PARKS AND RECREATION ADVISORY COMMITTEE MEETING MINUTES June 23, 2014 - 6:00 p.m. 1225 Main Street, Sebastian, Fir 1) Chairman Tenerowicz called the Parks and Recreation Advisory Committee meeting to order at 6:00 p.m. 2) The Pledge of Allegiance was recited. 3) Approval of Minutes: 4128114 It was noted that the word horrid mid -way down on the first page referred to the dog park located near Michael Field in Vero Beach. The Finance Director said the language on the top of the second page referring to the seven year expiration of collected impact fees was correct, noting the funds could be encumbered not necessarily spent; and at this point all of the encumbrances have been spent except for $93,000 which includes some monies collected this year. MOTION by Ms. Webster and SECOND by Mr. Paschall to accept the minutes passed with a voice vote of 6 -0. 4) Roll Call: John Tenerowicz - Chair Matthew Sims — Vice Chair Rosemary Flescher Tammy Nelson Greg Paschall Jo Ann Webster Absent: Jo Anne White (excused) Also Present: Joe Griffin, City Manager Ken Killgore, Finance Director Chris McCarthy, Parks Superintendent Jeanette Williams, Recording Secretary 5) Old Business: None 6) New Business: 2014 Capital Improvement Budget The Finance Director identified the following budgeted projects: ■ a paving project at the Community Center ■ rebuilding the Skate Park ramps ■ baseball Feld fighting for FYI 5116 ■ playground equipment for Riverview Park for FYI 6117 ■ sidewalk replacement, picnic tables, benches at Riverview Park ■ installation of trees, shrubs and mulch on US 1 medians Parks & Recreation Advisory Committee June 23, 2014 Page Two Chairman Tenerowicz asked if impact fee monies could be used to refurbish /maintain parks. The Finance Director said the City Attorney informally opined that revenue could not be used for ongoing maintenance. The Finance Director said the word "provision" in Deleted. He the originating ordinance may include maintenance but the intent was probably to build new parks in new neighborhoods. He suggested seeking a written opinion from the City Attorney. Mr. Sims pointed out that the impact fee monies must stay in zones where collected to build new a neighborhood park; or for a community wide facility that can be shared by all zones. 7) Input from Public Bala Haeseler, Professional Disc Golfer, 11254 Ganesh Way, Sebastian, proposed that a disc golf course be built in Sebastian. Ms. Flescher reported she has received many requests for this and the closest one is in Malabar or at Wickham Park. Mr. Haeseler said poured concrete, netting, and about 33 -60 acres would be needed. Discussion followed on building one at the Stormwater Park, Filbert Street Park, or off of Tracy Drive. The Parks Superintendent offered to bring some cost estimates to the next meeting. MOTION by Ms. Flescher and SECOND by Ms. Webster to have the Parks Superintendent look into the construction of a disc golf course possibly in the Stormwater Park or at Tracy Drive. Mr. Haeseler offered to help design the course. Mr. Paschall explained the use of existing terrain and obstacles enhances such courses. Mr. Sims cautioned they would have to look out for the tortoises at the Stormwater and Filbert Street Park, Jim Sunnycalb, Sebastian, requested audio speakers in Riverview Park for future events like the speakers used at the recent Relay for Life event. He noted the Community Center looks great but still needed refinished floors and fans. He noted the mural painted by the Sebastian Art Club can be viewed on the Bark Park's website. In response to his question about the holes at Hardee Park and Easy Street, the Parks Superintendent said the holes were scheduled to be fixed. The Parks Superintendent explained pine straw to cover the bald spot at the Bark Park was in the next years' budget but residents could fill it beforehand if they liked. He said pine straw could be purchased at the Bushel Stop in Pt. St. Lucie. 8) Chairman's Matters Chairman Tenerowicz thanked the Parks Superintendent for the Community Center improvements and handicapped parking at Barber Street Sports Complex. He requested a no "skate boarding" sign at the dog park; and a "no unauthorized vehicles" sign at the end of the parking area lot, to the left, because vehicles have been driving down the path. Parks & Recreation Advisory Committee June 23, 2014 Page Three The Finance Director confirmed there was still $175,000 allocated for reconstruction and angled parking on Tulip Street. The Parks Superintendent said he would notify the Police Department of the four wheelers doing donuts on Filbert Street and Killdare Drive. He said Filbert Street Park would be mowed soon with the big mower. Chairman Tenerowicz reported the announcers could not be heard during the Memorial Day celebration. The Parks Superintendent explained the announcers were not holding the microphone near their mouth and for Veterans Day, the announcers will meet a half hour prior to the event for a practice run. Chairman Tenerowicz asked if Harrison Street could be closed off where it goes into the Splash Pad and sodded to enlarge Riverview Park. Ms. Webster suggested making the entrance and exit one -way for the Park events. Chairman Tenerowicz said he is currently assisting with the Freedom Festival event and the Police Volunteers want to move vehicles south on Indian River Drive to get out of parking area. Mr. Sims clarified one -way into the parking lot with no access to get to Indian River Drive. 9) Member Comments In response to Ms. Nelson, the Parks Superintendent said the City was adding fill to Hardee Park parking lot. She said a couple of park benches in Hardee Park could use a coat of paint. She thanked him for the business cards, Ms. Webster reported it was Little League All Star time; the girls won the district championship and asked the Committee to root for them. Ms. Flescher asked for a sign on US 1 to direct traffic to the Community Center. The Parks Superintendent said he would check into the process with the Florida Department of Transportation. She said the Community Center looked great and asked that the handicapped railing be replaced in addition to refinishing the floors and adding some fans. Ms. Flescher thanked the Art Club for the mural. She asked that the "no swimming" sign with blue paint be replaced at the Garden Club Park. The Parks Superintendent said he would get back to her with an update on how the racquet ball court is coming, noting the project might change to a bigger tennis court or down the road, installing more than one racquet ball court within the City. The Parks Superintendent also reported the greenway signs and kiosk are being built. Ms. Flescher requested a roof for the basketball court at the Community Center as a future project so Tai Chi classes can be held outside. She asked everyone to join her at the Freedom Festival Parade, Mr. Paschall asked how the Sebastian logo is coming at Riverview Park. The Parks Superintendent said the Public Works Department is working on taking down the logo; and he has received a $9,000 quote for a new logo which may have to be a budget item. Parks & Recreation Advisory Committee June 23, 2014 Page Four Mr. Paschall said there is a memorial plaque on the sidewalk closest to Mulligan's, with two roped posts that needs to be updated or removed. The Parks Superintendent said he would take care of it. Mr. Sims said he was anxious to see how much it would cost to cover the Community Center basketball court as he would like to cover other courts in the City. He thanked the Parks Superintendent for how nice the Schumann Street Park is. 10) Staff Comments The Parks Superintendent briefly went over the scheduled Freedom Festival activities, which is keeping various City departments busy. 11) Set Next Agenda The next Parks and Recreation Advisory Committee meeting will be July 28, 2014, 12) Being no further business, Chairman Tenerowicz adjoumed the Parks and Recreations Advisory Committee meeting at 6:47 p.m. Approved at the meeting.
