IT IS AGREED to undertake the following work in accordance with the provisions of the Infrastructure Consulting & Engineering Master
Agreement entitled "Non -Exclusive Agreement for Continuing Professional Engineering Consulting Services" Dated October 27.2021.
Description of Assignment:
Infrastructure Consulting and Engineering will provide the services required to prepare the DBE program plan to comply with the current
requirements of 49 CFR part 26. Infrastructure Consulting and Engineering will serve to provide management, oversight, facilitation of
resources, schedule management, and incorporating the DBE program into the Runway 5-23 Rehabilitation close-out documentation.

Scope and Fee- DBE Program Preparation for 2024/2025/2026
Dear Mr. Sabo,
Infrastructure Consulting and Engineering is pleased to submit this proposal for Work Authorization CSA
- #12 for the Sebastian Airport DBE program reparation. We are utilizing the services of an internally
qualified DBE programmer to assist us with this work. The scope and fee for the work are described in the
attached letter for a lump sum price of $15,000. Infrastructure Consulting and Engineering will serve to
provide management, oversight, facilitation of resources, schedule management, and incorporating the
DBE program into the close-out documentation for the Runway 5-23 Rehabilitation project once the project
is complete.
The total cost for these services is a lump sum amount of $15,000.

Scope of Services
Consultant shall provide all services required in complying with FAA requirements for DBE Part
26 program, including but not limited to;
• Prepare DBE program plan to comply with current requirements of 49 CFR part 26. Plan
development includes, but is not limited to, developing small business element plan,
integrating bid processing and prompt payment requirements.
• Develop methodology and set overall triennial DBE participation goals for FY 2024-2026.
Goal development includes, but is not limited to, obtaining comparative data from other
similar projects, and interaction with Regional Federal Aviation Administration (FAA)
Civil Rights Offices.
• Organize and conduct stakeholder/public participation meeting to comply with FAA goal
setting requirements.
• Calculation of individual contract goals for DBE, including any associated subcategories.
• Assistance with response to questions or comment provided by the FAA in response to the
programs
• Develop forms to comply with commercially useful function monitoring requirement
• Develop forms to comply with DBE site -monitoring requirements
• Assist in evaluating good faith effort requirements.
• Assist with required annual reporting DBE participation requirements for the DBE
program.
• Coordinate with airport's DBE liaison officer to ensure DBE compliance with for specific
contract goals.
• Estimated Total Hours: 104 hrs.
