Votapka, Utilities Director ,F13v SUBJECT: St. Johns River Water Management District Consumptive Use Permit No. 2-061-0142 UNR2M Attached is a copy of the Consumptive Use Permit for the potable water wells at the Filbert St. Water Treatment Plant that the City just received from the St. Johns River Water Management District. The original will be on file with the City Clerk's office. E/j(/ This permit allows the City to install a third well for increased withdrawals from 671,000 gallons per day now, to 840,000 gallons in 1995, 1,010,000 gallons in 1996, and 1,190,000 gallons in 1997. This permit is in effect for three (3) years or until January 10, 1998. Normally, a permit is issued for a maximum of seven (7) years. The reasons for the shorter permit as explained to me by Rick Burklew of St. Johns River Water Management District (SJRWMD) is as follows: 1) A water audit to account for unallocated water demand must be done by the City by January 10, 1997. 2) A leak detection study may have to be performed. 3) A reuse water feasibility study must be prepared and submitted to the SJRWMD by January 10, 1996. 4) A water conservation ordinance must be implemented by July 15, 1996. Since the sale of the City's Utilities systems to Indian River County is still pending and may occur very soon, I am uncertain as to initiating work on any of the above four items at this time. Should Indian River County purchase the City's Utilities, Items 3 �. �!; ! !f!F ';' '��:i �.; Page 2 of 2 and 4 would not have to be done at all. Items 1 and 2 must be done within two years from now.
