LETTER OF INTENT As the largest private developer of aviation facilities in Florida, Holland Builders of South Florida, Inc. is ready to meet the demand and new challenges of aviation development in this new millennium. Holland Builders of South Florida, Inc. incorporates the best of two industry leaders; Holland Builders, a 36 -year old development and general contracting corporation, and Sheltair its management affiliate. Our scope of work covers everything from consulting on airport development projects to planning and constructing turn -key facilities such as the Jet Center at Ft. Lauderdale/Hollywood International Airport, a 242,000 square foot full service fixed -based operation, recognized as the best FBO in Florida and one of the finest in the country. Our construction expertise covers everything from "T" Hangars for single engine aircraft to terminals; Class A office space, flight schools, parking aprons, fueling and cargo facilities and corporate hangars. Our one -source philosophy of directing the entire process from design concept, site selection through construction, financing and property management is a key component of our success. Over the last two decades we have compiled a team of industry experts capable of handling every aspect of aviation and commercial development. Expansion in Central Florida includes a satellite office in Orlando. At Orlando International Airport, plans call for the future construction of a maintenance hangar large enough to house a 747 or five wide-body jets. At Daytona International Airport, The Daytona Beach Jet Center has already been enlarged to 50,000 square feet to meet the increasing needs of our client base. At Ft. Lauderdale Executive Airport in Broward County, we have developed, constructed, and now manage more than 50% of all the hangars and air -side commercial office space, totaling more than 720,000 square feet. Our latest project at this ever busy airport included four new corporate hangars and a Class A 33,000 square foot office building that was completed in 2002. Complimenting our list of corporate clients, we have constructed cargo, maintenance and terminal facilities for major airlines and cargo carriers including Delta Air Lines, Airborne Express, Southwest Airlines, American Trans -Air and Federal Express. TECHNICAL AND SUPPORT STAFF: Mosby & Associates, Inc. provides professional engineering consulting services, including civil, drainage, environmental, and structural engineering. We are a twenty- year -old firm, with a seasoned staff of engineering professionals specializing in various civil and structural engineering disciplines. Our company credo: to provide our clients with "a level of service that meets the highest professional standards." Based in Vero Beach, Florida, Mosby & Associates, Inc. was formed in 1983 by Randy L. Mosby, P.E. Mr. Mosby's knowledge and technical qualifications are the product of 25 years of experience in the engineering field. Steady growth and expansion has made us a strong and financially stable company, serving both the public and private sector, including commercial and private enterprises throughout Florida. Having worked for and with the City of Sebastian, Mosby & Associates, Inc. understands the requirements for effective communications between the consultant and the City. Our project engineering can provide the immediate response necessary to meet the project needs of the City. Designing and building quality projects is in many respects a function of quality tools. We've equipped our engineering department with the latest computer-aided design systems, including AUTOCAD (a drawing and plotting software package), and STAAD (a structural analysis and design program). Our engineers are experts in the use of advanced software applications, ranging from drainage and stormwater system design, utility design, and analysis of wood, concrete and steel design. Our full-service engineering staff handles all facets of contract administration, including project specifications, plans, bidding documents, and cost estimates. We have the staffing flexibility to meet virtually any manpower requirements. Based on our current business projections, we see no difficulty in scheduling our manpower to meet all project requirements, including contract administration and project assessment.
