Aeenda Item Title: Award of Mowing Services for Invitation to Re -Bid ITB #22-02.
Recommendation: Staff recommends Council Award Re -Bid IIB #22-02 to Conlon Landscaping for
both the Right of Way Swale Areas and Ditches Mowing Services to begin in
February 2022 for a term of two (2) years and the option to extend for two (2) one-
(1) year terms with the agreement of both the City and the Contractor.
Backeround: The City of Sebastian requested bids for mowing maintenance services and other
related work in the Right of Way Swale Areas and Ditches located within the City. Staff recommends that Conlon
Landscaping be awarded the bid for both the Right of Way Swale Areas as well as the Ditches. Conlon's bid was the
second lowest for the Right of Way Swale Areas and is recommended due to their past work experience and references.
The lowest bidder is no longer working with the City. For the Ditches portion of the mowing, Aero Gmundtck came in
with the lowest bid, but they did not accept the City's offer to maintain the Ditches. Anthony's Lawn and Landscaping
came in as the second lowest bid, but does not appear to have sufficient equipment to perform the Ditch work in a timely
and safe manner. Therefore, Staff also recommends awarding the Ditches portion of the bid to Conlon Landscaping,
who has the equipment to perform the work in a timely and safe manner.

Total Cost: $548,500
