Phase 1 — Contactual Plannino and Dasion Davelooment �.O Preliminary Engineering 7 .'I Boundary Topographic/Informational Survey: Provide survey in ACAD format. Survey will include route /topographic survey of Barber Street within the limits of the work area described herein. '1.2 Geotechnical investigation: N/A t.3 Meeting with client to discuss route and location of the proposed sidewalk and crosswalk improvements . t.4 Pre -Application: Discuss with jurisdictional agencies include FEC railroad authorities and SJRWMD (if required), present supporting document and exhibits, and ascertain/confirm permitting requirements. t.5 Conceptual Plan Preparation: a. Prepare a conceptual development plan of the sidewalk/ crosswalk, incorporating the survey antl existing site conditions. b. Coordinate with the City of Sebastian Public Works departments to determine any additional infrastructure improvements and determine necessary construction required. c. Submit plans to staff for review and comment. Phase 11 —Final Dasion. Construction Documents. antl Permitting 2.0 Final Engineering Final Construction Plans: Based on the approved Conceptual plan, formal engineering plans and site plan application will be prepared in accordance with the City of Sebastian's Land Development Regulations, FDOT standards, and City Public work's departments requirements. This submittal will include the following required elements: a. An engineering site development plan depicting in more detail, features as developed on the conceptual plan, incorporating all existing information readily available, including surveys, record drawings, aerials, maps and documents, etc., and on -site observations. The plan will include proposed and existing site data and conditions, including establishment of a baseline of construction, dimensional lay -out, grading, appropriate construction details and specifications, and cross sections of the improvements. b. Design to be prepared to be ADA compliant c. Prepare SWPPP to meet the FDEP NOI requirements. 3.0 Permitting 3.t Construction plans, engineering calculations and reports, and supporting documentation will be submitted to the appropriate agencies for the following construction permits: a. SJRWMD —permit exemption determination b. FEC railroad review and approval (if required). c. FDEP NOI b. City of Sebastian Public works review and approval 3.2 Follow up with permitting agencies via telephone, e-mail or written corespondents. Review and address and review comments and revise the plans accordingly. Resubmit as required. 3.3 Upon issuance of the above penmits, the site plan shall be released and construction may commence with site work. Pages � of 2 Phase III — Construction Contract Procurement, Inspections and Construction Administration 4.0 Contract Administration and Inspections 4.1-4.3 Bidding / Contract Procurement: NIA 4.4 Contract Administration and Inspections: The engineer will coordinate the responsibility for document review, meeting attendance, and inspections with civil engineer and other consultants. 1. Assume 8 weeks of construction. 4.5 Final certifications are required by condition of issuance of most permits, and will be prepared based on satisfactory review of surveyed as-builts (by others) and construction inspection by the engineer. A. As -built plans will be prepared by the contractor and the contractor's surveyor in accordance with the construction specifications, and/or additional information provided by the engineer's inspector. B. The field information provided by surveyor and contractor is not included in the proposal and will be included in the construction specifications as a requirement of the contractor to provide surveyed as-builts in accordance with applicable agency requirements and permit conditions. 5.0 Additional Services 5.1 The work is proceeding under the assumption that the project will be exempt from SJRWMD / FDEP ERP permitting and will not require Federal permitting, or environmental assessment or environmental consulting. However, upon agency review of the initial submittal, if additional environmental services are needed, these will be provided under a separate agreement or modification to this agreement. In addition, the City has indicated that it will retain one of its pre - authorized site contractors to complete the work. Consequently, bidding/contract procurement services are not included. If bidding/contract procurement services are needed, these will be provided under separate agreement or modification to this agreement. Tha consultant fee is included in SBS cost above: Surveyor —Meridian Land Surveying Invoices shall be submitted monthly, and the invoice amount shall be in proportion to the percentage of the Scope of Work complete. All payments must be received by the Engineer within 30 days of the date of an invoice. Any payments received after said date will be subject to a late interest fee of one and one half percent (t- t/2%) par month. Tha client shall be responsible for all attorneys fees, court costs, and related expanses incurred in the event that payment is not timely made and proceedings era brought by the Engineer to collect sums owed. Page t of t nrva HOME OF PELICAN ISLAND CITY COUNCIL AGENDA TRANSMITTAL Council Meetina Date: June 22, 2022 Aaenda Item Title: Approve Schulke, Bible & Stoddard's Consultant Service Agreement to design Barber Street Sidewalk Recommendation: The Public Works department recommends the approval of Schulke, Bitfle, & Stoddard, LLC's proposal for consulting agreement services to provide survey, design, and construction administration for a new sidewalk and crosswalk from Palm Lake Club to the Publix shopping center on USA for a total of $23,120. Backaround: When Brightline's construction is complete at the Barber Street Crossing, a new pedestrian crossing will located both on the North and South side of the Railroad tracks. Now that pedestrians can safely cross the railroad tracks we would like to extend our current sidewalk system to allow continuous and safe travel from our existing sidewalk to the West all the way to the Publix shopping center as well as Walgreens. Residents are currently walking from the Palm Lake Club and Park Place residential areas to the shopping centers on US-1 via the road in an unsafe manner as the sidewalk is not continuous to US-1. The City has asked Schulke, Bittle & Stoddard, LLC, who we have a continuing services agreement with, to submit a proposal for surveying, preliminary design, final design, construction documents, permitting, construction inspections, and construction administration. This survey and design process is necessary due to the narrow Right -of -Way in parts of this area. With their services they will determine the best placement that is both legal and safe. As it is a high traffic area and there are many curves in this area the safest place to cross residents is over by the Palm Lake Club. In that area a Rectangular Rapid -Flashing Beacon or RRFB will be installed similar to the one at Barber Street and Engler Drive. This will allow safe crossing in a high traffic area and provide notice to oncoming traffic. With sight distances, it is not possible to use other existing sidewalks and ask for pedestrians to cross just by the FEC Railroad Crossing. Please see the Attachment 2 for a markup of the area showing the location of the new sidewalk and RRFB crossing. The proposed project would add approximately 1,100 feet of sidewalk to the City of Sebastian.
