RE: Quiet Zone Corridor Funding Grant Request
Dear Mr. Goins:
This letter is submitted to request a funding grant through a Joint Participation Agreement with the
Florida Department of Administration, the Railroad(s), and the City of Sebastian requesting for the
Quiet Zone Grant funds.
Please find attached the complete Notice of Intent (NOI) to Establish a Quiet Zone (NOI)
submitted to and reviewed by the Federal Railroad Administration (FRA). The estimated cost for
capital improvements to provide Supplemental Safety Measures (SSM) for the crossings within
the City of Sebastian corridor totals $500,000. This construction cost estimate is from the FRA
Quiet Zone Calculator.
The City of Sebastian is willing to contribute 10 percent of the total Quiet Zone Street Crossings
within the City of Sebastian totaling $50,000. It is anticipated that the 90% design plans for the
grade crossings by All Aboard Florida (AAF) will provide a more detailed construction cost
estimate for each of the grade crossings in relation to the overall proposed AAF sealed corridor
safety improvements. Based on the final improvements by AAF within the City of Sebastian, the
final construction cost will probably change which will also change the local percentage.
The proposed grade crossing improvements is tentatively scheduled to begin with the
implementation of the proposed All Aboard Florida grade crossing improvements which is
expected to begin once the Environmental Impact Statement (EIS) has been approved by the
FRA, final design plans approved by the cooperating agencies and construction to begin in late
