In concert with your office, I sought out preliminary financial numbers, and design advice, in an effort to advise your office on the `fix' and a strategy to move forward. A plan was decided and we accepted JPA 426172 that represented the state's (2.5%) participation in designing the 4/22 rehabilitation and improvements. It was anticipated that later on in the year another FDOT JPA would fund the construction of the 4/22 rehab. That project cost was $1.150M and is represented in 426030. The bid for the project was let in August and closed on September 7, 2009. To our surprise, the construction portion low bid was $306,956. Engineering services, including FAA survey and certification was/is $87,289. ANALYSIS Since it appeared that my fall 2008 estimate (from Ranger Construction) was way off the mark, and in an effort to save taxpayer money, I approached the FAA to utilize X26 earmark AIP funds for the 4/22 rehab improvement project. The FAA agreed to a commitment of $383,756 representing 95% of the project. This would equate to state and local participation of $10,099 each representing 2.5% respectively. Since the Airport/City had previously committed to 426172 that provided a grant of $3,947, if FDOT is willing, a supplement of $6,152 toward the project would save an enormous amount of money while still realizing satisfactory project completion. Obviously, an additional $6,152 would also be required by the City/Airport as a supplemental toward its match. If the above analysis is acceptable, the question remains about Financial Project Number: 426030. The Airport/City is amenable to FDOT deleting 426030 in the amount of $920,000. There is a viable alternative for use of those funds. As you know, the "Access Road East' (407706) project is underway. Admittedly, it is a long standing project that has been given extensions. The project was "moved" from the west side of the airport to the east and will open up airport east, thereby complementing FDOT/Airport partnered developments, as the administration building (JG1) and the LoPresti Hanger (LPI). The NTP on the access road project has been issued to H&D Construction and I anticipate early completion once shovels are first turned. That project does not extend east past the administration building. You have been here and understand the condition of the road from the Main Street intersection ---it is extremely unsafe, prone to flooding, unsightly, and aesthetically deficient. I submit an alternative to a portion of the funds in 426030 would be the "Main Street Access Road Improvement Project" That project would make a significant difference in safety, accessibility, and aesthetics when entering the airport. RECOMMENDATION In conclusion as to the above rationale, the following is submitted for your consideration: 1. Delete 426030 for $920,000. 2. Issue a Supplemental JPA for 426172 in the amount of $6,152. 3. Issue a JPA for $800,000 project amount in FY 2010 for construction of the "Main Street Access Road Improvement Project." Sebastian accepted JPA 426172 for designing the 4/22 rehab and improvements. 426030 was to be issued for construction. The bid for the project closed on 09/07/09. The construction portion low bid was $306,956. Engineering services, includine FAA survey and certification was/is $87,289. The FAA will earmark X26 AIP funds for the entire 4/22 project. • FAA: $383,756 representing 95% of the project. • State: $10,099 • Local: $10,099. If the above is acceptable, we request deleting 426030. A viable alternative for a portion of those funds would be completion of the access road from the airport to the city's main artery. Since funds were cut from that project during last year's reductions, a re -start of that project would make a significant difference in safety, accessibility, and aesthetics when entering the airport. The following summary is submitted for your consideration: 1. Delete 426030 for $920,000. 2. Issue a Supplemental JPA for 426172 in the amount of $6,152. 3. Issue a JPA for $800,000 project amount (state: $640K; local $140K) for construction of the "Main Street Access Road Improvement Project." Dear Ms. Therrien: On August 21, 2009, the District received your request for a permit determination for the above - referenced project. Specifically, staff understands that the proposed project consists of removing portions of the existing asphalt shoulders along Runway 4-22, and restriping the runway. Erosion and sediment controls will be used during the construction. It is also understood that the staging area and stock pile area will be placed solely in uplands and that no wetland or surface water impacts are proposed. It is suggested that the limits of the adjacent wetlands be marked in the field to insure that no wetland impacts incidentally occur. The project, as proposed on the construction plans provided with your request, does not exceed the District permitting thresholds as described under Chapter 40C-42.022, of the Florida Administrative Code, and, therefore, does not require a permit from the District. The District has no objection to construction commencement on this project. Please be aware that this determination applies only to the requirements of the St. Johns River Water Management District and does not relieve you of meeting the permitting requirements of other regulatory agencies or local government.
