Preliminary Construction Document For Review

I am forwarding a copy of the construction drawings and specifications for your review. You will
probably have some changes or at least comments before we put this project out to bid. I would say
that you would do well to review the general sections of the specifications for any conflict with the
City's way of doing things. We are planning to use a standard AIA Owner Contractor Agreement and
the associated AIA General Conditions, which are referred to in the specifications. We will also have
to decide how long construction should take, what kind of liquidated damages there will be, how
drawings and specs will be reproduced and distributed and how much they will cost, etc. Special
restrictions on contractor work -hours, if any, plus any unusual requirements related to the City's need
There may be an additional sheet or two in the electrical drawings. I will see that you get those as soon
as we get them.

Subject: City Hall Restoration Construction Documents Review Team

We have received a final draft of drawings and technical specifications from John
Dean Architect and Associates for the subject restoration project. These A&E
documents were prepared under Grant No. S1083 from the Division of Historical
Resources, FL Dept. of State; the grant completion date is June 30, 2002 after
which no further grant expenditures will be allowed. These A&E documents will
be used for the restoration work for which a Special Category Grant is expected
this summer (pending FL legislature approval).
I recommend that we expeditiously appoint a review team to review the A&E
documents, (drawings and technical specifications), pursuant to their final
acceptance by the City. The architect firm will accomplish recommended
changes or additions.
The Technical Specifications indicate participation by the architect firm in the
capacity of Construction Contract Administration. Considering the nature of this
work, the architect's experience with restoration work, and the architect's
knowledge of the construction requirements, I recommend that we give this
serious consideration and that we discuss it with John Dean.
