See detailed Scope of Work (Exhibit A). Deliverable and Fee: The project plans and documents will be delivered in three phases: Phase I Surveying, Preliminary Engineering $ 18,000.00 (I-S.) Phase II Final Design, Construction Documents and Permitting $ 13.500.00 (I-S.) Phase III Construction Inspections and Construction Administration $ 6,120.00 (L.S.) The existing culvert (36" diameter +) is in disrepair and provides inadequate hydraulic capacity for stornwater run-off to pass under Schumann Drive. A new box culvert is proposed to provide adequate hydraulic capacity and to ensure long term operation of the waterway system while minimbirg future maintenance costs. Phase 1— Conceptual Plannino and Desion Develooment 1.0 Preliminary Engineering 1.1 Boundary Topographicllnformational Survey: Provide surrey In ACAD format. Survey will include route / topographic and bathymetdc survey of Schumann Drive from Sunburst Trail to a point approximately 125' south of the waterway, and a survey of the Schumann waterway, from a point 125' east of Schumann Drive to a point 125' west of Schumann Drive. 1.2 Geotechnical investigation: Perform soil borings and geotechnicel report to support the design and construction of the improvements, including: -two 20' deep borings in the vicinity of the new culvert installation -two pavement core borings near the limits of the Schumann Drive pavement reconstruction. 1.3 Ecological consultation SBS will retain and coordinate the work of its Environmental consultant as necessary for design and permitting requirements. Preliminary environmental consulting include during the conceptual planning phase Includes wetland jurisdictional line determination, and assessment of the existing environmental resources, and consulting with expert to establish permitting thresholds and requirements, and review of conceptual plan to determine probable impacts and mitigation requirements-, 1.4 Meeting with diem to discuss conceptual planning — culvert type, location, elevation, min. hydraulic capacity requirements, and meet on -site to discuss same and identify specific design ideas and constntctability, concerns. (Note: the city has will determine the hydraulic capacity requirements, based on modeling by others, and provide data/ documentation to SBS for use/ reference to assist in the appropriate culvert size). 1.5 Pre -Application: Discuss with jurisdictional agendas include SJRWMD and FDEP authorities, present supporting document and exhibits, and ascertain/confirm permitting requirements. 1.6 Conceptual Plan Preparation: a. Request and obtain drawings and maps of record / as-builts of record from IRC utilities, other utility providers, city public works, and other applicable agencies to ascertain the approximate location of existing utility and drainage infrastructure within the limits of the work. b. Prepare a conceptual development plan of the waterway and road ROW improvements incorporating the survey , maps and as-builts, and existing site conditions. C. Coordinate with the City of Sebastian Public Works departments to determine any additional infrastructure improvements and determine necessary construction required. d. Submit plans to staff for review and comment. Phase II— Final Deal T' Construction Documents, and Pennittino 2.0 - "final Engineering Final-Constmctlon Plans: Based on the approved Conceptual plan, formal engineering plans of the waterway and road ROW improvements plan will be prepared, including the box culvert plan, details and specifications, requisite mad and surface drainage reconstruction, waterway Page 1 of 3 embankment grading and stabilization, utility conflict resolutions, and other pertinent requirements, all in accordance with the City of Sebastian's Land Development Regulations, FOOT standards, and City Public work's departments requirements. This submittal will include the following required elements: a. An engineering construction plan (for permitting and construction purposes) depicting in more detail, features as developed on the conceptual plan, incorporating all existing information readily available, including surveys, record drawings, aerials, maps and documents, etc, and on -site observations. The plan will include proposed and existing site data and conditions, includirg establishment of a baseline of construction, dimensional layout, grading and cross sections of the water way and roadway and the culvert crossing, appropriate construction details and specifications. b. Prepare SWPPP to meet the FDEP NOI requirements c. Prepare conceptual MOT plan 3.0 Permitting 3.1 Ecological Permitting Assistance Prepare an environmental assessment and impact report to support the SJRWMD ERP permit (General permit 62-330.443) and FDEP 404 permit application and Federal permit (Nationwide Permit 14) requirements. The report will address existing resources and proposed impacts to wetlands and surface waters, including the delineation of wetlands, justification of impacts and avoidance and minimization documentation (and for federal permit 404, an alternative analysis), and supporting graphics. Consultant will include up to two on -site field meetings with jurisdictional agencies The scope herein assumes that the project will quality for the above listed permits, that impacts to wetlands are temporary and less than 0.50 acres, and mitigation will not be required. 3.2 Construction plans, engineering calculations and reports, and supporting documentation will be submitted to the appropriate agencies for the following construction permits: a. SJRWMD (General permit 62-330.443) b. FDEP 404 (federal permitting determination and Nationwide Permit 14) C. City of Sebastian Public works review and approval d. IRCDUS utility (conflict resolution) relocation / reconstruction)— if required e. FDEP water and sewer utility (conflict resolution) 3.2 Follow up with permitting agencies via telephone, e-mail or written correspondence. Review and address and review comments and revise the plans accordingly. Resubmit as required. 3.3 Upon issuance of the above permits, the construction plan shall be released and construction may commence with site work. Phase III — Construction Contract Procurement. Inspections and Construction Administration 4.0 Contract Administration and Inspections 4.1.4.3 Bidding / Contract Procurement: WA 4.4 Contract Administration and Inspections: The engineer will coordinate the responsibility for document review, meeting attendance, and inspections with civil engineer and other consultants. 1. Assume 8 weeks of construction. 4.5 Final certficetions are required by condition of issuance of most permits and will be prepared based on satisfactory review of surveyed as•builts (by others) and construction inspection by the engineer. A. As -built plans will be prepared by the contractor and the contractors surveyor in accordance with the construction specifications, and/or additional Information provided by the engineer's Inspector. B. The field information provided by surveyor and contractor is not included in the proposal and will be Included in the construction specifications as a requirement of the contractor to provide surveyed as-buifts in accordance with applicable agency requirements and permit conditions. 5.0 Additional Services 6A The work is proceeding under the assumption that the project will: A. Qualify for SJRWMD ERP permit (General permit 62-330.443) and FDEP 404 permit application and Federal permit (Nationwide Pent 14), and that there will be no mitigation required. If impacts to resources require additional permitting or more rigorous permit types, the scope and fee shall change to reflect the additional work B. Require no more than 260 If of road ROW re -construction (streets, sidewalks, curbs, drainage, water, sewer). Re -construction beyond 250 If may require scope and fee changes to reflect the additional work. C. Not require the re -construction of seawalls on the north or south banks of Schumann waterway. Design of seawall structures or other similar structures may require scope and fee changes to reflect the additional work. D. Not require the 'excavation or pot -holing" of existing infrastructure. If existing record as - built data from city, IRC and other jurisdictional agencies do not provide adequate information to determine the location of existing infrastructure, then the engineer may obtain a proposal from a qualified and licensed utility contractor to excavate and pot -hole utilities for accurate determination of utilities. The proposal will be submitted to the city for approval and for a change to the scope and fee agreement. Invoices shall be submitted monthly, and the invoice amount shall be in proportion to the percentage of the Scope of Work complete. Page 1 of 1 SE�T�N HOME OF PELICAN ISLAND CITY COUNCIL AGENDA TRANSMITTAL Council Meeting Date: September 28, 2022 Agenda Item Title: Approve Schulke, Bittle & Stoddard's Consultant Service Agreement to design Schumann Drive Culvert Box Replacement Recommendation: The Stormwater division recommends the approval of Schulke, Bittle & Stoddard, LLC's proposal for consulting service agreements to provide surveying, design, and construction administration for a replacement box culvert at the crossing of Schumann Drive over the Schumann Waterway for a total of S44,120. Background: The existing drainage culvert at Schumann Drive connecting the Bast and West sides of the Schumann Waterway is in disrepair and provides inadequate hydraulic capacity for stormwater runoff to pass under Schumann Drive. A new box culvert is proposed to provide adequate hydraulic capacity and to ensure long term operation of the waterway system while minimizing future maintenance costs. The need for this project was discussed at previous a City council meeting and it was approved to use federal aid provided to the City in the American Rescue Plan Act for this drainage improvement. On approval of the Consulting Services Agreement Schulke, Bittle & Stoddard can begin surveying of the area, followed by design, construction documents, permits, and construction administration once the project has been bid for construction. Their services will include design for the new box culvert, as well as necessary reconstruction of portions of Schumann Drive as well as any utility relocation, if necessary.
