HomeMy WebLinkAbout2017 WM Catastrophic PlanSebastian Catastrophic Storm 2017 Operations Plan 1 City of Sebastian 2017 Catastrophic Storm Operations Plan Purpose: In the event a catastrophic natural disaster affects the City of Sebastian, this plan shall provide for service beyond the current contractual curbside service, to include the following:  Curbside service for current MSW subscribers for the City of Sebastian, or service for all residents of the City of Sebastian, regardless of subscription status  Additional solid waste volume beyond every day collection of items. 2017 Assumptions:  10,890 single family homes in Sebastian city limits  Approximately 7,949 curbside single family subscribers in Sebastian in 2017 o Single family subscribers have both an MSW and single stream recycling cart  Approximately 2,941 single family homes have only a single stream recycling cart in Sebastian o Approximately 10% of the no-service homes are seasonal residents and are generally vacant during summer months Operational Assumptions:  Indian River County will suspend curbside single stream recycling and curbside yard waste collection service for +/- 2-5 weeks, varying depending on storm/damage severity. o Note: Single stream curbside recycling service will be suspended throughout entire County, to include municipalities where WM currently collects single stream recyclables curbside.  Indian River County will permit residents to use single stream recycling carts to dispose of MSW during period of curbside recycling collection suspension. All MSW for collection must be containerized inside the cart(s).  Indian River County will set up a landfill temporary “fast lane” for WM trucks to quickly dump load and return to service area. Sebastian Catastrophic Storm 2017 Operations Plan 2 Additional Operational Equipment and Personnel, varying depending on storm severity:  1-2 Automated Side Load (ASL) collection vehicles o WM currently runs 3 ASL routes under normal operating conditions with one driver per vehicle  1 Rear Load (REL) collection vehicle o WM currently runs 1 REL route under normal operating conditions with one driver and one driver helper per vehicle  1 box truck (WM will rent)  1-2 ASL drivers  1 REL driver  1 REL driver helper  1 box truck driver Operational Plan:  MSW collected in Sebastian garbage and/ or recycling carts at curbside via ASL collection vehicles (1-2 vehicles)  Bulk items collected curbside via REL collection vehicles (1 vehicle)  White goods and E-waste collected curbside via box trucks (1 vehicle) Catastrophic Storm Plan Cost Estimate:  $1,200 per day per additional route needed beyond 3 ASL routes and 1 REL route. o Final number of routes needed depends on storm/damage severity o Cost covers driver, room and board for out of town driver, and collection vehicle  $200 additional charge per ASL per day to account for driver and vehicle overtime, regardless of number of routes  $300 additional charge per REL per day to account for driver, driver helper, and vehicle overtime, regardless of number of routes Catastrophic Storm Plan Cost Estimate for ALL Single Family City of Sebastian Residences:  Cost estimates above, plus  $5,587 per week to service 2,941 non-subscription residences in City of Sebastian
