Agenda Item Title: Engineering services Schulke Bittle & Stoddard (Schulke)
Recommendation: Approve work scope & fees for supplemental engineering
from Schulke for $12,500 on Fish House Refurbishment
at the Sebastian Working Waterfront.
Background: On 26 February 2014, Council approved a contract with
Schulke for engineering services on the Fish House
project with a fee of $54,500. Presently, the project
requires additional engineering to the preliminary plans
per comments received from Florida Department of
Environmental Protection (FDEP) as well as some
changes needed for the Fisherman's handing museum
site work. In addition, permitting with the US Army Corp
is required for this project which was not part of the
original scope of work.

Add-on Cost: $12,500
Total Cost: $54,500 +$12,500 = $67,000

Re: Fisherman's Landing
Dear Mr. Watanabe:
Please accept this as my formal request for an approval of Amendment No. I to Work
Authorization No. 01 between the City of Sebastian and Schulke, Bittle & Stoddard, LLC. The
amendment is necessary to provide additional services as requested by the City for the
Fisherman's Landing project, including:
Site Plan 1 Uplands development area:
• Provide design of sign - provide location on site plan, and structural design of the sign -
which will identify the project as a recipient of state grant funds - via the Stan Mayfield
Working Waterfront ".
• Provide grade level "board walk" from the restaurant to the proposed north access pier,
and several benches and an info kiosk or display area.
Fisherman's Landing marina:
• Relocate the Aquaculture area from the west side of the fish house to the south side of
the southern pier.
• Revise submerged land lease area to include the new aquaculture area.
• Prepare ERP permit applications to FDEP and ACOE for the relocation of aquaculture
site.
• Prepare Biologists assessment and seagrass survey of the marina basin and new
aquaculture area.
• Survey - additional bathymetric survey of aquaculture area.
Contract administration:
• Provide assistance to the city engineer - preparation of bid docs. (see attached example
table of contents). The Bid docs are anticipated to be as follows:
o Division 0 - (Front end docs) - Bidding requirements, contract form and
requirements - prepared by city. SBS will review and offer recommended
changes
Division 1 -- "General Requirements" - prepared by SBS - to be added to City's
front end - prepared In letter size format
o Division 2 -16 - Construction specifications - prepared by SBS - due to simple
nature of this project, specifications anticipated to be provided on plan sheets
(not letter size format)
