Recommendation: The Procurement Division, on behalf of the Community Development Department, recommends that the Council Approve Change Order decrease of contract price to Ferreira Construction; and recognize the change in funding allocation for (ITS) #20-07 Fisherman's Landing Shoreline Protection & Parking Improvements. Background: ITB #20-07 was awarded to the lowest, responsive and responsible Bidder, Ferreira Construction Southern Division Co., Inc. for Fisherman's Landing Shoreline & Parking Improvements on September 23, 2020. The shoreline and parking improvements were designed by Applied Technology & Management (ATM) and Schulte, Bible & Stoddard LLC. The design for construction considered the City's relationship with Fisherman's Landing Sebastian, Inc. and ensured to incorporate space needed to allow no disruption to their operation. Collaboration with the Fisherman's Landing group resulted in the agreement of some cost being paid by them. The base bid amount of $533,838.63 included the approved re -design of the parking lot to incorporate the needs of the commercial fishing operation. Due to challenging economic times, the Fisherman's Landing Sebastian Inc. is unable to cover the entire costs of the re -designed improvements and escalating construction costs realized from the approved bid. Staff has diligently worked with Ferreira Construction to "value engineer' the design that resulted in a reduced base bid by 9% without reducing quality of construction. In addition, Fisherman's Landing reached out to their distributors who generously contributed to the costs. The following provides the City Council a breakdown of the change in costs and funding. On November 6, 2020 we made a thirty thousand ($30,000.00) dollar commitment to The City of Sebastian which will be delivered to the City no later than November 20, 2020 followingthe approval of the City Council on November 18, 2020. Additionally, Fisherman's Landing Sebastian, Inc. Commits to be the responsible party for the design and construction of the "wood pier', a connection between the parking lot and the fisherman's dock.
