ADDroval of Minutes - March 22, 2017 CRA Meeting MOTION by Ms. Kinchen and Vice Chairwoman Coy to approve the March 22. 2017 CRA minutes. ROLL CALL: Vice Chairwoman Coy -Aye Mr. Dodd -Aye Mr. Hill - Aye Ms. Kinchen - Aye Chairman McPartlan -Aye Motion carried 5-0. C. ADprove Revised Facade. Sion. and Landscape Grant Application (Transmittal, Reoulations. Summary) The Community Development Manager explained that Waste Management developed a commercial waste recycling program but CRA businesses were hesitant to join because of the cost to enclose or enlarge recycling dumpsters as required by code. She said the City would like to keep the dumpsters enclosed and thought by offering grants to offset some of the cost the businesses might be more willing to join the program. She said page two of the application was revised to add a maximum award of $1,500. to help construct the enclosures. MOTION by Mr. Hill and SECOND by Mr. Dodd to approve the revised Facade, Sign, and Landscape Grant Application. Vice Chairwoman Coy asked if there was a time frame that could be extended for businesses to join the recycling program. The City Manager reported that Waste Management does have two businesses interested in joining and would get back to the board with the program's time frame. Toward that end, the City recently mailed a Septic -to -Sewer `Eligibility' letter describing information on the grant. Along with the letter, an educational insert was included to 144 eligible property owners within the CRA district. In addition, the City staffed a booth at the Earth Day Celebration educating the public on the grant program and handing out similar brochures, flyers, and yard signs. An updated summary of the grant program is attached indicating funds spent/available. If your property is not currently connected to the IRC wastewater treatment system, you may be eligible to receive an individual grant, up to $15,000, for costs incurred for the transition from septic to sewer. A public sewer line must exist in your area for possible hook-up. If your property is already connected, please disregard this letter. Eligibility requirements and grant limitations include: • Must be a property owner within the CRA District and not delinquent on any property taxes; • Grants will not be awarded for sanitary sewer improvements made prior to filing a completed Sebastian CRA Septic -to -Sewer Grant Program Application; • SSP grant funds may be used to match or supplement other grants seeking connection to the Indian River County wastewater treatment system, provided that the SSP grant award does not surpass the total value of the project. Please note that if you meet the qualifications, and are awarded a grant, funds will be disbursed as a reimbursement after receipts and documentation are submitted and inspection of improvements are verified. Grants will be awarded at the sole discretion of the Sebastian CRA Board. Regards, Joseph Griffin City Manager Here's Why Your Septic Tank May Be A Problem My septic system is NOT backing up! This does not mean that your septic system is doing its job. H the system were installed before 1983, the Viruses, bacteria and nutrients in the iastewater are likely leaching into the groundwater. The life expectancy for a septic system is 20.25 years. Many of the houses within the Cite of Sebastian were constructed in the 1980's Avidt septic systems. These septic systems are at the end of their useful lives and should be connected to a public sewer system. In the City of Sebastian main• of the septic systems have less than two feet separating the drainage fields from groundwater. A Health Department study shows that 096 Nitrogen is removed from the wastewater where there is insufficient filtering. A septic system can remove bacteria and viruses only where there is appropriate soil to filter the effluent. The rapidly percolating, sandy soils of the barrier island are not effective filters. They allow harmful substances to slowly flow into the Lagoon. The Indian River Lagoon suffers from excess Nitrogen and Phosphorus. These stimulate algae to grow, killing other life in the Lagoon. Dolphins, sea turtles, fish and manatees show evidence of disease and viral tumors. According to Saint Johns River Water Management District studies, a significant amount of seagrass has died from the Vero 17th Street Bridge to the Sebastian Inlet. Seagrass beds are the nursery of a healthy Lagoon. How do we know that Nitrogen from septic tanks is getting to the Lagoon? Harbor Branch scienasis tested groundwater Rowing into the Lagoon. Their findings of sucralose (artificial sweetener) confirm that Nitrogen and other contaminates from septic effluent are entering the Lagoon. It's time to upgrade your septic system.
