An Interlocal Agreement is therefore included in your April 12th meeting agenda packets for your authorization, as enhancements such as paving/reconstruction and turn lane(s) are to be programmed. Florida Boatin.q Improvement Pro.qram You may recall a previous communication of the City's efforts to procure a Florida Boating Improvement Program (FBIP) grant allocation from Indian River County to help finance construction of a river viewing area. I am pleased to report that the Indian River County Parks and Recreation Committee voted unanimously yesterday to authorized the reallocation of $20,000 in FBIP funds for this activity. The project will consist of a ten foot wide wooden boardwalk, to run from the existing sidewalk out to the river, parallel along the river, to then turn back away from the river, and to connect back with the existing sidewalk (see attached sketch). To accommodate requirements of FBIP, the viewing area will be designed with both environmental and boating navigation education stations. The project will encompass approximately 2800 square feet of boardwalk area (feel free to also view the painting as previously presented to City Council earlier this year by local artist Lionel Ogilvie. He graciously donated it to the City of Sebastian, which is now displayed handsomely in City Hall next to the employee kitchen). City Council Information Letter April 7, 2000 Page 2 Florida Department of Transportation (FDOT) United States Hi.qhway One (USl)Improvements in Sebastian Earlier this week, the Press Journal reported FDOT's intentions to hold a public meeting here in Sebastian to discuss plans relative to road improvements along US I in our community. These meetings were canceled as a result of additional planning required between city and state officials. As such, Terry Hill and I will meet with FDOT Improvement Program Manager Mr. Tim Brock (954-777-4413) next Friday at District 4 Headquarters in Fort Lauderdale to begin a substantive planning session. Essentially, we will work to incorporate the City of Sebastian's desire to maintain a four-lane highway, whereby enhancements are to include paving, median and right-of-way enhancements. Please feel free to contact me in the comings days if any of you wish for us to communicate other concerns during next week's meeting. An opportunity for Sebastian residents to ask questions about the program will become possible once all programming details have been outlined via the aforementioned process. Treasure Coast Re.qional PlanninR Council Earlier this week, Paul Wagner, Tracy Hass and I met with staff at the Treasure Coast Regional Planning Council (TCRPC) to discuss future community planning initiatives in Sebastian. Via the Fiscal Year 2001 budget process, we anticipate proposing design and conceptual master planning services to address the futures of US 1, Indian River Drive, and County Road 512. After this discussion, Executive Director Mike Busha extended an invitation to all of you to visit the agency, as well as to perhaps host an orientation for Councilman James Hill as he is the new TCRPC representative for Sebastian, Florida. Initial Response Rate - Census 2000 Early yesterday, I talked with Ms. Eula Clarke-Robinson, United States Census Bureau, about her presentation scheduled during next week's meeting. She mentioned (as did the Press Journal approximately two weeks ago) that the City of Sebastian was a leading community in Florida City Council Information Letter April 7, 2000 Page 3 In the Census Initial Response Rate process (the percentage of families who actually compiled and returned census questionnaires as delivered by United States Mail). Interestingly, as of yesterday, Sebastian is ranked seventh (7th) tied with the cities of Edgewater and Port Orange, of all municipalities in the State of Florida, with a 69% response rate to date. Six cities with higher rates are Lake Charles Shores (73%); Satellite Beach (72%); Gulf Breezes (72%); Lady Lake (71%); DeBary (70%); and Cooper City (70%). This count process will conclude on Tuesday April 11th, as Ms. Clarke Robinson will address conclusion of the Census during her presentation. So far, it appears that residents are strongly aware of the importance of the Census, as well as the benefits associated with obtaining an accurate count. As such, the community as a whole is to be commended for its cooperation in this process.
