The Pledge of Allegiance was recited. 3. ROLL CALL CRA Members Present: Mayor Bob McPartlan Vice -Mayor Jim Hill Council Member Jerome Adams Council Member Andrea Coy Council Member Richard Gillmor City Staff Present: Interim City Manager, Joe Griffin City Attorney, Robert Ginsburg City Clerk, Sally Maio Finance Director, Ken Killgore Planner, Jan King Zoning Tech, Dorri Bosworth MIS Systems Analyst, Barbara Brooke 4. APPROVAL OF MINUTES — September 25, 2013 CRA Meeting MOTION by Ms. Coy and SECOND by Mr. Adams to approve the September 25, 2013 CRA Minutes. Voice vote carried 5 -0. 5. NEW BUSINESS A. Fiscal Year 2013 CRA Annual Report in Accordance with 163.356(3)(c) Florida Statutes —Accept and Forward to City Council (Finance Director Transmittal, F. S. 163.356(3)(c), Annual Report) The Finance Director gave a brief overview of the CRA Annual Report. MOTION by Mr. Hill and SECOND by Ms. Coy to accept annual CRA report. Roll Call: Ayes: McPartlan, Hill, Adams, Coy, Gillmor Nays: None Passed: 5 -0 CRA Meeting Minutes March 12, 2014 Page Two B. Facade, Sign and Landscape Grant Selection Committee Recommendations - Grant Awards (FSL Transmittal, Grant Funds Summary to Date, New Applications and Backup, FSL Minutes) The Zoning Technician gave a brief staff presentation, stating that this is first round of grant applications for this year, she had provided the complete program summary in the packet, said if approved as recommended there will be a balance of $26,639 for future awards, and recommended award to three recipients for a total of $22,500 on behalf of staff and the FSL Committee (see attached recommendation): MOTION by Ms. Coy and SECOND by Mr. Hill to approve all three and thanked them for their patience. Roll Call: Ayes: Hill, Adams, Coy, Gillmor, McPartlan Nays: None Passed: 5 -0 C. Facade, Sign and Landscape Committee Recommendation - Revise Grant Guidelines Adopted by CRA in 2009 (FSL Transmittal, FSL Grant Info & Application Packet w/le_gislative proposed revisions) The Zoning Technician cited one minor amendment requested by FSL member Warren Dill as follows: On page 2, Section 4, 2nd paragraph of application adding the word "individual" before the word "property ". MOTION by Mr. Gillmor and SECOND by Mayor McPartlan to approve the recommendation of the committee with changes with the inclusion of the word individual before property on page 2 section 4. Ms. Coy said she had individuals upset with her about not getting through the process recently and suggested a discussion or workshop between Council and the FSL to see if we can fine tune the regulations or open it up to other ideas. She said Rella's on the riverfront was found not to fit in our definition of fishing village but have a stunning sign that fits the building. She said also we have funded signs for businesses that are no longer there and suggested some kind of reimbursement requirement. Again she suggested looking at some other types of business amenities that the funds could be used for. Mr. Hill said the original intent of the FSL program was to ensure conformity with the overlay district regulations because many businesses were not conforming when we started this. He said we are not doing this to help businesses be successful but so that Sebastian continues to improve on its beauty and ambience, and we want to provide these funds for the entire riverfront and community to look better. He said what makes us special is that we have a lot of businesses that look different and all add to our beauty and specialness and conform to the overall idea. He said his concern is making it more difficult to get a grant with more stipulations and we should not make it more cumbersome. Ms. Coy again said we need to spend time with FSL and the public and ask what they need, and asked, how many signs do we now have that are non - conforming. Mr. Gillmor said he thought the committee was fine tuning regulations so it eliminates any confusion. He said he got an example of what is provided to people when they request an application for the grant from the Community Development Department today and no signs are internally lit, and we should be able to tell folks what we want 2 CRA Meeting Minutes March 12, 2014 Page Three them to look like. He said members of FSL were present and he would like to hear from them and their rationale. Mr. Hill said the rules in the overlay are already in place, and if you want to change that then that is where you change it and not add another layer of bureaucracy, that the intent of the grant funding program is to get the businesses to conform with the overlay and if we are requiring them to go beyond that then we need to have a lot of discussion. He asked staff if a sign in the overlay district can be lit from the inside and staff said it could. Ms. Coy said this discussion shows we all have a different idea on this. Mr. Gillmor held up the paperwork that people are given as sign examples (see attached) and said it does not show an internally lit sign, and if we are paying for something we should have some input. He said he would like to hear from board members. Mr. Hill said he did not necessarily disagree, but we need to go back to the original intent on how the grant funding was put into place, saying it was not about a council member's opinion, the intent was to conform to the CRA, and he was concerned with just changing this without first looking at the intent of the program. He said he would love to sit down with the committee and workshop it and talk to the public. Ms. Coy said this was originally approved in 2006 during a building boom and modified twice since then, and maybe now the sign part doesn't need as much attention and other amenities such as medians, or lighting can be added into the incentive program. Mayor McPartlan said we could have a workshop and tweak it. Mr. Gillmor said he would like to have a joint workshop with FSL. Roll Call: Ayes: Adams, Gillmor, McPartlan Nays: Hill, Coy Passed: 3 -2 Donna Keys, FSL Grant Committee, Chairman, said she would welcome a workshop and read from overlay provisions that states that all signs within the district are intended to be consistent with and further the old Florida fishing village theme, and the Committee is trying to get a little more authority to enforce that. Mr. Hill said she states it does not conform to the overlay but it was approved by Building. Ms. Keys said it conforms to the sign ordinance. Ms. Coy said it looks like the workshop is on hold for now, but perhaps a new vision needs to be addressed someday. Ms. Keys said if they want to change it they would be happy to enforce that too. 6.
