1. Mayor Gillmor called the Community Redevelopment Agency meeting to order at 6:00 p.m.
2. The Pledge of Allegiance was recited.

4. APPROVAL OF MINUTES —12/10/14 MEETING
MOTION by Mr. McPartlan and SECOND by Mr. Adams to approve the minutes.

Mr. Adams requested addition of a new item 5G which is an application for a waste water
hookup grant for the No Name Bar at 409 US Highway One, as requested by Mr. Gilliams,
subject to staff review and everything checking out. Mayor Gillmor said he had no
objection. Ms. Coy said she would rather have staff look at the document since the site
plan was just turned in this evening, and she would like time to review. Mayor Gillmor said
then we will move on. The item was not added to the agenda.
5. NEW BUSINESS
A. Accept CRA Annual Report of Activities for FY 2014 and Submit to Citv Council
(Transmittal. Annual Report)
The Administrative Services Director gave a brief report on the CRA Annual Activities for
fiscal year 2014, including ad valorem tax related information, financial statements which
are tied to the overall financial statements which have been audited.

Mayor Gillmor asked him to explain for the public what CRA is and what it is we are
looking at.
The Administrative Services Director said the Community Redevelopment Agency (CRA)
is an entity set up by the City with approval of Indian River County, and both contribute the
incremental increase in values on property in the district since the day the CRA was first
created, those monies are spent in the district, are utilized to enhance the district and
make it grow in value.
The City Manager said the CRA was created in 1995 and expanded in 2003 to include the
triangle along the CR 512 corridor in accordance with FS 163 to try to redevelop and
expand our waterfront area and rejuvenate the downtown area for economic development.
MOTION by Mr. McPartlan and SECOND by Ms. Coy to approve the CRA Annual Report
for fiscal year 2014.

B. Award Wastewater Hook -UD Grant in the Amount of $5.000 to Sebastian Center.
Budget Account Summary)
The City Manager said $100K was allocated in the CRA FY 2014-2015 budget for $51K
sewer hookup grants, and this is a request for $51K reimbursement for the Sebastian
Center, 1627 US 1 once the project is completed in full, and recommended approval.
MOTION by Ms. Coy and SECOND by Mr. Adams to approve $5K to Sebastian Center,
1627 US 1.

C.
The City Manager said this a residential property located on the corner of Martin Avenue
and Indian River Drive and recommended approval.

The Zoning Tech gave a brief presentation on the grant awarded last March, cited project
delays and said the grantee requests a six month extension.
Mayor Gillmor said he had issues with the subject sign because in the rendering it looks
the sign towers over the trees, so he did some and found that from the street, the sign will
be three feet up, and if you park a car on the street the sign will not be able to be seen.

Renee Powell, applicant said she would have to have the sign developer look at it
Mayor Gillmor said he was fine with the sign, but would like to see it higher so we can see
it. He said if it is on a mound so it is visible he would have no problem with it and was fine
with her getting the extension.
The City Manager said there is one parking pressed asphalt parking space and that space
is going to go away when construction of her business begins and there will not be on
street parking there because of the driveway location.
Mayor Gillmor reiterated she might want her sign higher.
MOTION by Ms. Coy and SECOND by Mayor Gillmor to approve the extension of the time
frame and bring back one more time at a future CRA meeting.

Approve $200.000 as a Contingency for Construction of CavCora Parking Lot
(Transmittal)
The City Manager said two meetings ago City Council directed staff to bring back a
preliminary design for the Cavcorp parking lot, the City Engineer did that at last City
Council meeting, and that met with approval and further instructions to develop it further
and intended to do bring it back at the second meeting in April with 80% plans, but brought
this item forward to ensure approval of a CRP, budget account in the amount of $200K to
allow us to plan the project.
Ms. Coy cited parking problems encountered during the Pelican Island Wildlife Festival
event trying to get out.
