Subject: Agency Certification
The Consultant selected for the above referenced project is The LPA Group. The CCNA
Certification is attached.
For the above referenced project I, Joseph F. Griffin, Airport Director, certify the following:
I Bidding process and Contractor selection complies with all applicable federal, state and
local laws, rules, regulations and policies;
In accordance with Florida Statutes 287.001 the lowest responsive bidder,
West Construction was selected and the bid process was/is in compliance
with 12.30 Disadvantaged Business Enterprise (DBE) Policy and
Obligation of the Joint Participation Agreement.
❑ The lowest bid was not selected and the bid tabulation including the
engineer's estimate and signed consultant recommendation letter are
attached.
All 3rd party agreements for this project do not obligate the Department of Transportation
(DOT) to anything outside the above referenced JPA and DOT will only reimburse meals
and per diem as outlined in FL Statute 112.061.

I hereby concur with the above certification for the referenced project. Legal aspects of the bid
documents were not addressed because it is considered the responsibility of the Sponsor to
ensure compliance with all applicable laws, statutes and ordinances. We hereby issue an
Authorization to Award the contract to H&D Construction. Approval of this award is not a
commitment for funding above the amount allotted in the Joint Participation Agreement.
At this time:

❑ We cannot issue a Notice to Proceed until the following documents are .
