Thursday, November 11— Veterans Day Observance at Veterans Memorial in Riverview Park — Item Mayor Dodd announced the upcoming events in addition to the Exchange Club's Junior Blue Water Open which will be at Riverview Park on Saturday, October 30 from 8:30 am to 1:30 pm He also said on December 9 at 9:00 am, the final new map for the redistricting would be reviewed and approved by the Indian River County Commissioners. He noted the map included positive new changes that he would like to think that Sebastian helped to formulate. 7. PUBLIC INPUT Grace Reed, Sebastian, said she has spoken about the importance of the right to vote, and on the Supervisor of Election's website it is noted that only 10% vote -by -mail ballots have been turned in so far for Sebastian and Vero Beach. She asked the public to contact the candidates personally to make their own informed decisions instead of relying on social media posts. She thanked the current Council for working diligently in getting the City back on track. Andrea Ring, Quarry Lane, said she has received her tax bill and thanked Council for working diligently on the budget. She asked the public to vote for who will do the best for the City as a whole. Patti Sullivan, Sebastian, thanked the Council Members for their service. She said she has lived here for nine years and loves the fact this is a wonderful retirement community but as they move forward she asked Council to focus on families. 8. September 29, 2021 CRA Budget Hearing Regular City Council & CRA Meeting October 27, 2021 Page 3 MOTION by Mr. Nunn and SECOND by Mr. McPartlan to approve the minutes of the May 26 and September 29 meetings passed with a unanimous voice vote. (5-0) B. Fa8ade. Siknn & Landscape Proaram i. Consider Grant Request from Purple Pelican Car Wash - 13020 U.S. Highway 1 (Transmittal, Summary, Application) The City Manager said Mr. Arvanitis owns the car wash on US 1, the improvements will do a lot for that location, and he believed it was a deserving project. John Christino spoke in favor of the grant. MOTION by Mr. Jones and SECOND by Mr. Nunn to approve the grant request for the Purple Pelican Car Wash. Mr. Nunn said he has talked to the owner who is doing a lot to improve the location with sound barriers and landscaping. Roll call: Vice Chairman Hill - aye Mr. Jones -aye Mr. McPartlan -aye Mr. Nunn - aye Chairman Dodd - aye Motion carried. 5-0 C. Septic -to -Sewer Program i. Consider Additional Grant Request from Ronald Sypher - 1683 N. Central Avenue (Transmittal, Letter, Quote) The City Manager said when the original grant was approved in 2021, it was discovered there were two separate septic systems at the site and the Board has considered second systems in the past. He requested the additional funds to decommission the second tank. MOTION by Vice Chairman Hill and SECOND by Mr. Nunn to approve the grant request. Roll call: Mr. Jones - aye Mr, McPartlan -aye Mr. Nunn -aye Chairman Dodd - aye Vice Chairman Hill - aye Motion carried. 5-0 9.
