John Martineau is our new Groundwater Technician and brings many years of experience in groundwater and the needs of small systems with him. John will be heading up our effort to provide on-site assistance and technical support to water systems as you establish your Groundwater Protection Programs. Ninety percent of Florida drinking water comes from groundwater sources. The intent of Groundwater Protection is to protect potable wells from contamination. This will reduce the risk of well replacement or restoration due to contamination. This is truly an area in which "An Ounce of Prevention is Worth A Pound of Cure" as there is a profound financial impact on communities when they have to install treatment facilities, locate new water sources, or remediate due to contamination. The only sure way to protect our water supplies now and for generations to come is to protect the source. Source protection can be accomplished through a five step plan. 1. Select a Planning Team 2. Delineate the Protection Area 3. Identify Contamination Sources 4. Manage the Protection Area 5. Develop a Contingency Plan With impending statewide regulations on Wellhead Protection it is very important to get started now protecting your supply. NOTICE OF PUBLIC WORKSHOP The Department of Environmental Regulation announces two public workshops to which all persons are invited. (Note: Pursuant to Chapter 93-213, Laws of Florida, the Department of Environmental Regulation and the Department of Natural Resources were merged into a single agency, the Department of Environmental Protection, effective July 1, 1993. Section 3 of Chapter 93-213 provides that the existing rules of the two agencies shall remain in effect as the rules of the Department of Environmental Protection.) PURPOSE: To receive public comment on proposed Chapter 17-521, F.A.C., Wellhead Protection, regarding delineation and regulation of wellhead protection areas, including discussion and consideration of the need for any rule on the subject matter. Although specific draft rule language is not proposed at this time, there will be a discussion on the regulatory implications of new well -siting. . Votapka, Utilities Director Jest/ SUBJECT: Meter Calibration I have arranged for John Lindsey of the Florida Rural Water Association to calibrate all of the water meters at the water treatment plant. John said that he will come to Sebastian on Monday. July 25th at 10:00 a.m. He figures that calibration of the meters will take approximately 3 days. There is no charge to the City. John can be reached at 1-800-872-8207 through the Florida Rural Water Association in Tallahassee. The following meters can be calibrated: 1. 6" meter on the plant's discharge line to the distribution system 2. 12" meter on the plant's discharge line to the distribution system 3. 4" meter on the precipitator 4. 6" meter on well no. 1 5. 6" meter on well no. 2 6. 3" meter on the recirculation line 7. 3" meter for the surface wash John can also spot check various house meters in the system.
