Agenda Item Title: Award Continuing Services Agreement (CSA) to Baker, Inc. for Hangar C
Recommendation:
Authorize the City Manager to execute a CSA with Baker, Inc., for
Hangar C Development not to exceed $172,848.
Background: On 23 October 2013, Council approved acceptance of a FDOT JPA that
provided the first year funding, $700,000, in the development of Hangar C at the Sebastian
Airport. City/Airport match is $135,000 as approved in the 2013114 CIP budget. In the
2014/15 proposed budget, FDOT will contribute $520,000 and the City/Airport match will be
$130,000 from CIP funding to complete the project.
The planning, design, bidding, and permitting phase of the project is proposed in the
attached "Scope of Work" from one of the CCNA approved airport consulting engineers,
Baker, Inc. Baker's proposal is $172,848.
Airport staff s economic development strategy for the construction of Hangars A & B
consisted of finding a potential tenant and proposing to the City Council lease parameters.
Eagle Air Transport, Inc. (Eagle Air) has been recruited as Hangar C's first tenant. Eagle Air
is not a stranger to the Sebastian airport. Based in the Chicago area, they provide leased
aircraft services to Skydive Sebastian. Their use of a proposed Hangar C would be to house
and maintain their aircraft and to expand the skydive business by pursuing Department of
Defense/military contract services for skydive/jump qualifications and re -qualification.
Hangar C is planned to be approximately 5,000 sq. ft. larger than Hangars A & B (20,000 v.
15,000). Eagle Air would lease approximately 15,000 sq. ft. and the City/Airport would retain
5,000 sq. ft. for airport equipment storage, or future expansion possibilities.

SEBASTIAN MUNICIPAL AIRPORT
SEBASTIAN HANGAR C
PROJECT DESCRIPTION
Michael Baker Jr. Inc. (BAKER) understands that the Sebastian Municipal Airport (Airport) and
the City of Sebastian intend to construct a hangar on the Airport property through an 80/20 grant
from the FDOT in the total budget amount of $1.525M. The hangar is intended for a proposed
tenant interested in storing Twin Otter and Cessna Caravans. The hangar floor area will be
approximately 14,899 sq. ft. (105' xl4l') plus two adjoining lean to's of 3,000 sq. ft. each. The
site work will include a parking lot, utilities, storm water, and milling and overlay of the apron
area in front of the proposed hangar.
Scope of Professional Services includes design, permitting, and bidding. The professional
disciplines included as part of the scope are Architectural, Civil, Electrical,
Mechanical/Plumbing, Structural, and Landscape Architecture. Survey, Geotechnical
Investigation, and Utility Locates are also included as part of the scope of work.
BAKER will perform the Professional Services for this Project, producing a Construction
Documents package for use in permitting of the Project. Compensation for this work will be a
Lump Sum Fee, as described in Exhibit B attached to this document.

Phase I — Initial Investigation and 45% Design
Phase 1 services will involve inventory, preliminary design and the production of 45% plans.
BAKER will acquire any existing Record Drawings or Construction Plans and will perform a
visual evaluation of the site. BAKER will also review and evaluate the pavement and soils data in
the project area. Topographic surveys, utility locates, and geotechnical investigation to determine
the project site conditions will be performed.
See Exhibit B for a detailed list of tasks to be performed under this phase.
Deliverables:
BAKER will provide a total of four (4) copies, three (3) to the Airport and one (1) to Tenant, of
the Preliminary Design package for review and approval, which would include Plans, Engineers
Report, and Probable Construction Cost Estimate.
Phase 2A — 90% Design Documents
Upon authorization by the Airport, BAKER will proceed with Phase 2 - 60% Design Documents.
See Exhibit B for a detailed list of tasks to be performed under this phase.
Deliverables:
BAKER will provide a total of four (4) copies, three (3) to the Airport and one (1) to Tenant, of
the 60% Design package for review and approval, which would include Plans, Engineers Report,
Probable Construction Cost Estimate, and Technical Specifications.
Phase 2B —Final Contract Bid Documents
Upon authorization by the Airport, BAKER will proceed with the Final Contract Documents.
See Exhibit B&C for a list of tasks to be performed under this phase.

BAKER will provide four (4) copies, three (3) to the Airport and one (1) to Tenant, of the Final
(100%) Plans, Project Manual, Engineers Report, and Probable Cost Estimate.
Provide sets of Final Signed and Sealed Construction Documents for Bidding, Permitting and
Approval by authorities having jurisdiction.
Phase 3 — Bidding
See Exhibit B and C for a list of tasks to be performed under this phase.
PROJECT MANAGEMENT
A. Contract Management: This task involves the internal management of the contract including
general project bookkeeping, cost tracking, billing, filing, record keeping and contract
coordination with project sub -consultants. The Project Manager (PM) will maintain and monitor
project schedules to ensure critical milestones are met by the design team.
B. Meetings: The PM will attend all submittal review meetings; meetings where critical items are
discussed and coordinated; be present or conduct meetings with government agencies, utilities,
permitting agencies, tenants, operations, and other affected parties. Minutes to all meetings
conducted shall be prepared.
C. Coordination: The PM will be readily available to the design team, coordinate review and
regulatory agency approvals, and schedule/conduct design team meetings. The PM will keep the
airport apprised of the work progress, schedule, and anticipated review dates by means of phone
calls, emails or review meeting minutes. The PM will be the point person for interfacing with the
Airport Staff, Airport/Authority Departments, Tenants, and CMR.
D. Production: A key component independent of the Quality Control process is to ensure the overall
design is consistent with the airports desired objectives. The PM will review all plans, reports, minutes,
schematics, and calculations to ensure these objectives are met.
PERMITTING
Permitting services include meeting with agencies, application preparation & submission,
preparation of exhibits, and addressing comments. The nature of this project will require partial
approvals so that construction can begin prior to completion of all design items. This approach
will require additional applications, plan modifications, and continuous coordination. The
following permit approvals will be obtained:
• SJRWMD Environmental Resource Permit (ERP) for Drainage
• FDEP Water & Sewer
• Land Development and Building Plans Review
• FAA Obstruction Evaluation/Airport Airspace Analysis (OE/AAA) and Shadow Study
• FAA Categorical Exclusion

The Airport will provide BAKER and the sub consultants with access to the site and all
available information pertinent to this project, including access to as -built drawings and
documents on existing conditions within the project limits. The Airport will also provide
to BAKER all criteria and requirements, including all design and construction standards,
which the Airport will require to be included in the Drawings and Specifications.
The Airport will provide access to pertinent information regarding airport property,
boundary, easement, right-of-way and other information necessary for the design and
permitting of the project.
The Airport may negotiate additional contract(s) with BAKER for services beyond the
scope of this project.

PROJECT DESCRIPTION
The City of Sebastian intends to make improvements to the Sebastian Municipal Airport by
constructing a 1 story approximate 14,899 sq. ft. Storage Hangar building and 3,000 sq. ft. lean-
to on 2 sides of the hangar totaling 6,000 sq. ft. of future offices / storage. The details of this
building include the following:
Pre-Engineered/Pre-Fabricated Metal Building
A masonry firewall between the hangar and office space
28' High by 100' Wide Horizontal Sliding Hangar Doors
Overhead Doors to allow egress and access of aircraft pull -tugs
Mechanically Ventilated Louvers (HV)
Associated Site improvements (Refer to Civil Scope of Services)
THE MICHAEL BAKER CORPORATION will perform the following Basic Services for this
project. The total cost for this scope of services is $114,697
TASK I - Thru 100% Construction Documents & Bidding:
Task I - Phase 1: Preliminary thru Design Development (45%)
Summary of Services: The following services will be performed in Phase I.-
1)
:
1) General project coordination and formulation.
2) Coordination in development of Site Plan
3) Coordination meetings with Airport Staff and SUBCONSULTANTS.
4) Building & Fire Codes Review and meeting with Building Department
5) Review of existing drawing records and Prepare Design Development Drawings.
6) Prepare Preliminary Cost Estimate.
Deliverables: Payment for Task I - Phase 1 will be made after the following deliverables are received.•
Six (6) copies of the Preliminary Design
A progress report or other means of verification will be provided with each invoice
attesting to the work performed.
Task I — Phases 2A & 2B — Construction Documents (90% & 100%)

1) Based on the approved Design Development Documents and any further adjustments in the scope or
quality of the Project or in the construction budget authorized by the OWNER, BAKER shall
prepare, for approval by the OWNER, Construction Documents consisting of Drawings and
Specifications setting forth in detail the requirements for the construction of the Project.
2) BAKER shall assist the OWNER in the preparation of the necessary bidding information, bidding
forms, the Conditions of the Contract, and the form of Agreement between the OWNER and the
Contractor.
3) BAKER shall advise the OWNER of any adjustments to previous preliminary estimates of
Construction Cost indicated by changes in requirements or general market conditions.
4) BAKER shall assist the OWNER in connection with the City's responsibility for filing documents
required for the approval of governmental authorities having jurisdiction over the Project.
Upon receiving the 90% comments, BAKER will proceed with the development of 100% Documents.
Final Signed and Sealed Contract Documents will be delivered to the OWNER for Bidding. Permit
Applications and documents will be submitted for approval.
Deliverables: Payment for Task 1— Phase 2 & 3 will be made after the following deliverables are
received.•
• Six (6) copies of the 90% Plans and Specifications will be submitted
• Three (3) sets signed and sealed of Final Contract Documents will be prepared.
• Final Construction Plans and Specifications in reproducible format will also be submitted
• A progress report or other means of verification will be provided with each invoice
attesting to the work performed.
Task I - Phase 3— Bidding and Award of Contract
After authorization to proceed with the Bidding Phase, BAKER shall:
1) Assist the OWNER in advertising for and obtaining bids for the contract for construction, materials,
equipment and services; and attend pre-bid conference.
2) Furnish Contract Documents.
3) Issue addenda, as required to interpret, clarify or expand the Bidding Documents.
4) Consult with and advise OWNER as to the acceptability of subcontractors, suppliers and other
persons and organizations proposed by the prime contractor(s).
5) Assist OWNER in evaluating bids or proposals and in assembling and awarding contracts for
construction, materials, equipment and services.
Deliverables: Payment for Task 1— Phase 3 will be made after the following deliverables are received:
• Recommendation ofAward
• A tabulation of the bids received will be prepared and distributed.
• Three (3) copies of the Contract for Construction, suitable for execution will be furnished
• A progress report or other means of verification will be provided with each invoice
attesting to the work performed.

MEMORANDUM
TO: Rook Nelson; CEO, Eagle Air Transport
RE: Memorandum of Understanding; Hangar "C"
DATE: 10 February 2014
Referencing my transmittal of the lease draft to you regarding the relocation of Eagle Air
Transport, to Sebastian Municipal Airport, I am compelled to memorialize the City's
position regarding important issues:
• Lease of city -owned hanger adjacent to Airport Administration Building with
access to Apron F.
• Non-exclusive access & use to the skydive "LZ" on North quadrant of airfield.
• Hanger "TO -BE -BUILT" approximately 20,000 sqft or as large as FDOT project
amount of $1.525M will allow. Eagle Air to lease approximately 15,000 sgft.
• Fifteen year term at initial rate of $3.00 per sgft with annual CPI adjustments.
Initial rate is contingent on FDOT approval of lease charge.
• Eagle Air assumes all utility charges with separate metering.
• Shared use of Airport Admin. Building `common areas.'
• Use of Airport Admin. Building conference room for sales/safety/etc. seminars.
• Modifications to Hangar "C" at Eagle Air's expense with airport approval.
• Cost of fuel tank and/or fuel truck to service company aircraft assumed by Eagle
Air.
• Target move-in/C.O. issued: 1 December 2014.
Terms of this understanding, and subsequent lease document, are subject to consent, and
approval, of the Sebastian City Council, the Florida Department of Transportation, and
the FAA.
