HomeMy WebLinkAbout1993 City Ltr RE Proposed Treatment PlantCity of Sebastian POST OFFICE BOX 780127 ❑ SEBASTIAN, FLORIDA 32978 TELEPHONE (407) 589-5330 ❑ FAX (407) 589-5570 August 23, 1993 Ms. Blanche Soucheck, Hydrologist St. Johns River Water Management District Department of Resources Management 305 East Drive Melbourne, FL 32904 Re: Proposed Sebastian Wastewater Treatment Plant Dear Ms. Soucheck: Mr. Chris McCarthy, the City of Sebastian Golf Course Superintendent, informed me that the District requested the approximate future start up date of the proposed Sebastian wastewater treatment plant. Since I am the Utilities Director, I will endeavor to provide you with the most recent information I have. Currently, the City of Sebastian operates a small 100,000 gallon per day water treatment plant for approximately 200 customers in Park Place and Palm Lake Club, both residential mobile home parks in the southeast region of the City. Wastewater is transmitted via lift station and forcemain to be treated at Indian River County's Hobart Park Wastewater Treatment Plant. The City of Sebastian does not own or operate a wastewater treatment plant at present. Prior to June, the City was negotiating with General Development Utilities (GDU) to purchase its existing Sebastian Highlands Water and Wastewater systems. GDU's wastewater system serves approximately 650 customers. I have made provisions with Indian River County to provide sleeves to carry a reuse line under County Road 512 if and when the City should acquire the GDU wastewater plant. Unfortunately, negotiations were terminated in mid June but have reopened again as of August 20, 1993. If the City is successful in purchasing the GDU wastewater plant, it may be possible that a reuse line could be installed (if economically feasible) in late 1994 or early 1995. Ultimately, a new wastewater treatment plant would have to be built to treat for the additional flows from expanding the sewer system City wide. The existing GDU plant has a limited capacity of 300,000 gallons. I would propose that a new wastewater treatment plant be located on the west side of the Sebastian Airport Page 2 of 2 August 23, 1993 Letter to Blanche Soucheck property. The plant would not be surrounded by residential property and would not constitute a nuisance to residential homes. Also, the treated effluent (reuse water) would be used by the adjacent City of Sebastian Golf Course. I don't expect a new wastewater plant to be built for approximately three (3) years. Therefore, I cannot project an actual start up date. Much work will have to be done prior to developing a time schedule to more accurately predict a wastewater plant start up time.
