The collapsing of the wet well caused this situation. The wet well was installed in 1981 and as been corroding through the years. What makes this situation serious is that the main pumps are attached to a concrete pad, which sets on top of the wet well. As the wet well started to collapse it has caused the pumps to malfunction. This pump damage is irreversible and could be catastrophic on the irrigation system because of the high amount of sand, dirt and other debris that has now been introduced to the irrigation system. The sand, etc. has not only caused damage to all pump parts (including shafts, impellers, bearings, packings & windings), but the irrigation heads as well. The effects of tropical Storm Fay also helped soften the earth; thereby, further allowing the pump pad to slide. Golf course staff tried a number of methods since the storm to re -stabilize the pad around the wet -well, but our efforts have failed. The situation has now reached a point where the only alternative is to invest in a new pump station. Presently, the irrigation system is used on a minimal basis - only watering greens for a few minutes per night and only watering critical "hot spots" for a period of less than two minutes at a time. With each minimal use, the system is at risk to totally crash. A similar, situation happened at Sandridge Golf Club, an Indian River County facility. Because this situation has reached an emergency level, Golf Course Staff still wants to ensure that the price to install a new pump station is competitive. As such Sandridge Golf Club utilized an RFP bidding process, and selected Hoover Pumping Systems to install a new pump system. Three companies submitted bids to Sandridge being Systematic Services, Inc.; Total Golf Construction; and Hoover Pumping Systems. In order to save a critical amount of time, Sebastian Municipal Golf Staff is requesting to piggyback off Sandridge's RFP, and go with Hoover Pumping Systems. As Sandridge's RFP indicates, Hoover Pumping Systems provided the best price along with a timely schedule of replacement. Monies used toward the new pump system will come from the Golf Course Renewal and Replacement Account with a balance of $81,400. No other monies or funds will be needed to pay for the replacement. You will note that the price for our repair is less than Sandridge. The price is less, as our facility requires lower horsepower pumps, closer connection to water sources and using existing crews to fill the wet well and make other connections. Financially after this purchase, the golf course will work to replace the funds used from its renewal and replacement account. RECOMMENDED ACTION Move to approve the emergency purchase of a new pump system with Hoover Pumping Systems in the amount of $79,994.25, which will be paid from the golf course renewal and replacement fund, derived from the golf course enterprise fund. CONTRACT ACCEPTANCE. All orders and contracts are subject to acceptance by the executive office at HOOVER. Only contracts signed by HOOVER shall be honored. HOOVER reserves the right to discontinue the manufacture of any model or to make changes in design for any product improvement Without incurring any obligation to furnish or install the same on product previously furnished. HOOVER reserves the right to request additional compensation for BUYER requested written changes. 5. RETAINING TITLE. Except where prohibited by law and without regard for terms apportioning risk, determining time and place of delivery, and allocating the cost of freight, HOOVER will retain title to the goods until the delivery of goods or full payment thereof, whichever is later. 6. SHIPMENT — DELIVERY. Shipping dates are estimates. HOOVER will make all reasonable efforts to maintain delivery schedule after receipt of an written executed contract. HOOVER will not be responsible for cost of repairing or replacing any utilities, landscaping, or any site improvements damaged by its work. 10. CLEAN UP. HOOVER will remove all scrap material it has brought onto site. 11. INSURANCE. HOOVER will maintain insurance in accordance with acceptable business' practices. 12. RETURN OF GOODS. Custom ordered equipment built to BUYER's specifications can not be returned unless approved in writing by HOOVER. Unless the return is to correct a HOOVER error, all equipment authorized for return is subject to a minimum handling charge of 15°% of the invoice value of the returned equipment. All equipment to be returned must be packaged by the BUYER and shipped prepaid insured for full invoice value or BUYER accepts the loss or damage during shipment 13. CONDITIONS. All sales made by HOOVER are subject to these conditions, as updated from time to time, unless otherwise agreed In writing with a duly authorized representative of HOOVER. 14.
