HomeMy WebLinkAboutR-24-18 FIND Grant Police Patrol BoatRESOLUTION R-24-18 (E-7 RESOLUTION FOR ASSISTANCE 2024) ATTACHMENT E-7 RESOLUTION FOR ASSISTANCE 2024 UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM WHEREAS, the City of Sebastian is interested in carrying out the following described project for the enjoyment of the citizenry of the City of Sebastian and the State of Florida: Project Title: Police Patrol Boat Total Estimated Cost $ 250.000.00 Brief Description of Project: Purchase of 29' Fluid WaterCraft Rigid Inflatable Boat (RHIB) with twin 225 hp Mercury engines, Simrad NSS 12 GPS, additional electronics, law enforcement equipment, standard equipment, additional accessories and aluminum dual axle trailer with brakes; AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the City of Sebastian that the project described above be authorized, AND, be it further resolved that said City of Sebastian make application to the Florida Inland Navigation District in the amount of $125,000.00 (50%) of the actual cost of the project on behalf of said City of Sebastian AND, be it further resolved by the City of Sebastian that it certifies to the following: 1. That it will accept the terms and conditions set forth in FIND Rule 6613-2 F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for any change has been received from the District. 3. That it has the ability and intention to finance its share of the cost of the project and that the project will be operated and maintained at the expense of said City of Sebastian for public use. 4. That it will not discriminate against any person on the basis of race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P. L. 88-352 (1964) and design and construct all facilities to comply fully with statutes relating to accessibility by persons with disabilities as well as other federal, state and local laws, rules and requirements. 5. That it will maintain adequate financial records on the proposed project to substantiate claims for reimbursement. 6. That it will make available to FIND if requested, a post -audit of expenses incurred on the project prior to, or in conjunction with, request for the final 10% of the funding agreed to by FIND. THIS IS TO CERTIFY THAT THE FOREGOING IS A TRUE AND CORRECT COPY OF A RESOLUTION DULY AND LEGALLY ADOPTED BY THE CITY OF SEBASTIAN CITY COUNCIL AT A LEGAL MEETING HELD ON THIS 20th DAY OF MARCH, 2024. Recommendation: Approve Resolution R-24-18 authorizing Staff to apply for a FIND Waterways Assistance Program Grant and authorize the City Manager to execute Attachment E-7 Resolution For Assistance 2024. Backeround: The City currently has an existing aging police vessel which is rapidly reaching the end of its service life. As the new North County Marine Law Enforcement Facility is being built it is crucial for the City to have a vessel that will aid in the public's health, safety, and welfare along the navigable waterways. To accomplish this we also need to establish which type of lift we will need to accommodate a particular boat, which adds to the timeliness of this purchase. In order to fund this purchase, the City would like to apply for a grant from FIND to assist with the funding of a new Patrol Boat in the amount of $220,000 - $250,000. The attached quote is for the current price of $220,000. However, since the vessel purchase will be made in FY 2025, Staff expects that the purchase price will increase. Therefore, Staff is requesting permission to apply for the maximum allotted amount from FIND for a vessel, which is $125,000. In the event of a price increase, the City would be responsible for anything not originally requested through the FIND Grant, so we are asking to request the full amount. Application for the grant is due April 01, 2024 and requires an official Resolution in the District format, Form No. 90-21 (Attachment E-7).
