CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA 1. Mayor McCollum called the meeting to order at 6:45 p.m. 2. The Pledge of Allegiance was recited. 3. APPROVAL OF MINUTES A. April 26, 2006 On Motion by Mr. Neglia and Second by Mr. Burkeen the April 26, 2006 minutes were approved on a voice vote of 5-0. 5. NEW BUSINESS A. Appropriate Additional $45,256 from CRA Un-appropriated Fund Balance and Award Bid for Showmaster 2800 Mobile Staqe to Century Industries in Sellersburg, Indiana for $95,256) The City Manager presented the recommendation for approval. 6') ::::::;..-/ @ I CRA Meeting June 14, 2006 Page Two Mayor McCollum said though this bid is slightly above the others, because of the amenities such as the generator, he would support it. 6. On MOTION by Mr. Burkeen and SECOND by Mr. Paternoster the item was approved as presented by staff on a roll call vote of 5-0. Ms.Coy asked if the stage can be towed around, and the City Manager said it could. In response to Mr. Neglia, Mr. McCarthy said the lights and steps come with it and it will be stored at the garage. Being no further business, Mayor McCollum adjourned the meeting at 6:50 p.m. 2 (flY OF HOME OF PELICAN ISLAND City of Sebastian Growth Management Department 1225 MAIN STREET D SEBASTIAN, FLORIDA 32958 TELEPHONE (772) 589-5518 D FAX (772) 388-8248 MEMORANDUM DATE: TO: FROM: SUBJECT: January 11, 2006 AI Minner, City Manager ~ Rebecca Grohall, Growth Management Directo~ Fa9ade, Sign and Landscape Grant - Staff Recommendations The City recently established a Fa9ade, Sign and Landscaping grant program to assist property owners for improvements within the CRA boundary. The program was funded through the CRA budget to provide $30,000 to property owners as a matching grant. To be eligible, property owners within the CRA area must be currently paid on property taxes, not have any outstanding code violations or liens and must have the correct occupational licensing. Up to $5,000 is available for signage and landscaping improvements, and up to $15,000 for improvements to the facade, signage and landscaping. The funds must meet other criteria including renovating the fa9ade to create the "Old Florida Fishing Village" theme, fa9ade improvements that maintain the historic character of the property and projects that remedy a non-conforming sign. Additionally, funds may be awarded for landscaping projects that go above and beyond the requirements of the landscape code. The first application deadline was established for June 1, 2006. The City received 5 applications for grant funds. The applicants are: . Bettina Boudrot . The Angler Inn . Sebastian Oaks Plaza . Buena Vista Eyeland . The Davis House (j) Staff met on June 16th to review the applications and formulate a recommendation to the City Council as the CRA Board for their approval. Staff has reviewed all the applications and made the following recommendations for Council approval: 1) Award $15,000 to Bettina Boudrot for fac;ade improvements to the property located at 1302 Indian River Drive. This is a fac;ade renovation that will preserve the historic character of the "River House" while making much needed improvements. Total cost of the proposed improvements is $68,000. 2) Award $5,000 to Sebastian Oaks Plaza for a new monument style sign and corresponding fac;ade signage for each unit located at 1317-1331 North Central Ave. The sign will replace a non-conforming sign. Total cost of the proposed improvements is $25,400. 3) Award $5,000 to The Davis Inn for a new monument style sign and landscaping improvements located at 607 Davis Street. The sign will replace a non-conforming sign. Total cost of the proposed improvements is $17,240. 4) Award $5,000 to Buena Vista Eyeland for a new monument style sign and fac;ade signage located at 1619 US Highway 1. The sign will replace a non-conforming sign. Total costs of the new signage is $12,100. Staff needs more information from the applicant regarding the fac;ade improvements, however Staff is recommending the Council approve their grant for signage. The application for the Angler Inn has not been recommended for funding. The application does not meet the threshold criteria. Staff will continue working with the applicant for future funding consideration. In Summary, the City will award $30,000 in grant funds that will result in $122,740 worth of improvements within the CRA district. This project is a classic example of a private/public partnership and the value of leveraging public dollars. Signage and landscaping improvements will be made to the Davis House Inn HotellMotel property that fronts onto Davis Street within the Sebastian Community Redevelopment Area. Proposed improvement include a new custom monument-style sign not to exceed 72 inches by 120 inches with raised letters and decorative border; also refurbishment of the front and side garden areas with new professionally landscaped plantings, mulch and gravel to improve and dress up the Davis House Inn property. The new owners of Davis House Inn are making a significant investment in improving the 607 Davis Street property. The proposed sign will be crafted by the designer of Sebastian's city signs and will be of the same style. 5. This signage and landscape project will provide immediate visible, exterior improvements to the Davis House Inn property. It will be matched by $12,250 in owner match (assuming a $5,000 grant is received) and will meet the city's goals of quality site design and materials, The project will enhance the overall appearance of Davis Street with quality landscaping of a large structure that already is being upgraded with painting and general cosmetic improvements. Since Davis House Inn is along the Sebastian waterfront, this project will promote the historic character of Sebastian and enhance the waterfront area of the city's business district.
