Mayor McCollum called the CRA meeting to order at 6:36 p.m. 2. The Pledge of Allegiance was recited. 3. APPROVAL OF MINUTES 3-4 A. October 26, 2005 5-9 B. April 12. 2006 On MOTION by Mr. Burkeen, and SECOND by Mr. Paternoster, the October 26, 2005 and April 12, 2006 Minutes were approved on a voice vote of 5-0. eRA Meeting April 26, 2006 Page Two 5. NEW BUSINESS 11-16 A. Train Depot - Proposed AQreement (Proposed Agreement) The City Attorney reviewed and explained the proposed agreement. Damien Gilliams, Sebastian, said this is not redevelopment and is a waste of taxpayers' money. Louise Kautenberg, Sebastian, said the property is an eyesore and this part of the train station is all that remains, and that the City agreed to own it and once it is gone it will be gone forever. Carolyn Corum, agreed and hoped that Council finds someplace for the train depot. Mayor McCollum said there are a lot of problems in the contract, and while he is in agreement, the terms of the contract put a major demand on the City. He said he objects to provision six and many other provisions. Mr. Burkeen said he also objected to provision six and said the agreement should go back for a rewrite. Ms. Coy said the contract was not what she expected and agreed it should be sent back. Mr. Paternoster agreed that there are too many issues that need rewriting, said he visited the train station yesterday and it is in a state of total disrepair and if it was moved it would probably fall apart. He said he could not support it the way it is written. Mr. Neglia said he also visited the train station and found it to be in disrepair and it will never be moved without falling apart. He said he did not want to see any money put into the project. On a MOTION by Mr. Burkeen, with a SECOND by Ms. Coy, Council rejected the contract and would like staff to come up with something more feasible with less financial impact on the City on a roll call vote of 5-0. 5. Director: '-~ City Attorney: City Clerk: Date Submitted: June 7, 2006 For Agenda of: June 14, 2006 Exhibits: Bid Tabulation Sheet, References List and Showmaster Features EXPENDITURE REQUIRED: $95,256.00 AMOUNT BUDGETED: $50,000.00 APPROPRIATION REQUIRED: $45,256.00 SUMMARY Staff went through the formal bid procedure to obtain prices on a mobile stage. This stage can be towed by truck to any location in the City for events. We received two bids one from Century Industries and the other from Wenger Corporation. Wenger Corporation submitted the low bid but did not meet the all the required specifications. They do not offer the hydraulic hitch jack, an enclosed generator or a stage deck support truss. Therefore, staff is recommending to purchase a Showmaster 2800 mobile stage from Century Industries in Sellersburg, Indiana for $95,256.00. Century Industries met all specifications and has supplied many municipalities with Showmaster stages. The difference in the bids is $1,091.00. Currently the band shell is budgeted for $50,000 in the CRA FY 2005-06 budget. Additional $45,256 can be appropriated from CRA un-appropriated fund balance.
