Agenda Item Title: FDOT Quiet Zone Grant Application
Recommendation: Staff recommends that the City Council approve the Notice of
Intent letter to be submitted to FDOT for the Quiet Zone Grant
Funds.
Background: Per City Council approval on July 9, 2014 to prepare the
Notice of Intent (NOI), City staff has completed the various in-house preliminary engineering
and quiet zone calculations per the FRA Quiet Zone calculator for the six railroad street
crossings within the City of Sebastian and Indian River County. The estimated total cost for
the supplement safety measures is estimated at $500,000. The City local share per this
grant is 10% or $50,000. The railroad street crossings are the following:

At this time, the City has completed the required applications
documents to submit for the FDOT Quiet Zone grant application which is due by October 15,
2015. The application submittal will include the NOI, Quiet Zone Calculations, conceptual
plans by AAF and City of Sebastian sidewalk plans at the three city street crossings.

RE: Quiet Zone Corridor Funding Grant Request
Dear Mr. Goins:
This letter is submitted to request a funding grant through a Joint Participation Agreement with the
Florida Department of Administration, the Railroad(s), and the City of Sebastian requesting for the
Quiet Zone Grant funds.
Please find attached the complete Notice of Intent (NOI) to Establish a Quiet Zone (NOI)
submitted to and reviewed by the Federal Railroad Administration. The estimated cost for capital
improvements to provide Supplemental Safety Measures for crossings within the corridor totals
$50,000.
The City of Sebastian is willing to contribute 10 percent of the Quiet Zone street crossing capital
improvement project totaling $500,000 per the FRA Quiet Zone Calculator. It is anticipated that
the 90% design plans and cost estimate per AAF project will provide a more detailed construction
cost in relation to the overall AAF sealed corridor safety improvements. This percentage may
include other approved sources.
The project is tentatively scheduled to begin with the implementation of the proposed All Aboard
Florida railroad crossing improvements within the City of Sebastian which is expected to begin
once the Environmental Impact Statement (EIS) has been approved by FRA, design plans
approved by the cooperating agencies and construction to begin in late 2018. Please contact me
