costs during this staggering
economy, City employees will be taking one furlough day per
month. Therefore, in addition to the City's regularly scheduled
holiday schedule, Sebastian City Hall will be closed on the
following days. The Sebastian Police Department and Golf Course
will remain open and employees will rotate their time off.

SEBASTIAN CITIZENS POLICE
ACADEMY
The Citizens Police Academy is a twelve (12) week program
designed to provide a familiarity and background of the Sebastian
Police Department. This program is intended to develop a
harmonious relationship between members of the community
and law enforcement while at the same time opening a mutually
supportive avenue for communication. It is an opportunity
for citizens to learn more about their local law enforcement,
ask questions, and gain insight into the inner workings of the
Sebastian Police Department.

April 01, 2010. Class
4 sessions are scheduled
to begin promptly at 6:30
each Thursday evening
and will be two to three
hours in duration depending on course topic. We are only able

The City of Sebastian has recently experienced an increased
number of car burglaries to unsecured vehicles. Please help
us help you, by remembering to always secure valuables left in
your vehicle out of sight, even at your home.
Cell phones, cameras, purses, wallets and even loose change,
anything that would attract a thief should be taken with you or
placed out of sight or secured as you leave your vehicle.
And remember, always secure your vehicles and residence
when not occuping them. Together, we can reduce crime.

PUBLIC WORKS PROJECT UPDATE:
NEW DOG PARK IS OPEN
The City recently opened a new off leash Dog Park, located at
245 Keen Terrace, Sebastian. The dog park consists of a total
of 7.5 aces. 2.5 acres is fenced in. There is an area for small
dogs and an area for larger dogs. Amennities at the Park include:
benches, covered picnic tables, water fountain and dog waste
dispensers with bags. The dog park is enjoyed by many local
residents and visitors from 7:00 a.m. until dusk.
IMPROVEMENTS COMPLETED AT SCHUMANN
TENNIS PARK.
Schumann Park Improvements are complete. The City has
installed two new lighted basketball courts and resurfaced six
existing tennis courts, painted with "US Open" blue, at the
request of the Tennis Club. Future plans call for a covered pavilion
area for players and restroom improvements. Schumann Tennis
Park is located at 1096 Schumann Drive. Stop by and play on the
new basketball courts and resurfaced tennis courts. Schuman
Park is open from daylight until 10:00 p.m.
AIRPORT REPORT
LoPresti Aviation will hold its monthly "1st Saturday" event on
December 5, 2009 at Hanger'A' next to the airport administration
building. Doors open at 0800 with a pancake breakfast, followed
by an aviation presentation. All proceeds will go to a Sebastian
charity.

Road Construction: The Airport Access Road East project is
proceeding ahead of schedule. H &D Construction is scheduled to
complete the project by early February 2010. The project will
add much need infrastructure to 'Airport East' allowing for facility
expansion.
STUDENT GOVERNMENT DAY, 2009
In recognition of Florida City Government week during October
18 — 24, 2009, the City of Sebastian hosted its 11th Annual
Student Government Day on Wednesday, October 21, 2009.
Students and Educators from Sebastian area schools, as well
as home schooled pupils were invited to tour city departments
and ask questions. They were also given the opportunity to
participate in a "Mock City Council Meeting ", whereby stu-
dents served as
administrative
and legislative
officials for the
day. Students
served as "May-
or" "Council
Members ", "City
Clerk ", "City
Attorney" and
"City Manager ".
Students debated and implemented a policy issue to benefit
the City of Sebastian. The overall exercise allowed students to
become familiar with the role and function of local government.
Special thanks to the Treasure Coast Regional League of Cities
for their $500.00 donation, which allowed the City of Sebas-
tian to purchase items for the students.
NATURAL RESOURCES BOARD
The City of Sebastian's Earth Day celebration will be held on
Saturday, April 17th 2010 in Riverview Park. The free family
event will provide an opportunity for citizens to mingle with
earth friendly vendors, have fun and learn about the various
methods to protect our planet's resources.
There will be activities for children, food, entertainment and
door prizes.
ENTER THE CONTESTS!
Sebastian residents are encouraged to create and maintain
attractive landscapes to enhance our community and protect
Florida's natural environment. If you have a landscaping work in
progress, please take before and after pictures and bring to the
Earth Day event for entry.
Bring the most original object or work of art created by recycling
used materials and trash.
Bring your original homemade birdhouse.
Folks who attend Earth Day will judge the contests.
Come by the Natural Resources booth and sign our volunteer
sheet to help eradicate Brazilian Pepper Trees from Stonecrop
Park or plant wetland plants at Hardee Park. Better yet, become
a member of the Natural Resources board. Meetings are held the
first Tuesday of every month at 6:00 pm in the City Hall Council
Chambers. if you have any questions about EARTH DAY 2010,
volunteering or joining the board, contact City Hall or one of our
members.

4 pm to 6 pm for parade staging
- all boaters are asked to leave the lot no later than 4 pm
Indian River Drive just north of Main Street and Main to US 1 will be closed beginning at 4 pm and will reopen
as the parade progresses south toward Riverview Park
Hotdogs, coffee, water and soda will be available from the GFWC at Riverview Park
