ALL ABOARD FLORIDA Secretary Foxx: The City of Sebastian recently submitted a request to be a FRA Cooperating Agency for the preparation of the All Aboard Florida (AAF) Environmental Impact Statement (EIS). As a local agency within the AAF rail corridor, we understand the need to assess the corridor and to work with the lead agency to encourage public involvement in the process of evaluating the environmental impacts as identified by the National Environmental Policy Act (NEPA). We are waiting for notice regarding the status of the City's request to the FRA. As noted in the request letter, the City can provide essential local knowledge and specific technical information regarding the five street crossings within the City of Sebastian. In addition, City staff has observed recent AAF survey activity at railroad street crossings within the City by the engineering sub -consultant AMSC. This was their third field survey of the railroad crossings in the City of Sebastian. The City had been assured that notice would be given prior to any survey activity. Understanding that the technical diagnosis field review is forthcoming, the City requests sufficient notice be given of any field reviews and data collection within the City of Sebastian relating to the AAF project. I request your personal inquiry regarding the status of our request to be a FRA Cooperating Agency.
