SUBJECT.- Golf Cart "Barn", Sebastian Municipal Golf Course
Recently, concern has been expressed about the condition of the barn. Last week, I asked
Patrick Cer an, Golf Pro -Manager to get George Bonacci, Chief Building Official to inspect
and issue a written report on the condition of the barn, a copy of which is attached.
Today, I asked Richard Votapka, Public Works Director to assist, which he did, in spite of
a very busy schedule, he called two retired professionals to meet with me.
Carl Behr, retired architect, George Myrick, retired electrician and myself made a field trip
to the "Barn".
After consideration of the facts presented to me and my own personal observation, I submit
the following recommendations:
1. The "Barn" project should be declared an emergency because the structural
integrity of this structure is extremely bad.
2. A structural licensed engineer should be immediately retained to:
a. Assess the structural integrity of the barn for its intended use and
make a recommendation.
b. Address what will be required to bring the structure up to
acceptable standards for its intended use.
3. The issue of aesthetics will need to be addressed and probably done in
conjunction with the structural construction.

RE: Cart Building at Golf Course
At the request of Pat Cerjan, I have inspected the Cart
Building at the Sebastian Municipal Golf Course.
This building has steel post and beam construction. The
posts on the east wall are badly rotted, apparently from
battery acid exposure over a period of years. This condition
makes the building unsate and could possibly collapse. The
steel posts need to be repaired by cutting off the rotten
areas and welding replacement sections to the remaining good
beams.
Also, the T-111 siding on the east wall is badly rotted with
large voids entirely through in some places. The building
sits lower than the paved areas to the east and south causing
this siding to deteriorate. My suggestion is that an 8"
square curbing be placed along the exterior walls on all
sides (reinforced with steel and connected to the existing
slab with steel bars). Then the framing and exterior siding
can be placed on top of this curbing.
I am afraid that any great delay in these repairs will create
a situation which is hazardous to both the public and city
employees. Further deterioration may result in a
condemnation of this building. I also understand that the
City has recently invested a great deal of money into new
equipment (carts) which could be lost if the building were to
collapse.
Your immediate attention to these repairs would be greatly
appreciated. If I can be of any further assistance to you in
this matter, please let me know.
