The pipe was installed at locations shown on the plans as prepared by Wayne Westerman which you should have in your possession The City of Sebastian has the remainder of the pipe to be installed stored at the water treatment plant at 170 Filbert Street. Please have Martin Paving furnish you with a proposal to provide the labor and equipment to install the remainder of the pipe crossings, as our Public Works Department has so many drainage culverts to replace it does not have the time to install the crossings. Votapka, Utilities Director ry�V SUBJECT: Inventory of Ductile Iron Pipe at Water Treatment Plant Bob Korda took inventory of the ductile iron (D.I.) pipe that the Public Works Department delivered to the Water Treatment Plant for storage after the initial pipe crossings were installed. The inventory of pipes is as follows: 1) 10" D.I. Pipe - 18-1/2 sections @ 20' each = 370' 2) 12" D.I. Pipe - 3 sections @ 20' each = 60' 3) 16" D.I. Pipe - 2 sections @ 20'each = 40' 1 section @ 18' each = 18' 58' As per plan, the remainder of pipe we need to install is as follows: 1) 10" D.I. Pipe 360' 2) 12" D.I. Pipe 60' 3) 16" D.I. Pipe 60' Note: The 10" D.I. Pipe water main crossing on the west side of Fleming Street should be directly connected to the existing 12" water main on the south side of County Road 512 by means of a wet tap. Satisfactory test results were received on Monday, March 6, 1995 by the Sebastian Utilities Dept. for the portion of the water system affected by the scheduled water outage. Therefore, the "boil water notice" can be removed immediately for those areas which had their water shut off from approximately 10:30 AM to 1 PM on March 4th. Those areas are as follows: 1) Chesser's Gap - which includes other commercial stores within and the Elks Club 2) Unit 14 Sebastian Highlands 3) Unit 15 Sebastian Highlands 4) Unit 12 Commercial Properties 5) Sebastian Elementary School 6) Italian American Club north of Food Lion and all the shopping complex, east of Collier Creek CR512 The Utilities Department is sorry for the inconvenience caused by the loss of water over a 2i hour period but fortunately there are no further scheduled water outages for the remainder of the County Road 512 Project. The 12" water main was lowered in the County Road 512 right-of-way by Treasure Coast Contracting. Bio Services of Vero, Inc. took bacteriological samples immediately following restoration of service, and again 24 hours later. The results proved satisfactory and were sent to your agency by Bio Services of Vero, Inc. After the bacteriological tests proved satisfactory, I wrote a "Press Release" which appeared in the local newspaper and on radio and television stations in the local area to remove the "boil water notice". Votapka, Utilities Director 0� SUBJECT: Lowering of 12" Water Main at Collier Creek on Saturday, March 4, 1995 Treasure Coast Contracting shut down the 12" water main supplying water to Units 12, 14, and 15, the Food Lion Complex and Sebastian Elementary School on Saturday, March 4, 1995 at approximately 10:30 AM. Bob Korda of the Sebastian Utilities Dept shut down the gate valves - one in the paved alleyway west of Chesser's Gap (Food Lion Complex), and the others at the intersection of the alley and South Wimbrow Drive. Larry Myers of Treasure Coast Contracting installed four (4) D.I. 450 Bends and D.I. pipe within the 15'-3" section of PVC pipe that was removed. All joints were restrained with retainer glands. HTH was placed in the pipe before it was joined together. After the assembly was complete, the line was flushed and service was restored around 1 PM. Jane Burton of Bio Services, Inc. took samples for bacteriological testing. Larry told me that no ground water entered the pipe during construction. I notified Nu Pack Convenience Store and all the stores in Chesser's Gap that the water was restored. Nu Pack's water system had a lot of air in it. Eventually, some rusty colored water came out of the top, followed by white milky water which was caused by dissolved oxygen. Eventually, the water cleared up as we ran it. The Spurs Western Wear Store in the 661 Center did not have any air, dissolved oxygen or rust in the water. It was the only store open in the 661 Center. None of the stores in Chesser's Gap had problems either. As of 8:30 AM, Monday, March 6, Bio Services of Vero reported good results for the bacteriological tests. Engineer; Jim Tuomikoski and Clint Barker of Martin Paving; and Jerry Thomas, City Public Works Supt. at the CR512 field office at 9:30 AM yesterday. We discussed the following: A) INSTALLATION OF PIPE CROSSINGS 1) Regarding the Utility Pipe Crossings under the eastbound lanes of CR512, Martin Paving would be installing them. However, they were not going to pressure test them because they claimed testing their sections would be against the sections the City Public Works Dept. put in last year and Martin Paving didn't want to be responsible for any of those sections which may fail. 2) I suggested leaving the joints exposed on the pipe Martin Paving installed to visibly inspect for leaks on their portion only. This was mutually agreed to by Jim and Clint. 3) I suggested that the City could have Treasure Coast Contracting pressure check the water mains. They have their own test pump and assemblies. Jerry Thomas has two (2) assemblies we can borrow. Jim Tuomikoski wants to test four pipe crossings at a time. In this way, he can complete all of the testing in two stages. I will contact Treasure Coast Contracting about this. Page 1 of 3 Page 2 of 3 Feb. 28, 1995 Memo to CR512 File The testing will consist of 2 hours at 150 psi. Pressure will be maintained between 145 - 155 psi and the allowable leakage recorded. 4) Jerry Thomas agreed to load the pipe on the City trucks and haul to the CR512 job site. The ductile iron pipe for the job is presently being stored at the Filbert St. water treatment plant. Jerry would pick up the pipe on either Monday or Tuesday. Feb 27 or 28th. Skip will dummy lock the gate if he leaves the plant so Jerry can get in. 5) The one crossing at Fleming Street must be wet tapped into the existing 12" PVC C-900 water main within the CR512 right-of-way. Rich will call Treasure Coast Contracting to get a price quote to do the work. 6) Jerry Thomas said he would fill the pipe crossings under CR512 with water for the purpose of pressure testing. Martin Paving did not have a tank truck on the job. Jim said that his company would charge $35 per hour to do the job if Martin Paving supplied the truck. 7) Clint Barker said he hopes to have the crossing pipe ready for testing by Friday. March 3rd. B) CONFLICT BETWEEN STORMWATER PIPE AND WATER MAIN To the best of Roger Cain's knowledge, the only conflict encountered on the south side of CR512 between a water main and storm sewer line would be at the vicinity of the 48th RCP west of the Nu -Pack Convenience Store. The 12" PVC water main has to be lowered by 24". I stated that Jim Tuomikoski and I met at 11.30 AM on Friday, Feb 24th to discuss lowering 120 feet of 12" water pipe, cutting the 12" water main and lowering it, or installing a conflict manhole. Because the 48" RCP is so large, Roger ruled out the conflict manhole. Jim said he asked Treasure Coast Contracting for a price quote to lower the water main. Martin Paving didn't want to do the job themselves because their regular pipe crew was not on the job and were too busy at another project to come to Indian River County. Roger suggested installing a 6" bypass by wet tapping the line in two places so we could shut down the 12" water main while maintaining continuity of service. I told Roger that the distance between the main line valves was too great to accomplish this. A 6" line would have to cross the Fleming Street entrance to Food Lion. As a result, this idea was abandoned. Page 3 of 3 Feb. 28, 1995 Memo to CR 512 File A question was raised about who was paying for all this. I stated that the City's position in my opinion was that the County was paying for the utility line relocation. The line was located and shown on the plans. The County or its design engineer should take elevations to determine whether or not a conflict would exist. Appropriate action could be taken long before the conflict was found in the field when the contractor encountered it. Roger Cain said that the County is still looking for the City to pay for the conflict structure put in at the Sebastian Elementary School. I wrote a letter to Roger Cain expressing the City's opinion that the County should pay for this structure. Roger said that is still an issue but he didn't really want to discuss that issue at this time. It was decided that we would learn if Treasure Coast Contracting could lower the water main. If not, we could have them cut the pipe in accordance with the procedure I developed on Feb. 24, 1995 and gave to Jim. The pipe would have to be 18" below the invert of the 48" RCP and would have to have restrained joints. 450 Bends could be used. The pipe would have to be flushed at the nearest hydrant; and would have to be sampled for two consecutive days for bacteria before a boil water notice could be lifted. See the attached sheets dated 2/24/95 for details. I would contact Bio Services of Vero to arrange for them to take the tests. The tap would be made in the existing right hand deceleration lane into the shopping center, but Larry did not have to repair the pavement as far as I know. 4) In lowering the water main in the vicinity of the 48" RCP west of the Nu Pack Convenience Store, I told Larry to notify me as soon as possible after he learns he has the job so I can notify the Press Journal & Sebastian Sun about a 4 hour water outage. 6A, March 2, 1995 Sebastian, River Area SGrant $Micco-little Hollywood $Barefoot Bay (Sebastian *Fellsmere *Roseland • Vero lake Estates East Highlands Area To Be Without'Water By LEIGH GLENN Press -Journal Staff Writer Sebastian officials are encour- aging residents and business peo- ple in the eastern section of the Sebastian Highlands to stock up on clean water before the week- end. Residents using city water will find their taps dry on Saturday between 9:30 a.m. and 2:30 p.m. as city crews move a water main. The areas affected include resi- dences south of County Road 512, east of Collier Creek, in and around South Wimbrow Drive (Units 14 and 15); the Chesser's Gap shopping area; commercial properties east of Collier Creek (Unit 12); Sebastian Elementary School and the Italian American Club, both north of C.A. 512. A 12 -inch main supplying water to those businesses and resi- dences will be lowered to make room for a 48 -inch drainage pipe into Collier Creek. The move must be done now to accommo- date road construction, Sebastian Utilities Director Richard Vo- tapka said. "It's a stormwater drainage pipe between the north and south sections of Collier Creek," he sai- d."It will provide flow from one section to the other section across County Road 512." Treasure Coast Contracting Inc. of Vero Beach is doing the work. While employees with the com- pany will try to make sure groundwater does not leak into the water main during construc- tion, customers should boll water for drinking and cooking for 72 hours after water is turned back on or until Tuesday at 3 p.m., Vo- tapka said. He will issue notices telling resi- dents when they no longer need to boil their water. City officials will send water samples to Bio Serv- ices of Vero Inc., to be tested. The tests must show there Is no bacte- ria present before water service can resume, Votapka said. When water is restored, it may appear reddish brown. The discol- oration happens when refilling and repressurizing the water main dislodge rust particles, Vo- tapka said. Once the flow stabi- lizes, the reddish -brown color should disappear. "It's a matter of flushing after- ward to clean up the system," he said."The water will appear clear again after a tertian number of days." The rust particles are not harm- ful. But if they are still present after Wednesday, residents should call the city's Utilities De- partment, 388-5357 or 388-5536. The water outage should be the last for the C.R. 512 expansion, Votapka said. "I really don't anticipate any other outage associated with up- coming phases," he said. We have discussed this with Mr. Westerman and also have reviewed the FDOT flexible pavement design manual and believe that in the interest of economy it is permissible to substitute the FC -3 friction course for the Type S-1 asphalt as we have bid items for both items in the plans. The substitution is to occur between Stations 37+02.69 CR512 Westbound to Station 43+62.19 Westbound CR512 on the south end and from Station 159+96.17 to Station 162+17.18 CR512 westbound lanes for the north end. Appropriate leveling shall be used to match grades at the points where the paved surfaces join, as directed by the project manager, Mr. Howard. He said that our water main was approximately 6" too high and he wanted to know if we could lower it. I told him that because the City wanted to sell the water system to the County that the Utilities Dept. only had three (3) field personnel. There was not enough manpower nor equipment at Utilities to do the job if we wanted to. I'd have to contact a private contractor. However, I told Clint that our Dept. had encountered a similar experience before near the Sebastian Elementary School where a conflict was encountered between the water main and the drainage pipe. I told Roger Cain, County Engineer, that our personnel had located the pipe. It was the County's responsibility to dig down to the water main to take elevations. The elevations would have shown the engineer if the water main was in conflict with the design. I maintained the position as I did earlier that the City would not be responsible for the cost of depressing or relocating the water main or installing a conflict manhole. He asked me if I had received a letter from Roger Cain, County Engineer. I told him that I had not. In fact, I had met with Wayne Westerman of L. Robert Kimball & Associates, engineers for CR 512, a couple of months ago (July 15, 1993) at his office in Vero Beach to determine the size, length, location, and elevation of the sleeves under CR 512. I was supposed to receive the drawings in a couple of weeks but never received anything. Jim then put Roger Cain and Wayne Westerman on the speaker phone. Roger said he thought he had sent me a letter but possibly was just thinking of sending me a letter and didn't. Jim Davis told me that Wayne Westerman of L. Robert Kimball & Associates (formerly Kimball -Lloyd and Associates) had estimated the installation cost to be $70,000.00 for all of the sleeves. Jim wanted to know how the City was going to pay the County for the installation. To my surprise at Jim's remarks, I informed Jim that I was unaware that the City had to pay for the cost of installation. Up until this conversation. I was under the impression since February that the installation of sleeves for utilities under CR 512 was to be included in the road project which was financed by County traffic impact fees. Jim Davis then said that the impact fees would not cover the sleeves because they were "Utility" sleeves. I told Jim that they were casing pipes, not actual water and sewer lines. He asked me if I still wanted the sleeves to be installed. I told him that I did because installing them in the ground now will be a lot cheaper than boring and jacking later or cutting the road when its completed. Besides, the County probably wouldn't allow the road to be cut. I told him that I did not have the funds for $70,000.00 sleeve installation in the budget and the budget has already been adopted. Jim said that payment for the sleeves could be deferred for a year or until a new budget is approved for 1994/1995. Page 2 of 2 October 8, 1993 Memo to Kay O'Halloran Jim Davis told me that when Indian River Blvd. was designed, the City of Vero Beach paid the engineering fees and installation fees for all the sleeves to be installed. Jim told me that the City would have to pay for the engineering for L. Robert Kimball & Associates as well. I wasn't aware of this either. Since I have been working with L. Robert Kimball on this project, the City has never been billed. Now, all of a sudden the City will be billed. The engineering supposedly would amount to approximately $3,000.00. I told Jim to write me a letter detailing the costs and I would discuss this with Kay O'Halloran, Acting City Manager and Marilyn Swichkow, Finance Director. I asked Jim how much time I had to make a decision to see where the City could find the necessary funds. Roger Cain said that possio-;, the bids for the work would be let in 60 days. Therefore, I had some time. Jim said that Wayne Westerman at L. Robert Kimball would be sending me a cost estimate for engineering next week. I told him that I would first like to see the drawings with the sleeves on them. However, Wayne said that the sleeves were never drafted on the plans. I told all of them just to send me their letters first and I'll discuss them with the Acting City Manager and the Finance Director before any decision would be forthcoming from the City to the County. Personally, I have the feeling that once the County Public Works Department had L. Robert Kimball estimate the cost of installation of the sleeves, the Department realized that it did not have enough money within its budget for CR 512 to do the job. Therefore, the County is now looking at the City to fund the entire cost of installation and engineering. Not once since February did anyone in the County or at L. Robert Kimball state that the City would have to install the sleeves at its expense; that the money would not come from the traffic impact fees paying for the CR 512 project. I mention February because Jim Davis, County Public Works Director, contacted me about installing sleeves under CR 512 when he learned that I had accepted the position of Utilities Director in Sebastian. Perhaps we should have a meeting with Mr. Chandler to discuss this particular matter as to why the City must fund the costs of the sleeves. JeWsleeves U.S. PIPE FIELD LOKO Gaskets Instant Joint Restraint Restrained joint pipe and fittings are used in pressurized ductile iron pipelines to prevent the joints of the line from separating due to thrust forces. Thrust forces generally occur at changes of direction in the line. Usually, a calculated length of pipe line extending from the location of a thrust force is restrained in the joints so that the soil surrounding the line can resist the force. The entire pipeline is often restrained for installations in poor soil or for critical lines. By simply insert- ing a FIELD LOK gasket into the socket, restraint is instantly achieved when the joint is assembled. Stainless steel locking segments vulcanized into the FIELD LOK gasket grip the pipe to prevent joint separation. FIELD LOK gaskets are listed by Underwriters Laboratories for 250 psi operating pressure. TYTON JOINT pipe and fittings restrained with FIELD LOK gaskets are approved by Factory Mutual for 200 psi operating pressures. (Factory Mutual requires qualification tests at four times the rated pressure.) With the use of the FIELD LOK gasket, push -on joint ductile iron TYTON® pipe or fittings can be quickly and securely restrained as the joint is assembled. Field cut pipe are no longer a problem to restrain. No pipe surface preparation or grooving is required for field cut pipe. With the FIELD LOK gasket in place, the joints are restrained without thrust blocks, bolts, grooves, rods, clamps, or retainer glands, resulting in savings of labor, material, and time. The end of field cut pipe must be beveled as required for any push -on joint pipe. Attempt to pull the joint apart to ensure that the joint is properly restrained. NC TE: If the pipe is inserted too far into the socket it will not be possible to fully deflect the joint. After the assembly, the joint may be deflected up to 5 degrees. A 5 -degree deflection will give an offset of 19 inches or a radius of curvature of 205 feet with 1&foot pipe lengths. A feeler gage can be inserted into the socket to verify the proper installation of the joint (or to determine if the joint has been assembled with a FIELD LOK gasket). Special Notes Regarding the Use of FIELD LOK® Gaskets 1. Do not use FIELD LOK Gaskets to provide electrical joint conductivity for thawing purposes. Such use may damage the gaskets. 2. Use FIELD LOK Gaskets only in push -on joints which have the trademark TYTON® or TYTON JOINIO. Use in other joints may result in joint separation. 3. Do not use FIELD LOK Gaskets with corroded pipe. 4. Do not use FIELD LOK Gaskets with gray iron pipe or fittings nor with plastic pipe or fittings. 5. Always make sure that the gasket is properly placed in the socket with the bulb or thickest portion of the gasket being deepest in the socket. FLA 6. Do not reuse FIELD LOK gaskets. 7. DISASSEMBLY While wearing gloves to protect hands, insert an extractor shim into the carrying anvil (slotted and curved steel block) and apply lubricant over the leading edge of the shim. Commencing at the bottom of the joint, drive the shim under the gasket by striking the anvil. Pry the anvil off the shim and insert a new shim. Once an estimate of $70,000 was furnished to the County by its consultant, Kimball -Lloyd and Associates, to have the contractor for CR512 install the pipe, the County informed the City's Utilities Department that the City would have to pay for the installation. The County stated that since the pipes were for utility crossings, traffic impact fees were not applicable for funding such installations. Dan Eckis volunteered the City's Public Works Department to provide the labor and equipment to install the pipe in March, 1994, if the Utilities Department would purchase the pipe and pressure test it. The Utilities Enterprise Fund will reimburse to the City's General Fund for the actual charges incurred by Public Works for the installation. The large pipe diameter is to be procured by "piggybacking" the 1993 utility bid prices from St. Lucie County, Indian River County, and Orange County bids. These Counties order large quantities of materials at a time, and therefore, the bid prices would most probably be considerably less than if Sebastian received bids for the small amount of material it needs. Roseland Road It is recommended that pipe with an outside diameter of 20 -inches be installed at the above locations. This pipe is sufficient to carry a 10 -inch watermain, based on the outside diameter of the mechanical joint gland. Moreover, the carrier pipe should meet the requirements of the Florida Department of Transportation "Utility Accommodation Guide". In addition, the thickness of the casing pipe should be not less than 0.25 inches and shall be of sufficient length to meet the FDOT requirements. McClary City Manager FROM: Daniel C. Eckis, P. City Engineer/PubliWorks Director RE: East Extension of County Road 512 A meeting was held in the City Manager's office on July 13, 1993. Attendees at the meeting were Jim Davis, Public Works Director of Indian River County, Roger Caine, County Engineer, Wayne Westerman with Kimball and Associates, Bruce Cooper, Community Development Director City of Sebastian, Richard Votapka, Utilities Director, and myself. The County presented the City with an overall plan view of the eastern extension of the twin pairs alignment and cross connection streets. The purpose of the meeting was to identify the proposed connector streets and who would be responsible for the installation costs. The County contended that this was a similar layout that had been previously approved and brought before City Council on May 13, 1992 with the exception of the connection of Temple Avenue to Louisiana which had been eliminated. Staff felt that this was a significant change from the approved layout and that it would be necessary to bring it back to City Council for approval. The County suggested that a town meeting with the residents of Orange Heights should be held prior to bringing this matter before City Council to inform the residents as to the proposed improvements and how this would affect them. Staff found that this was a proper approach and would support the County by having the meeting held in the City Council Chambers and to provide addresses of the residents within Orange Heights. The County would provide a connection to Orange Heights near the center of Temple Avenue which would connect to the westbound lane of County Road 512. The City then could extend the pavement at Veterans Memorial Way to the westbound lane of CR 512 opposite the connection to Orange Heights.• This would provide reasonable access for the residents back to Louisiana avenue for Eastbound traffic movement. The plan indicated that Louisiana would be terminated in the Cul- de-sac by the FPL compound area and that High Street would be constructed and connected to Louisiana providing a connection for both west and eastbound traffic on CR 512. In addition, the County would construct, near the convience store AM PM Foodtown, an extension of South Wimbrow drive providing the cross connecting street. We explained to the County that this would be the point of connection as the South Terminus of Gibson Street. The alignment has not been determined but it is concieveable that when Gibson Street is extended that Orange Heights would be provided secondary access points along their west property line. Further in the discussion, concern was raised by Richard to provide a bike path along either one of the legs of CR 512. There was limited right of way for the eastbound leg and therefore, the westbound appeared to be the favorable corridor for the bike path which would connect at U.S. #1. Up until this conversation, I was under the impression since February that the installation of sleeves for utilities under CR 512 was to be included in the road project which was financed by County traffic impact fees. Jim Davis then said that the impact fees would not cover the sleeves because they were "Utility" sleeves. I told Jim that they were casing pipes, not actual water and sewer lines. He asked me if I still wanted the sleeves to be installed. I told him that I did because installing them in the ground now will be a lot cheaper than boring and jacking later or cutting the road when its completed. Besides, the County probably wouldn't allow the road to be cut. I told him that I did not have the funds for $70,000.00 sleeve installation in the budget and the budget has already been adopted. Jim said that payment for the sleeves could be deferred for a year or until a new budget is approved for 1994/1995. Robert Kimball on this project, the City has never been billed. Now, all of a sudden the City will be billed. The engineering supposedly would amount to approximately $3,000.00. I told Jim to write me a letter detailing the costs and I would discuss this with Kay O'Halloran, Acting City Manager and Marilyn Swichkow, Finance Director. I asked Jim how much time I had to make a decision to see where the City could find the necessary funds. Roger Cain said that possibly the bids for the work would be let in 60 days. Based on our discussion last Thursday, I increased the size of the east casing at the Barber Street intersection to 30" diameter which will accommodate a 16" diameter PVC main. I also increased the size of the 20" casing you suggested for Easy Street to a 24" casing which will facilitate a 12" diameter PVC main. Should the City find itself in a position to supply water to the Saint Sebastian development, once the GDU water treatment plant on Filbert Street is acquired, it can do so by installing a 12" main north along Easy Street. The 12" main will have enough capacity to supply water within Sebastian Highlands north of County Road 512. I added three 20" diameter casings to my initial list to accommodate two major force mains which someday may cross County Road 512, and one reuse main which may carry reuse water from the GDU wastewater plant once the City takes it over. The major force main which I suggested cross CR 512 on the west side of. Barber Street would convey wastewater from the entire west section of Sebastian Highlands to a future wastewater treatment plant to be located on the west side of the Sebastian Airport. I purposely did not route the force main up Roseland Road because the County has a major water transmission main on the west side and the City would have its water main on the east side. I wanted to avoid a water main and force main in close proximity to each other on the same side of the right-of-way. Mr. Hal Schmidt, P.E. The main would emanate from the GDU wastewater treatment plant on Bailey Drive; run north to the drainage right-of-way at the southeast corner of Sebastian Highlands, Unit 15, run west to South Easy Street; cross the canal to South Wimbrow Drive; run west on South Wimbrow Drive, and eventually intersect with Fleming Street. From there, it would travel north to the Golf Course or Airport property. Of course, if the GDU Wastewater Treatment Plant were deactivated, the reuse water main would serve as a force main. The north piping would be routed to the new future wastewater treatment plant on the west side of the airport. I don't anticipate that the size of the force and reuse mains would exceed 8" in diameter. However, I sized the casing under CR 512 for carrying 10" diameter PVC pipes as a more conservative approach should the need arise in the future. If you disagree with me as to location and size of the three wastewater casings I added without the benefit of prior discussion between us, please call me as soon as possible. There will be a scheduled water outage for the following areas on Saturday. March 4. 1995: 1) Chesser's Gap - which includes Food Lion and all other commercial stores within the shopping complex, and the Elks Club 2) Unit 14 Sebastian Highlands 3) Unit 15 Sebastian Highlands 4) Unit 12 Commercial Properties east of Collier Creek 5) Sebastian Elementary School 6) Italian American Club north of CR512 It is anticipated that the water will be shut off between the hours of 9:30 AM and 2:30 PM. The reason for the outage is that the 12" water main supplying water to the above areas must be lowered to provide for the installation of a 48" diameter drainage pipe into Collier Creek. The work is in conjunction with the County Road 512 project and should be the only scheduled water outage during the course of construction. Residents and businesses are encouraged to fill containers with water for drinking, cooking, and other uses prior to the scheduled outage. Although all precautions will be exercised by the contractor to keeping groundwater from entering the water main during construction, customers are encouraged to boil water for drinking and cooking purposes for 72 hours following the restoration of service or until approximately 3 PM on Tuesday, March 7th. Public notices confirming the discontinuance of the "boil water notice" will be issued as soon as practical following final laboratory tests. Refilling and repressurizing the water main may dislodge rust particles which will cause a reddish brown tint in the water. Once the pressure and flow is returned to normal, the reddish brown tint should,disappear after two to three days. The rust particles in the water are not harmful although the discoloration of the water may be very noticeable.
