As you are aware, that application concerns the construction of the intercity passenger railroad, All Aboard Florida (AAF). The subject public notice provides for a public comment period of twenty-one (21) days. It is the position of the City of Sebastian that a public comment period for a project that has a huge public impact must be reasonable. The ACOE is not being reasonable in expecting the City of Sebastian to effectively comment if you consider the following: 1. Although promised by AAF, the City has not received 90%, or100%, plans in order to effectively analyze intersection crossing and stormwater plans. 2. AAF, or the Federal Rail Administration (FRA), has not properly identified the historical and archaeological resources along the rail bed in Sebastian. The complexity of the proposed AAF project and the potential impact to, and on, the public dictate that a reasonable comment period is allowed. The City of Sebastian requests a sixty (60) day public comment period commencing after the AAF 100% plans are delivered to the City of Sebastian Engineer. hank you for your timely consideration of this request.
